Pakistan: Chief of Party
DAI seeks a Chief of Party (COP) for an anticipated USAID-funded project to promote sustainable economic growth and stability in Pakistan by improving capital markets through the development of secondary markets for sub-sovereign bonds and for SMEs, and by building up the institutional capacity of public and private sector institutions. The program aligns with Government priorities for promoting broad-based and inclusive economic growth in Pakistan. It is envisioned that the program with strengthen financial systems as well as promote private sector-led economic development. The position will be based in Islamabad.
The COP is responsible for the overall success of the program and its compliance with technical, administrative and contractual requirements. Specifically:
Provide leadership and oversight to all project activities, ensuring their integration and synergies to meet project goals
Serve as primary liaison to USAID, Pakistani officials, counterparts, other donors and DAI home office management, ensuring clear communications and consistent expectations across all parties
Oversee activities addressing the development of SME financing, ensuring timely and consistent results for relevant program components
Oversee development appropriate policy, financing and public-private partnerships and ensure sustainability beyond the program’s lifecycle
Provide timely reporting to USAID
Qualifications:
Must be a qualified development professional with relevant technical experience in establishing, managing and/or operating Capital Markets/SME Finance programs in relevant technical sectors, and hold at least a Master’s degree in Business Administration, Economics, Law or related field
Experience developing SME capital markets or SME debt financing in emerging markets a plus
Demonstrated experience working with senior host-country counterparts
Previous management experience of USAID-funded or other donor projects
Fluent English is required
Experience working in Pakistan is desirable
