IRC has been working in Pakistan for over 30 years, and manages & delivers large, complex programs to meet needs in health, education, protection, environmental health and livelihoods for displaced, poor & conflict-affected communities. IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa and Sindh provinces.

Job Overview/Summary: The Deputy Director Programs provides a leadership, decision-making and coordinating role on programmatic issues, both in the development of quality proposals as well as the effective implementation of IRC's projects across Pakistan. With a focus on refugees, internally-displaced populations and flood-affected communities, IRC is currently implementing programs in six lead sectors, namely Women's Empowerment, Protection, Health, Environmental Health (WASH), Education and Food security/Livelihoods.

As a senior member of the country management team, the Deputy Director Programs leads on the development of strategies and implementation of programming in the three geographic areas where the IRC is operational: Khyber Pakhtunkhwa, the Federally Administered Tribal Areas (FATA) and Sindh.

Major Responsibilities:

Strategic Planning & Preparedness Support the implementation of the IRC Pakistan Country Program Strategic Plan, in line with IRC's Program Framework. In Coordination with the CD and other colleagues refresh country program and sector strategies on as need basis. Oversee the development of program sector strategies, including the integration of cross-cutting issues of gender, partnership, disaster risk reduction and advocacy. Together with other SMT members, build IRC Pakistan's disaster preparedness and emergency response capacity, as appropriate to country context, needs and operational capacity.

Program Development

Provide overall guidance and leadership in the rollout and use of IRC's Program Framework. In coordination with the Country Director, pro-actively design and implement fundraising strategies, incorporating donor mapping and communication plans, to ensure program sectors are adequately financed. Support the Grants Unit and M&E Unit to ensure that high quality and needs-based project proposals are developed, according to the Proposal Flowchart and in compliance with IRC and donor regulations as well as within the parameters of the Country Program Strategic Plan.

Program Implementation

Support the Provincial /Sector Coordinators to ensure that program implementation is managed closely through the development of structured work-plans and approved monitoring plans based on project proposals and that expenditures are monitored monthly; with well-structured corrective action is initiated and tracked where required. Provide the Country Director with accurate and up to date advice of developments and opportunities in program and project implementation together with any necessary recommendations for action. Support the M&E Coordinator in developing, rolling out and monitoring the use of a country-wide M&E strategy and tools for the collection and analysis of program information (qualitative and quantitative) to inform all stages of the project cycle to increased shared learning internally and externally. Oversee the development of timely and high quality reporting by the grants team and program staff for submission, per IRC and donor guidelines. Coordinate donor visits, and support field staff in preparing and conducting these visits as necessary. Support the Partnership Coordinator in the development of a Partnership Strategy and identification of potential national Civil society organization and development of required implementation tools. Ensure the provision of appropriate technical assistance from IRC's Technical Units, external consultants or partner agencies as necessary.

Human Resources and Staff Development

Provide supportive guidance and supervision to direct reports. Provide appropriate and timely feedback to staff regarding their performance, including timely implementation of the annual staff performance management system. Set clear and smart objectives for sector coordinators Support the identification of staff development opportunities for senior staff. Assist in developing job descriptions and in the recruitment of senior program staff (national and international). Ensure that regular and quality staff evaluations are conducted for all staff. Promote an open, diverse and participatory work environment. Ensure staff is properly oriented to IRC Pakistan prior to commencement of their work. Deliver and execute a plan to hire, train and build capacity of staff to transition role to a national staff by conclusion of assignment. Lead with commitment, integrity and accountability to the "IRC Way" - Global Standards for Professional Conduct

Liaison/Representation and Coordination

Maintain a sound understanding of IRC's programs to be able to professionally represent the IRC and the IRC's interests with implementing partners, government, donor s and other stakeholders. Assist the Country Director in developing a strong relationship with donors / Govt counterparts to ensure sustainable programs in the portfolio sectors. Encourage and support improved program cohesion through coordination initiatives and information sharing with and between all key country program staff. Promote the IRC Pakistan vision and mission amongst all staff. Serve as an active member of the country program's Senior Management Team and deputize for the Country Director as necessary.

Education:

Post-graduate degree in International Development, International Relations, relevant social sciences or equivalent demonstrable experience in relevant fields.

