Project Summary:
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

Position Summary:
MSI will conduct a final evaluation of the Citizens’ Voice Project (CVP), a five-year project designed to support the evolution of democratic governance by strengthening citizens’ voice and public accountability in government planning and decision-making. CVP also built the capacity of private and Civil Society Organizations (CSOs) in program implementation and organizational development.
The evaluation will assess a sample of grants under CVP and will last for approximately 12 weeks, running from end December 2015 until end March 2016. It is largely a qualitative study, with some quantitative aspects.
MSI is seeking Governance and Institutional Development Specialists with a strong background in evaluation with experience in managing and evaluating governance projects in Pakistan, with excellent knowledge of instituitional development issues, civil society capacity building and advocacy, citizen engagement with the government and grants management, to serve on the evaluation team. This position requires at least 3 weeks of data collection in selected districts of Pakistan (covering two or more of the following regions: Islamabad region, KP, Balochistan, Sindh and Punjab).
Responsibilities:
· Under the direction of the Team Leader and MSI staff, evaluation team members will participate in all aspects of the evaluation including:
o Document review for the project.
o Designing the evaluation approach.
o Developing data collection instruments, a data collection plan, and a data analysis plan.
o Conducting fieldwork in assigned districts and preparing detailed interview transcripts from the fieldwork.
o Managing FGD moderators in their assigned districts.
o Analyzing qualitative and quantitative data.
o Presenting results to USAID and implementing partners.
o Writing reports and briefing papers.
Qualifications:
· At least a Master’s degree in a relevant field and 10 years of professional experience (with significant experience in governance, institutional development and civil society issues).
· Demonstrated evaluation experience.
· Excellent personal communication and English writing skills.
· Excellent qualitative and quantitative research methods skills.
· Experience working in complex environments.
