Position Location: Islamabad, Pakistan – with possibilities of travel to the provinces
Contract Period: 9 months, 1 July 2016 – 31 March 2017

Background:
Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. DRI promotes political participation of citizens, accountability of state bodies and the development of democratic institutions world-wide.
With funding from DFID, DRI is going to launch the short term project “Supporting Electoral and Parliamentary Reforms in Pakistan”, which aims at supporting Pakistan’s elected institutions at the national and provincial levels to become a source of democratic stability and effectively exert their oversight, legislative and representation functions with improved participation of women, youth, and minorities in electoral and democratic processes. DRI will engage with different stakeholders such as policy-makers, political parties, media and civil society on the need of electoral and parliamentary reforms in light of international electoral standards and good parliamentary practices.
Duties and responsibilities:
The Project Coordinator works under the supervision of DRI’s Country Representative in Pakistan and takes leadership for implementing the operational aspects of all project activities. Specifically, s/he will:
Take day to day leadership for implementation of the operational aspects of project activities including events, workshops, trainings and publications;
Coordinate the implementation of tasks with the project team (including Parliamentary Expert, Legal Analysts, Programme Officers and Provincial Coordinators) and liaise with Finance and Administration Unit in Pakistan Office for implementation of project activities;
Provide functional oversights of tasks of the Programme Officers and Provincial Coordinators;
Draft concept notes in coordination with two technical leads (Parliamentary Expert and Legal Analyst) to provide detailed planning for each project activity;
- Update the project workplan/logframe on a monthly basis;
- Develop and implement a monitoring and evaluation framework and tools for the project;
- Collect, compile and assess necessary data and information for project monitoring and evaluation as well as for communication products such as stories for DRI website, newsletters and press releases;
Provide inputs to DRI’s briefing papers and publications;
Facilitates and conducts meetings between DRI and key interlocutors such as political party representatives, parliamentarians, representative of civil society organisations, media, parliament and government;
Coordinates missions of international and national short term experts and consultants;
Tracks financial expenditures, including ensuring timely submission of invoices by all project team members;
Draft Quarterly Progress Reports, regular event reports, and updates for the donor;
Support the security focal point in monitoring security updates from various agencies and provide regular security updates to the Country Representative;
Provide political analysis of the Pakistani context;
Maintain full responsibility for project data archiving and coordinate directly with Head Office team to ensuring sharing of full documentation post events;
Support draft of project planning documents such as proposals;
Travel within Pakistan for project activities.
Education & Experience:
- Master’s Degree in human rights, law, or political science, programme management or equivalent;
- Minimum of 10 years of professional experience in supporting democracy, elections, human rights and legal reforms; including minimum of 5 years of professional experience in programme management and operations;
- Proven strong management, planning, organizational and communications skills (written and oral);
- Profound knowledge of the Pakistani context and experience in working with the relevant stakeholders, in particular policy-makers, political parties, parliamentarians and civil society organisations;
- Experience in budget management is required;
- Good working knowledge of Microsoft Office (particularly Word, Excel and Powerpoint) and online collaborative tools such as Google Docs/Drive and DropBox;
- Fluency in English and Urdu, both spoken and written is required;
- Ability to work effectively under stressful conditions like heavy workloads and deadlines;

This is a locally recruited position. DRI offers a competitive salary according to donor regulations and incumbent experience.