Work Experience:

Excellent professional track record with 2-3 years of overseas experience, preferably in a post-conflict environment with program leadership responsibilities. Successful experience working within a complex security environment is a preferred. Demonstrated Skills and Competencies: Demonstrated ability to think strategically, prioritize and meet deadlines in a complex and challenging environment; must be culturally sensitive Excellent leadership, people management, interpersonal and negotiation skills and a demonstrated ability to develop harmonious teams in a multi-ethnic context. Strong diplomacy skills; ability to establish and maintain good working relationships with partners, donors and other stakeholders in a sensitive environment. Language Skills: Have fluent spoken and written English

Others:

Project Summary:

In June 2011, MSI was awarded a contract by USAID to provide monitoring, verification and evaluation services to USAID covering USAID-supported programs throughout Pakistan. The goal of the Monitoring and Evaluation Program (MEP) is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.

Position Summary:

MSI is conducting an assessment of USAID’s Pakistan Initiative for Mothers and Newborn (PAIMAN) and Family Advancement for Life and Health (FALAH) programs to help determine which of the Mission’s current Maternal and Child Health (MCH) Program activities should be continued. The goal of PAIMAN was to reduce maternal, newborn, and child mortality in Pakistan through viable and demonstrable initiatives and programs aimed at building the capacity of existing structures within the country’s health systems. The FALAH program intended to address the high unmet need for family planning services in Pakistan. The findings of MSI’s assessment will help inform ongoing restructuring of the MCH Program. A locally-recruited Public/Reproductive Health Specialist will support the assessment team in developing and finalizing data collection instruments; overseeing and participating in data collection efforts; data analysis and report writing; and communicating findings and recommendations to USAID/Pakistan.

Please note: Only Pakistani citizens are eligible for this position.

• Debrief USAID/Pakistan on the findings, conclusions, and recommendations.

• Complete the final assessment report.

• Undertake other tasks required for the successful completion of the study.

Qualifications:

• At least a Master’s degree in public health, social sciences, or a related field.

• At least 15 years of experience in public health management, maternal and child health care, and/or family planning.

• Experience leading applied research initiatives and evaluations, particularly focusing on public and reproductive health.

• Experience working in Pakistan and/or South Asia preferred.

• Experience evaluating USAID-funded programs preferred.

• Fluency in English required.

Director of Programs

An international non-governmental organization (INGO) administering relief and development programs worldwide is seeking applications for a program in the KP & FATA regions. The program aims to provide equitable and transparent support to civilian victims of conflict related violence in KP province and FATA. Program Summary:
The Community Victims Support Program (CVSP) is a three-year humanitarian assistance project funded by the United States Agency for International Development (USAID) in Pakistan and implemented by International Relief and Development (IRD).  CVSP is designed to provide support for Pakistani victims of conflict: individuals, families, and communities suffering losses from military and insurgent operations. CVSP operates in Khyber-Pakhtunkhwa (KP) and Federally Administered Tribal Areas (FATA).

Objects: 
CVSP aims to achieve the following:

Help civilian victims of conflict-related violence to resume their lives by providing them with non-monetary, physical, medical and social assistance;Assist victims with regaining their livelihoods through various economic recovery programs;Work in collaboration with governmental offices and programs, strengthening their capacity and enabling transparent and equitable assistance delivery; andDevelop long-term solutions for delivering assistance with key international and national stakeholders.

Results:
CVSP offers a range of programs for conflict victims, such as short-term relief, small business support, and vocational training. CVSP aims to provide social and medical services and economic recovery assistance to 4,500-9,000 direct victims of conflict and their family members. The program will organize vocational training for 4,500 and basic business training for 800 individuals. It will also start or rehabilitate 800 businesses owned by conflict victims, and facilitate 1,000 educational scholarships for its beneficiaries.

