Project Officer (Voter Registration & Electronic Voting Machine)

We are an International Organization (INGO) working in the field of elections, democracy and governance in collaboration with government institutions and civil society in support of electoral reforms in Pakistan. We are currently seeking committed and energetic staff for the above position. Detailed scope of work with required skills and qualifications are summarized below:

Duties and Responsibilities:

Support the program development team on broad-based electoral reform issues and incorporation of modern technologies in electoral managementAssist in evolving strategy and procedures for future voter registration (VR) and electoral rolls (ER)Assist in implementation of electronic voting machines (EVMs) pilot projectAssist in development of operating procedures in use of EVMs, polling personnel training on use of EVMs keeping in view operational and organizational implicationsEvaluation of different types of EVMs, features, technologies, statistics, pros and cons, cost effects etcAssist in geographical information system (GIS) pilot projectAssist in employment of information and communications technologies across Government Institution field offices as a strategic resourceAssist in drafting of briefing documents and development of strategy papers on these topicsUndertake other duties as assigned

Qualifications & Skills:

Master’s degree in Computer Science, Information Technology or relevant fieldMinimum of five (5) years of relevant thematic and programmatic experience is preferredExpertise in IT management in public sectorGood knowledge of Pakistan electoral processExperience and exposure in VR, EVM and GIS will be preferredExcellent communicator, highly organized, and ability to take initiative, as well as work within a team environmentExcellent interpersonal/representational skillsExpert analytical, communication  and writing skillsStrong skills  in written and oral communication (Urdu and English)Proven ability to write and format short and crisp research papers, option papers, reports and strategy papersAbility to produce high quality work under pressure and within time constraintsPreferably prior working experience with International organizations.

Project Officer Voter Education

Provide technical assistance in formulation of action plans for voter education across PakistanDevelop a detailed activity plan for the implementation of the various voter education activitiesAge-group and gender-wise voter education campaign material and strategy – youth, women, minorities, persons with disabilities, urban and rural populationDevelop material/key message for developing educational materialIdentify role of the civil society in voter education and suggest methodologies for cooperationSuggest methodologies to assess the impact of the voter education interventionsIdentify media – electronic, print, outdoor, formal and informal – for voter education activitiesEnsure ownership and buy-in of partner organizations on actions related to voter educationAny other task assigned.

Qualifications and Skills:

Master’s degree in social sciences or related fieldMinimum of five (5)  years of demonstrated experience on civic/voter education and other relevant fieldsUnderstanding of political and electoral issues in PakistanExcellent communication and interpersonal skills.Good report writingComputer skills including Microsoft Word, Excel and Power Point,Understanding of the  sensitivities of Pakistani socio-political realitiesAbility to produce high quality work under pressure and within time constraints.Preferably prior working experience with international organizations.
