I. JOB SUMMARY

CARE Pakistan is seeking a highly experienced Team Leader (TL) for the consortia to coordinate and manage DRR project for the consortium named i.e Resilient Pakistan Initiative (RPI) as per agreed proposal. The Resilient Pakistan Initiative (RPI) consortium is comprised of 9 member agencies including 4 international and 5 national organizations. The Team Leader will report directly to the Director Emergency and Project Steering Committee (PSC) of RPI and work closely with the consortium Partners and other project stake holders including Disaster Management (DM) authorities, implementing partners, government line agencies, UN agencies and DRR forum members. The TL will have overall responsibility for the project implementation, quality assurance, monitoring, and reporting for activities carried out by all consortium partners. The TL will also be the lead person to provide technical support to partners on DRR and also seek technical assistance from technical component leads of RPI. The incumbent will ensure the consistency, quality, efficiency, and accountability of all programming activities implemented across the project area including advocacy and provide support in harmonization of the process, reporting and coordination.

Coordination, management and provision of leadership for all project activities within the RPI consortium

Job Description

a) Planning, Monitoring, and Reporting

Ensure preparation of periodic project work plans for all consortium members and collate these into overall work plans;Oversee periodic reporting formats to record progress toward achievement of planned targets;Organize periodic review meetings of member agencies and implementing partners to track progress and make adjustmentsReport progress to Project Steering Committee (PSC), donor, consortium partners and other relevant parties as scheduled or requiredIdentify gaps, under-performance and work with consortium partners for improvement and course correction on timely mannerProduce and submit high quality donor reports as per ECHO/ECHO guidelines including project completion report.Ensure maintenance of project documentation at the agency i.e CARE and Consortium level.Work with all consortium partners to ensure quantitative and qualitative monitoring and evaluation systems are in place, followed and are effective, relevant, and accurate. Timely plan and arranged term reviews (joint review) and end of project evaluationEnsure that partners are documenting lessons learned, good practices and success storiesEnsure proper management and reporting of CARE’s component of the overall project and manage and lead staff under ECHO project.

b) Management and Coordination

Provide strategic directions and leadership to RPI partners in managing RPI partnership for DRR and resilienceThe Team Leader will be responsible for managing all aspects of the DRR program including meeting project objectives while providing overall technical management to achieve the results defined in ECHO grant agreementEnsure the RPI achieves its objectives and goals, especially those mentioned in grant agreement.Convene, facilitate, and document regular meetings between RPI member agencies and other stake holders including DM Authorities, DRR Forum members to oversee and discuss project progress, identify and take appropriate measures to resolve issues;Ensure that the RPI program results are effectively coordinated amongst all the member agencies and implementing partners.Assist in capacity building of all member partners and government line agencies through individual and multi-agency trainings and collaboration and lead the coordination process with technical component lead of RPI members.Ensure the RPI partners share knowledge and experiences on operational matters over the course of the program implementation and document learning on the process of collaborationFacilitate coordination with other ECHO partners in the country and any regional projects of DIPECHO and/or consortia regarding harmonization of the approaches on Preparedness/ DRR, resilience, inclusion and preparednessEnsure that cross cutting issues are address and vulnerable communities including women, children, older people and other vulnerable individuals are mainstreamed members interventionsEnsure each consortium partner is playing its due role and adding value to the project as agreed in the proposal and subsequent agreement

c) Technical assistance

Lead the process of coordination with technical component lead of SBDR, CBDRM, Advocacy, Gender, inclusion etc… among RPI partners and seek assistance for other partners by proper engaging of relevant technical leadProvide technical assistance to RPI partners for implementation of the DRR projectProvide technical support and guidance to partners on DRR advocacy with relevant DM authorities and stakeholdersSupport partners in facilitating DDMA for development of DM plans by involving line departments and civil society

d) Representation

Effectively represent the consortium at different forums / levels (civil society, DM Authorities, line departments, DRR forums etc.);Support in coordination and representing RPI with donors and regularly update the donor about the progress of the projectFacilitate visits to the project site by stakeholders including the donors;Chair the project coordination meetings of project implementation committee and participate in technical working groups meetingsCoordinate, convene and effectively participate in the Steering Committee meetings

e) Program Finance and Budgets

Work closely with the member agencies Finance/Grants Management teams to:

Under the consortium agreement take lead role of budget managementCoordinate and prepare budget forecasts for RPI member agencies;Monitor expenditure of partner budgets against planned activities and project progress by collating, finalizing and sharing budget vs actual spending report with all concerned as per agreed frequency/periodFinalize/authorize financial reports for the donorIdentify and address budget related issues including; over or under spending, budget amendments etc. and maintain communication with all concernedOrganize and facilitate periodic program coordination meetings to review budget through BvAs and progress against activities

Qualification and Experience

Masters Degree or above in Social Sciences, preference will be given to Disaster Management, Development StudiesMinimum 5 years of working experience in managing Humanitarian / DRR sector with International NGO with demonstrated track record of innovation and leadership.International experience in managing a DRR project is a must/compulsoryExperience of managing DIPECHO/ ECHO projects is highly desiredExcellent advocacy and project management skills, and proven ability of working in close collaboration of multiple stakeholders;Strong understanding of Disaster Management System/framework and DM guidelines and regulation and functionality of DM authorities at various levelStrong understanding of a consortium type partnership – previous consortia management will preferredA strong team leader with excellent interpersonal and diplomatic skills.

Language skills requirements:

Must be fluent in English for oral and written communication and be able to develop end quality reports and other relevant documents in English.
