Job Description:

Field Engineer Shelter Bannu

Position Title: Bannu Shelter Field Engineer
Department: Programming/Emergency Response
Location Bannu, KPK
Reports To: Bannu Shelter Program Manager

Background:
CRS Pakistan is currently working in the following sectors: education, drought mitigation, WASH, livelihoods, and protection sectors. Alongside this, CRS continues to work in the areas of emergency response and disaster preparedness & mitigation. CRS main office is located in Islamabad with sub-offices in Sukkur- Sindh Province, Besham- KPK Province and Quetta (Baluchistan Province).

Starting in November 2014, CRS will implement a 6-month emergency response project in Bannu, KPK, that addresses Temporarily Displaced Person’s (TDPs) two main priorities: living in safe and appropriate shelter and procuring essential NFI items to help cope with the cold winter months. CRS and PREPARED will prioritize portability in its approach, providing households with shelter materials and a selection of durable NFIs (blankets, floor mats, etc.) that can be carried back and used in NWA.

In all of its programming, CRS/Pakistan seeks to maximize beneficiary choice, community contribution to relief efforts, and efficiency. For this reason, CRS will adopt market-based approaches for both shelter and NFI activities, relying on a voucher methodology that has proven successful both in the Bannu context and across the country. For this proposal CRS and PREPARED examined the feasibility of direct distribution, vouchers, and cash grants and found that vouchers would be the most appropriate.

Job Summary:

The Shelter Field Engineer will work with CRS and implementing partner staff to ensure the construction of high-quality shelters according to project specifications and in line with project timelines.

Specific duties and responsibilities include:
Support for Project Start-up, Implementation, and Monitoring and Evaluation
Work with CRS and partner team to develop and implement project plans, schedules, and management tools that are clear, comprehensive, and realistic, especially in light of technical issues related to materials supply and construction.
- Participate in project planning, providing input as requested into the development and revision of activities, schedules, and documentation procedures.
- Actively support tracking of project implementation to ensure progress of activities is properly documented and taking place according to schedules.
- Support collection and management of information for monitoring and evaluation.
- Identify challenges in project implementation to the Project Manager and participate in regular discussions with the implementation team for addressing challenges or making improvements.
- Provide regular written and verbal updates to the Project Manager in a clear, accurate, and timely manner.

Oversight of Materials Supply
Work with the Program Manager and CRS procurement staff to ensure a steady supply of high-quality shelter materials to the field.
- Conduct quality assurance checks of shelter materials at supplier source, warehouse, and construction sites as required.
- Ensure that CRS and partner staff, laborers, and project beneficiaries understand the quality and quantities of materials required by the project and are able to raise concerns appropriately.
- Immediately report concerns about material quality to Program Manager, and work with the project team and management to identify and implement solutions.

Oversight of Shelter Construction
Effectively support appropriate involvement of CRS and partner staff, beneficiaries and beneficiary communities in the promotion of high-quality shelter construction.
- Support implementing partner staff to promote community involvement in the project. Ensure mechanisms that provide relevant community members with sufficient technical knowledge and skills regarding selection and preparation of construction sites, assurance of standards for quality materials, construction methods, and shelter maintenance.
- Ensure that project teams and contracted laborers have sufficient knowledge and skills to construct shelters according to project standards, and are applying those standards in practice.
- Conduct quality assurance spot-checks of constructed shelters to ensure that laborers are completing the work according to project specifications.
- Immediately report concerns about shelter construction to the Program Manager, and work with the project team and management to identify and implement solutions.

Teamwork and Relationships
- Work closely with CRS and PREPARED staff, community leaders and community members, and vendors to create and maintain a positive working environment aimed at successful completion of project objectives and positive support to project beneficiaries.
- Contribute to the promotion of safety and security for CRS and PREPARED staff as well as beneficiaries, vendors, and community members. Report any information or concerns related to the safety and

security of CRS and PREPARED staff, assets, beneficiaries, to the Program Manager.

Note on Emergency Response:
As CRS/Pakistan responds to disaster situations, staff may be called upon to support emergency operations. Willingness and flexibility to perform tasks other than described in this job description and work longer hours than normal as necessary to complete critical tasks is required.

Professional Skills
Graduate preferably MA in Engineering or any relevant field

Area Engineer

Under the overall supervision of the Program Manager and in accordance with directives received from the Team Leader/ADO and Program Engineer, the incumbent will be responsible for the implementation of activities of program in an assigned geographical area. Activities will include responding to the needs of the program for important, large scale and high visibility as well as small scale infrastructure projects throughout FATA. Provided below are the key responsibilities of the Agency Engineer.