Position Summary: 
The Director of Programs develops and coordinates program activities of CVSP, providing technical support to activities in regions and districts. The Director of Programs also coordinates with the Government of Pakistan on all levels, and provides technical guidance to program and communications staff based in Islamabad

Essential Job Functions:

Ensure responsibility for the planning and implementation activities of all technical components;Coordinate activities of program staff and partner organizations in implementing the program;Ensure information flow within the country team and the program offices;Participate in capacity building of stakeholders, internal and external partners and beneficiary communities of the program;Prioritize CVSP activities to meet requirements as determined by USAID;Coordinate with GoP on the program and the implementation activities;Support regional offices directly in implementing the program activities;Ensure that the implementation of the program is consistent with the policies and regulations of USAID and IRD;Coordinate activities to ensure synergy of various program components;Contribute to the effective realization of strategic objectives of the program;Participate in business writing project documents for submission to authorities, partners and beneficiaries;Facilitate the development of partnerships among stakeholders, partners, and beneficiary communities;Participate in the identification of national and international expertise in capacity building of staff and program partner;Other duties as assigned by supervisor.

Devolution Trust for Community Empowerment (DTCE) is a registered entity with Securities and Exchange Commission of Pakistan (SECP) under Section 42 of the Companies Ordinance (1984), which aims at creating an enabling environment for citizen participation and community empowerment in Pakistan. The DTCE vision is of empowered communities of proactive citizens engaged in self-development with the support of existing structures at the local level. Duties and Responsibilities:

The Director Programs is responsible for the policy making and implementation of its program components. Overall he is responsible for DTCE operations and smooth functioning and he/she ensures efficient and timely delivery of the outputs along with other statutory duties. He/She will work in close liaison with CEO, Chief Operating Officer and Project Managers. The Director Programs would undertake the following responsibilities:

Strategically position DTCE as an effective platform and conduit for Citizen Engagement and Community Empowerment in the context of local governance;Develop Project Proposals to mobilize new resources for the organization;Strategic advice on policy engagement, dialogue, advocacy and knowledge transfer;Monitor and analyze the programme environment and advise on timely readjustment of project strategies and activities;Undertake any other assignment involving expertise in governance, devolution or community empowerment, as and when required by the organization;Provide policy advice to influence both strategic as well as tactical and operational decision making within DTCE;Undertake empirical research in districts to identify facilitating, obstructing, socio-political and other relevant factors and their respective solutions/recommendations related to DTCE program requirementsAssess and continuously improve the process and outcome of field activities, as well as provide concrete information to support the development and design of new interventions;Lead analytical work (e.g. institutional and risk analyses, capacity assessment, policy reviews) to inform the development of the project’s strategic positioning in case of evolving factors influencing project direction;Prepare position papers and advise management in preparing for high level consultation meetings with the government on governance issues.Guide and support the technical teams within DTCE on need basis;Responsible for the quality of technical inputs required for successful implementation of the DTCE programme;Coordinate with Chief Operating Officer in the preparation of the integrated annual plan and budget and mid- term and final substantive and financial reports with regard to technical inputs, under the overall supervision of the CEO.Develop research tools that draw on multiple information nodes, include primary and secondary sources of data, involve internal and external stakeholders, and take into consideration the current devolution reform underway in Pakistan, its historical antecedents, and the opportunities and threats it may encounter.Give particular focus to advancing gender balance; optimizing effective implementation in urban districts, rural districts as well as strategies for resisting elite capture to advance empowerment of the poor keeping in consideration the policy and institutional environment.Undertake any special work assigned by CEO

Qualification and Experience

Be a Pakistani;PhD with 3 years of working experience; Masters Degree with 5 years of working experience or having at-least Bachelor’s degree with minimum of 10 years of working experience in the relevant field.At least 2-3 years on a similar position and expertise in proposal development, financial management, public and donors’ relations, monitoring and evaluation, operation management and information and evaluation system preferably in managing operations involving multiple stakeholdersProven track record of developing and implementing large-scale governance projects will be preferredCapable to working in a highly demanding environment and under extreme deadlines while demonstrating highest level of responsibility and leadership

Language and Other Requirements:

He/ She must possess expert level written and verbal communication skills in English and perform as an effective team member.Must be able to communicate effectively with staff at all levels of the organisation and is outgoing and comfortable in handling external relations at all levels, including senior most levels of Government and DTCE.Preference will be given to the candidate possessing high quality of professional excellence in result-based project management.Being part of a dynamic team, s/he must be able to perform effectively as a good team member and equally capable to undertake independent assignments.Should be able to project a positive image and is to be ready to take on a wide range of tasks to create an enabling environment for the working of CEO.
