Pakistan: Criminal Justice Adviser

Assignment description:


The purpose of the assignment is to support the Programme’s policy development initiatives, the Programme’s engagement with the development, and monitoring of the implementation of the Government of Khyber Pakhtunkhwa’s Strategic Development Framework (SDPF), and the Home Department’s Working Group of Criminal Justice Reform. The Criminal Justice Adviser will liaise with DFID and the EU, relevant departments and ministries of the Government of Khyber Pakhtunkhwa regarding programme delivery, needs of recipient departments, agencies and ministries including Home Department; advise the Output Leads and Project leads of Coffey International on appropriate strategies for efficient programme delivery; communicate with development partners as necessary. The Criminal Justice Adviser will provide the inputs through periodic written briefs and or advisery notes and through meetings and teleconferences.

Assignment scope Position specific The Criminal Justice Adviser will work closely with the Aitebaar Programme Representatives and Coffey international development staff.


The Criminal Justice Adviser will undertake the following substantive duties and responsibilities:


C& J Adviser

Advise on policy recommendations, political advice and proposed courses of action for Aitebaar Programme in Pakistan;Facilitate and participate in consultations with programme staff, Government counterparts and development partners;Maintain up-to-date knowledge of politico-social events and provide related advice on the criminal and justice aspects in line with international best practices and local responsiveness;Interpret information in support of Aitebaar programme development and analytical reports.Contribute to the drafting and delivery of briefings to Executive Team of Aitebaar and Government officials, as required.

Strategic Development Partnership Framework

Liaise with DFID and other development partners regarding design planning and monitoring of the Rule of Law interventions detailed in the SDPFSupport the KPK Home Department in the implementation of the SDPFSupport the coordination of the SDPF and linkages between this and Aitebaar’s framework in liaison with internal stakeholdersProvide minutes of the SDPF meetings for the programme and for DFIDResponsible for the development of a work plan, resource plan and budget for support to the SDPFManage the staff allocated to work on the SDPF and ensure satisfactory performance from themProvide weekly, monthly and quarterly reports on progress against the workplan,In consultation with the Team Lead and Technical Manager, serve as the Point of Contact on the SDPF General · Adhere to all security advice from National Risk Manager Pakistan and the Coffey International Development HSSE Manager.Adhere to Coffey International Policies and Procedures as outlined in the Programme Operations Manual.Submit all technical outputs for peer review prior to client submission in accordance with Coffey International Development’s quality assurance procedures.Report in advance possible resourcing decisions and/or any procurement to the Programme Manager to ensure all programme costs are properly supported within the PSP budget.Engage in the activities of the Programme Management Team and contribute to the progression of the programme, to ensure delivery of project outputs and outcomes in line with the PSP log-frame. This will involve routine whole-of-project meetings (each week) to undertake detailed review of progress against the log-frame, adjusting workplans and resourcing on an ongoing basis to remain on track.Undertake other activities reasonably requested by the Team Leader, Programme Management Team, or by the client (DFID) through the Project Director for the successful accomplishment of the programme’s immediate objectives.

Person specification


A. Essential

A senior professional, holding a Master’s degree in Social or Political Science, Public Administration or related security field plus approximately 15 years of relevant criminal justice experience ideally within the Government.Sound knowledge of Government structures and policies at the federal and provincial level, including rule of law and crime mandate areas.Capacities to review documents, conducts reviews, and undertake independent study as well as ability to identify and assess issuesAbility to produce concise reports and presentationsIn depth knowledge of programming in the Security and Justice SectorDemonstrated experience in providing technical and advisery support to large and complex rule of law projectsProven experience working with multiple stakeholders and governmentsAdvanced communication skills, including active listening skills and excellent written communication.Exceptional interpersonal and skills and an ability to work collegially with team members and stakeholders.Ability to think clearly and logically.Ability to allocate and review priorities to meet deadlines.Flexibility in approach and an ability to adapt to varying demands.Proven skills in problem identification and resolution.An ability to translate high-level objectives into action planning.Proven ability to live and work in conflict affected and/ or hostile environments.Working knowledge of the Microsoft Office suite.B. DesirablePushto Language will be an advantage.Previous experience working in Pakistan/ the region.Specific software skills.Previous experience working in DFID/donor funding environments.
