Pakistan: Manager, Disaster Risk Management



  • Advise and be a resource person for PRC at provincial and national level assessment of prevailing/ frequent disaster risks, vulnerabilities and capacities in order to identify priorities for disaster risk management and assist them in developing relevant programs/projects;




  • Advise and be a technical guide to PRC in local, in-depth analyses of the risks, vulnerabilities and capacities at high risk zones/ in high risk communities;




  • Advise, be a technical guide to PRC in implementing Risk Reduction activities including ICBRR in targeted areas as identified in the IFRC annual Operational Plans; pursue lessons learning and replicating successful implementation models in other communities and districts;




  • In case of disaster situation in country, mobilize IFRC team to response immediately as per SOPs. Advise and guide PRC in conducting assessments and preparing information bulletin and/or Disaster Relief Emergency Fund (DREF) application/emergency appeal as required.




  • In the case of emergency relief operation, manage the coordination with PRC DM team in the planning, implementation and management of the response interventions.




  • Be focal person for all emergency operations on behalf of the IFRC Country Office;




  • Facilitate the process and guide PRC in developing yearly Contingency Plans;




  • Act as Federation Country Office DRM focal point in Asia-Pacific Region under the supervision of his/her line manager including Regional Disaster Response Teams (RDRT) and surge capacity deployments;




  • To ensure that DRM planning, budgeting and reporting is carried out in a timely and appropriate fashion in accordance with PRC and the Federation requirements, formats and standards; provide and offer technical support to the PRC NHQ and branches in these areas when relevant;




  • Advise and guide PRC in developing training programs and training materials that address major threats and appropriate prevention/coping mechanisms within the most vulnerable segments of the population;




  • Advise and be a technical guide to PRC to develop training programs and training materials addressing disaster response related operational procedures;




  • Work closely with PRC counterparts to ensure that regular, accurate and timely information for reporting purposes are provided for the Federation and for donors;




  • Undertake regular field trips in order to monitor and assess the progress of the implementation of activities within Operational Plan and Emergency Response. Monitor efficiency and performance;




  • To promote good governance and financial accountability amongst PRC;




  • Promote application of accountability initiatives towards communities we serve, partners, donors and other relevant stakeholders;




  • Assist PRC to improve its cooperation with the relevant line ministry, government agencies working in the field of Disaster Management as well as in liaising with international agencies and organisations.


    Manager, Disaster Risk Management (DRM) Based in Islamabad (1)


    Selection Criteria: (Education and required experience)


    ▪ A university degree in a relevant field and/or an equivalent combination of education and experience


    ▪ Master degree in Disaster management (DM) or additional diploma/certificate in DM, Disaster Risk Reduction (DRR) or Disaster Risk Management (DRM) would be preferred


    ▪ A minimum of 7 years of relevant work experience with an International Humanitarian Organisation


    ▪ A minimum of 3 years of Programme management experience


    PLEASE NOTE:


    · Proven skills and experience in the areas of Disaster Management, Budgeting, Designing of Project proposals, evaluation and Capacity Building


    · Proven skills and experience in Programme development/implementation, finance and risk management


    · Skills and experience in community based programming and community level preparedness, risk reduction and mitigation interventions.


    · Applicant should have demonstrated understanding of relief, recovery, and development projects in Pakistan


    · Demonstrated skills in developing and maintaining stakeholder relationships


    · Strong communication skills in English, both verbal and written are mandatory, additional language skills in Urdu, Pashto, Sindhi and Punjabi are an asset


    · Ability to work in a multicultural environment with strong sensitivity to intercultural effectiveness and relations
