Project Summary: **


In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID/Pakistan. The Performance Management Support Contract (PERFORM) is a centralized management support mechanism for providing monitoring, evaluation, assessment and learning support services to the Mission to help project managers make evidence based decisions to improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process.

Position Summary:


MSI is recruiting for a long-term M&E Specialist who will be responsible for managing, coordinating, and implementing activities related to performance monitoring and evaluation for USAID/Pakistan and its implementing partners. This includes assisting USAID technical teams and partners with developing results frameworks and logic models, creating and/or updating M&E plans, identifying and operationalizing performance indicators and conducting data quality assessments, as well as participating in evaluations, assessments and studies. The M&E Specialist will assist with developing data collection instruments and participate in data collection, analysis and reporting.


The M&E Specialist will also be responsible for developing an in-depth understanding of one or two USAID/Pakistan sector portfolios as assigned. He/she will be required to conduct analyses of performance data generated by implementing partners and M&E activities, as well as information from secondary sources to extract trends that cut across programs within the assigned portfolio to contribute to higher level learning.


This is a full-time position based in Islamabad, Pakistan. It is expected to begin immediately and last through April 2020.


Responsibilities:


  • Review program documents related to assigned USAID programs.

  • Work with PERFORM staff to identify the key performance/evaluation questions and parameters for M&E related to the targets/assignment.

  • Participate in the development and review of Statements of Work (SOWs) for monitoring assignments, evaluations and special studies in accordance with USAID M&E Policy and MSI standards.

  • Develop SOWs for consultants, and work with the Human Resources team to identify, interview and select suitable short-term team members.

  • Manage the assignments contracted to short-term consultants to ensure they are completed on time and deliver high quality products.

  • Develop SOWs for outsourcing sample surveys and qualitative research as required, and supervise the subcontractor’s work to ensure the satisfactory completion of the task.

  • Assist in the development of data collection plans, data collection instruments and schedules;

  • Collect and collate project data.

  • Conduct primary data collection, including interviews, surveys, and focus groups.

  • Manage the data collection efforts of short-term consultants and subcontractors, including ensuring the adequacy of data collection instruments, the feasibility of data collection plans, the timely collection of data (including surveys), and the quality of data collected.

  • Analyze the field data as required, and develop draft M&E reports in English for submission to USAID.

  • Work with PERFORM’s Senior Management, and Evaluation, Monitoring and MIS/GIS staff to respond to USAID/Pakistan’s needs and priorities.

  • Support the development and updating of USAID/Pakistan’s Learning and Information Utilization plans.

  • Support learning opportunities for USAID/Pakistan staff, implementing partners, stakeholders and PERFORM staff by facilitating information exchanges among them.

  • Assist with institutionalization and internalization of learning processes throughout USAID/Pakistan and PERFORM.

  • Write thematic briefs, learning summaries, newsletters and other brief documents to effectively communicate PERFORM’s technical work and promote learning.

  • Carry out other duties, as necessary and assigned.

Qualifications:


  • A minimum of five (5) years of experience providing technical and management support for M&E activities and research studies, preferably for USAID projects.

  • Experience conducting data quality assessments.

  • Proven skills in defining results/outcomes statements and developing performance indicators.

  • Demonstrated experience designing evaluation/evaluation consultant SOWs.

  • Experience developing quantitative and qualitative instruments for data collection.

  • Proven ability to synthesize large amounts of information into different formats (e.g. monitoring, research and evaluation summaries, newsletters, thematic briefs, PowerPoint presentations, learning exposes, etc.).

  • Experience with analysis of data (quantitative and qualitative) from primary and secondary sources.

  • Master’s degree in economics, statistics, business or public administration, public policy or the social sciences. Exceptional candidates with other degrees will also be considered.

  • Ability to lead, manage and facilitate purposeful meetings with client.

  • Good organization skills with an ability to produce high quality work under deadlines.

  • Ability to manage multiple tasks and assignments.

  • Proficiency in Microsoft Office, and qualitative and quantitative analytical tools such SPSS, STATA, En vivo, MaxQDA or others.

  • Experience in data analysis and reporting.

  • Experience working in complex environments.

  • Strong interpersonal, verbal and written English communication skills.
