Chemonics seeks a chief of party for the anticipated USAID-funded project, Small and Medium Enterprise Program (SME) in Pakistan. SME is a five-year, $40 to 50 million project that aims to support small and medium enterprises and the business enabling environment. The ideal candidate is a senior-level manager, with demonstrated experience leading diverse teams. The chief of party will oversee multiple activities that increase the capacity of the private sector and advance progress toward SME's objectives. The chief of party will provide overall vision, leadership, and management to the project and oversee all project activities in Pakistan. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

Lead and manage the project, with accountability for timely deliverables and resultsCreate and implement a work plan for the life of the project, identifying and initiating public-private partnerships, capacity development of key stakeholders, and developing appropriate strategy for improving SME access to financeServe as the project's main focal point and maintain communication among all relevant parties, including appropriate Pakistani government entities, as well as key actors in the financial sector and the private sectorCoordinate communication with USAID and other U.S. government entities

Qualifications:

Bachelor's degree in economics, public policy, business administration, or a related field; master's degree preferredMinimum 10 years of progressively responsible relevant experience in private sector development, SME development, inclusive economic growth, public-private partnerships, and/or related technical experienceExperience with USAID policies, procedures, regulations, and reporting requirements preferredProven track record of successfully implementing and development programs similar in scale and type to SMEProven ability to lead a large team in a challenging environment and developing positive professional relationships with colleagues, consultants, and clientsExperience working in South Asia or similar contexts required; experience in Pakistan preferredDemonstrated leadership, versatility, and integrityFluency in English required; fluency in Urdu preferredHow to apply:

Context:

Under the direct supervision of the Chief of Mission, and the programmatic directives from the Community Stabilization Unit (CSU) in Washington, DC – as outlined in the “IOM Washington Corner’s Terms of Reference” the successful candidate will be responsible for the overall coordination of activities of the Pakistan Transition Initiative (PTI), funded by the Office of Transition Initiatives (OTI).

PTI is a community-based, small grants initiative implemented in close coordination with the donor, with communities in priority areas, and with all levels of Government. The overall objective of PTI is to support conditions for stability and development in conflict-prone and other priority areas of Pakistan. The Programme Manager/ Chief of Party will discharge a range of duties, provide overall guidance for the programme throughout PTI’s geographic coverage, and serve as the primary point of contact for USAID/OTI representatives in Pakistan.

Core Functions / Responsibilities:

Have full financial, administrative and programmatic responsibility for all PTI activities in Pakistan and ensure that IOM standards and operating modalities are met wherever PTI is implemented. This includes direct responsibility for all coordination on key programmatic, financial, logistical and management matters.Conceptualize and design programme strategies and resource allocation among several offices, stakeholders and sub-regions.Maintain a frequent dialogue and work closely with USAID/OTI to ensure donor relations remain strong and build concurrence, particularly in the development of programme strategy.Manage the in-country relationship with the United States Agency for International Development (USAID)/ OTI and work in close coordination with the Head of the CSU in Washington, DC.Hire and train all international programme staff as well as create, deploy and periodically fine-tune all programmatic systems, including database management, procurement, financial tracking and accounting. Ensure that all departments are coordinating together smoothly to achieve the program objectives and supervise all in-country international and national staff.In close conjunction with the management of IOM Pakistan, PTI’s Field Security Officer, and in accordance with the United Nations Department of Safety and Security (UNDSS) requirements, be responsible for the safety and security of all individuals implementing the programme. This includes ensuring that appropriate security information is regularly and appropriately disseminated and that relevant safety and security training is conducted in coordination with IOM’s Staff Security Unit (SSU) when required.Assess, develop a plan for, and oversee all related contracting staff, technical experts or service providers in relation to PTI.Liaise with international and national counterparts to further the development and enhance the objectives of PTI. Seek programmatic partnerships and synergies when appropriate with other humanitarian and development partners and government entities.Actively consult with a wide range of sources, including management of IOM Pakistan and IOM Washington, in order to continually assess the full context of PTI in Pakistan and within the region, including in relation to other IOM programmes and priorities in Pakistan.Responsible for continually developing PTI throughout each areas of operation in accordance with programme objectives, updated strategic priorities, project successes, donor interests and United Nations (UN) security constraints.Supervise the tracking of all programme expenditures to ensure budget recommendations are met, that all grant management and financial tracking instruments are reconciled and that all funds are spent in accordance with IOM standards and donor expectations. In coordination with the relevant IOM Pakistan departments, Headquarters (HQ) and others, ensure the timely submission of financial reports to the donor.Responsible for regular reporting on PTI, including all financial, narrative and database requirements, and ensure regular and pro-active coordination with programme counterparts in the CSU in Washington, DC in support of the OTI 4-Corner management model.In close coordination with the donor, ensure that small grant initiatives and related community and government relationships are developed in accordance with programme goals and objectives.Act as the primary contact for PTI in work across multiple sectors that include, but are not limited to, health, agriculture, education, municipal infrastructure, gender, transportation, outreach and communications, and water and sanitation.Develop and enforce anti-corruption measures and strengthen existing measures including the implementation of a sound monitoring and evaluation system to ensure the transparent use of donor funds. Report corruption issues to the donor according to established procedures.Perform such other duties that may be assigned.

Required Qualifications and Experience

Education

Master’s degree in Law, International Relations, Development Studies and Planning or a related field from an accredited academic institution with eight years of relevant professional experience; orUniversity degree in the above fields with ten years of relevant professional experience.

Experience

Demonstrated supervisory experience in staff, security, budget and office management;At least five (5) years of operational field experience in programme formulation, implementation and evaluation;At least three (3) years of operational experience with USAID/OTI programming in a rapid transition or post-conflict area;Experience in community-based and/or small-grants programing, infrastructure works, procurement and civil-society strengthening highly desirable;Knowledge of the UNDSS protocols and experience working in a Phase III or above security environment;Experience in managing staff from diverse environments and backgrounds and in UNDSS phased security areas.

Languages

Fluency in English is required. Working knowledge of Arabic and other local languages (Urdu, Pashto) an advantage.
