Project Summary**:


In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

Position Summary:


MSI will provide technical assistance to USAID/Pakistan to complete an Inclusive Growth Diagnostic (IGD) exercise. The IGD approach analyzes secondary data to identify the factors that foster increased investment and entrepreneurship and determines the major constraints to growth. The exercise will help USAID/Pakistan adjust its programming to address the key constraints to economic growth. The Women Entrepreneur Analyst will collect secondary data on women’s entrepreneurship in Pakistan and analyze the data, along with other secondary sources, to determine the general characteristics of women entrepreneurs and the factors that constrain their growth and contribution to broader economic growth in Pakistan. The PERFORM team will support the work of a USAID/Pakistan team that is already working on the IGD.


Responsibilities:


  • The PERFORM team will work under the direction of the USAID/Pakistan IGD team to provide technical assistance as requested. This will include:

  • Collecting key socio-economic data.

  • Undertaking an in-depth analysis of the Pakistan economy focusing on microeconomic constraints and human capital issues.

  • Producing parts of, and editing the entire, final report (with executive summary) of the binding constraints to growth in the areas studied, including supporting evidence and arguments.

  • Providing other technical assistance as directed by the USAID/Pakistan team.

Qualifications:


  • Minimum Master’s Degree (Ph.D. preferred) in economics (microeconomic focus), public policy, business, political science, or related field, with at least Master’s level coursework in applied statistics or econometrics.

  • Experience and facility with empirical economic analysis–ideally of large data sets–including exploratory data analysis and causal modeling.

  • Knowledge and experience analyzing women’s economic participation in Pakistan.

  • Excellent written presentation skills, including native ability to read and write English.

  • Experience with analyses of economic growth and the associated policy recommendations (e.g., growth diagnostics, growth strategies, country economic memoranda).

  • Knowledge of and experience with economic development in Pakistan, with an emphasis on women’s issues in particular.

  • Knowledge of and experience with development assistance organizations (e.g., donors, implementing organizations).

  • Experience with IGDs and STATA highly preferred but not required.