Specific Duties and Responsibilities

The Agency Engineer’s responsibilities include, but are not limited to the following:

Assessment, design, planning and execution of small and medium level infrastructure projects ( such as Flood protection walls, Irrigation Channel, Drinking water supply hand pumps, tube wells, dug wells),  sanitation and other community projects).Providing technical support to the program in designated geographical areas (Agency/F.R) of responsibility.Manage technical and engineering components related to program implemented in an agency within FATA including the management of contractors.Design architectural and structural drawings as well as create bills of quantity, material specifications lists, and other technical documentation relating to infrastructure programming within FATA.Maintain working relationships with local, district, provincial and regional governmental authorities and draw up, when required, Memorandum of Understanding with Municipal Governments, program-targeted government ministries and other potential partners.  In coordination with government authorities assist with the development of ministry-level action plans and facilitate program-targeted actions.Facilitate activities that assist government authorities to liaise with community leaders, individuals and groups to identify and prioritize community needs.Work with government and local authorities, leaders, individuals and groups to identify and implement selected community development projects.Attend meetings to discuss potential areas of mutual interest and benefit with program targeted municipal authorities, government ministries, local and international NGOs, and FATA communities.Monitor coordinating mechanisms for project implementation and reporting with local authorities, government ministries, UN Agencies and NGOs.Identify appropriate mechanisms or vehicles to adapt structures and to tender bids from contractors or local labor.Negotiate contracts or agreements with contractors, and assist in administration of grants.Supervise projects in coordination with local government technical personnel and in collaboration with program site engineers and provide regular reporting regarding the status of projects.Monitoring all phases of the construction process and taking the initiative to note  and point to contractors and their representative and staff, including labors, construction mistakes , flaws, omissions and other problems to the contractors and their staff and workers and ensure that mistakes are corrected immediately .Assist in the tracking of financial expenditure of all program funds in area of responsibility.Maintain records in accordance with program standards.Prepare reports regarding the progress of projects including financial reports.To review work plan and carry out the performance evaluation of Field engineers.To assist Team Leader in devising strategy and plans.Establish contact with appropriate partner agencies when basic or special needs be identified.Perform such other duties as may be assigned.

 Qualifications and Experience

University degree in engineering or Diploma in Civil Engineer with extensive experience in post conflict environments, including management of infrastructure projects.A minimum of 4 years experience in the field of infrastructure planning and construction. Ability to supervise, direct, coach and mentor staff.  Drive for results and effective resource management skills.  Excellent communication and negotiation skills. Understanding of complex social-political environments.  Ability to work under extreme pressure, in difficult conditions while maintaining security awareness.  Flexibility and focus on processes and their improvements.  Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds. Stamina, determination, commitment and adaptability in the workplace are required.

Languages

Thorough knowledge of English; working knowledge of Pashtu, or other languages spoken in the region will be an advantage.

QAQC Engineer

General Functions

Under the overall supervision of the Program Manager, and in direct supervision and directives received from the QAQC Coordinator, Technical Unit and the Program Engineer the incumbent will be responsible for managing quality assurance and quality control and assisting in overall monitoring, technical backstopping, coordination and management of technical engineering activities of PTI Program in FATA and KP. Activities will include responding to the needs of the Program for important, large scale and high visibility as well as small and medium scale infrastructure projects throughout project area.

Specific Duties and Responsibilities

The QC/QA Engineers responsibilities include, but are not limited to the following:

Manage the overall quality assurance/quality control program for the PTI program;Assist the QAQC Coordinator, Technical Unit and the Program Engineer in developing a QA/QC program that will improve the surveillance of the overall quality of materials and construction methods supplied to grants within the program;Conduct regular field visit for monitoring of the Infrastructure Projects;Ensure that all civil works quality control and environmental plans, strictly comply with program policy and implementation standards;Identify problems, pose plausible solutions and implement those solutions to achieve objectives of the project;Assisting the field technical staff in assessment, planning and implementation of Infrastructure projects;Conducting field workshops with PTI staff and contractors to improve the overall management of quality control of materials supplied to projects;Assist and facilitate trainings and meetings for the capacity building of Technical Staff national/international quality norms/rule/regulations;Assist the field technical team in drawings, designing and estimation of infrastructure projects.Assisting the QAQC Coordinator, Program Engineer in reviewing BOQs/Budgets, Design and estimates for Infrastructure Projects;Assist QAQC Coordinator, Program Engineer in providing technical support to the field offices on regular basis;Assist the logistics department in reviewing the bidding documents;Liaise with other sections of the Program for improved coordination related to the Program Technical Unit;Liaise with field offices to obtain information on program related Technical matters and follow-up with recommendations;Inspection quality of materials supplied and used for the construction activities including, earthworks, concrete works, steel and pavement works, monitoring all production of materials and raises non-conformances where applicable;Reviewing & monitoring construction schedule & works activities to meet the required project completion date;Perform other related duties as required;

Qualification and Experience

Bachelor’s Degree in Civil Engineering with three to four years related experience or DAE/BTECH in Civil Technology with five to six years’ experienceExperience in quality control, quality assurance procedures.Experience in AutoCAD, Cost Estimation and Technical Report writing and monitoring of Civil Engineering Works.Language Fluency in both oral and written communication in English while working knowledge of Urdu and Pashto will be an advantage
