Job Description:

Participates in need assessments, Participatory Rural Appraisals, feasibility studies, stakeholder analyses and community consultations;Liaises with Governmental and non Governmental Agencies.Supports the development of agreements and MoUs with community based organizations or other civil society groups.Elaborate all needs based inputs and all other activities according to the objectives of the programme and the beneficiary involvement strategy of ACTED.Mobilizes the community in the effective use of the community resources.Mobilize communities for the prioritizing of recovery activities and strategies.Facilitates the capacity building and setup of representative community committees (steering committees).Identifies unskilled and skilled Cash For Work beneficiaries in close cooperation with the steering committee.Ensure, through daily dialogues and consultations that the strategy of the projects and the commitments of the various stakeholders are adhered to.Responsible for mainstreaming genderMaximize beneficiary contribution.Participate in NFI distributions whenever required.Supports in the development of IEC materials for all activities implemented.The Community Mobilizers should develop in-depth knowledge of all their villages of intervention and should have close contacts with community leaders, volunteers, and activists.Support and supervise daily skilled and unskilled workers / project volunteers and give them useful instruction regarding their work improvement, through coordination with the relevant skilled staff;Providing technical guidance, training and support to individuals targeted by each project in line with the program strategy and intended output[s];Ensure on time completion of the tasks in line with BoQs and designs;Liaising with program staff of other ACTED teams to ensure that information is shared and that lessons learned are developed.Supervise the unloading of the material on site as well as quality and quantity of the items.DocumentationFill, Check & control daily Workers attendance sheet on daily basis;Ensure construction logbook and other documentation requested by the line manager is correctly completed.Control that construction materials and tools are used properly, and complete waybills to accompany any movement of stock/tools between locations in the field / between the base and field.

Community Feedback Officer - Female

PURPOSE OF POSITION

Under the support of World Vision Pakistan’s MEAL manager incumbent will support urban program’s MANZIL and CICWB projects in setting up feedback mechanism and keeping it functional. Making sure feedback is properly collected, documented and loops are closed. Incumbent will also be responsible to monitor GPAF partner FPAP-Rahnuma feedback project and ensuring quality and consistency in the report.  In this role incumbent will also be responsible to facilitate visit of World Vision UK and donor visits to Pakistan.

Major Activities:

Setting up feedback mechanism for the MANZIL and CICWB project in consultation with communities and stakeholders (especially women and girls).

Building capacity of the project teams against the defined feedback mechanism and as guided by World Vision Program Accountability Framework and HAP Standard.

Leading/ensuring feedback is collected at the defined intervals in line to agreed parameters.

Ensuring communities especially women and girls understand their role in the feedback mechanism.

Ensuring defined process is followed in collection, analysis and response to feedback is followed.  

Following up on the feedback to ensure all the feedback loops are closed. 

Ensuring financial and programmatic compliance to beneficiary feedback mechanism grant.

Conducting monitoring visits to World Vision UK partner in Pakistan to monitor process and effectiveness of their feedback system. 

Reviewing partner’s reports and providing feedback to improve these for timely submission to World Vision UK. Flagging any issues of importance to be considered immediately.

Knowledge, Experience and Skills:

Master Degree Holder

At least two years of proven M&E/Accountability experience with a reputable international organization.  

Sound reporting writing skill (in English). 

Sound knowledge of  Ms. Office, Excel and Powerpoint and   email software. Preferred will be able ability to use data management applications. 

Knowledge on the geographical areas within Pakistan.

Understands and values diversity and maximizes diversity to achieve organizational goals

Proven experience in customer services.

Has ability to design tools for capturing feedback and documenting it.

Has a strong qualitative data analysis skill.

Understands gender issues well.

Strong commitment to WV’s vision, mission, core values and

Strong communication skill and good temperament to facilitate caller going through stress and trauma.

From the date of Hiring to December till 31, 2014 (3 months approximately)

BACKGROUND: Relief International is implementing “Livestock for Life” project in Khyber Pakhtunkhwa and Baluchistan to strengthen the government efforts for prevention and control of Zoonosis in Pakistan. Under “livestock for life (LFL) project” various activities in coordination with the key stakeholders both in private and public sectors are part of the project. Sharing of information on disease outbreaks and consistent monitoring and surveillance for early detection, reporting and response is the core aim of the project. RI-LFL project also focus and prioritize the disease reporting and early warning for prompt response and management of any alarming situation/epidemic through capacity building of the officials and establishing coordination mechanism. Relief International has established coordination Committees at village, union council, District and provincial level in the target districts and areas of the program to strengthen the diagnosis, reporting, surveillance and response mechanism of the government.

 JOB SUMMARY:  The objective of this position is to organize and mobilize the community so that the community people play their role of creating awareness regarding zoonotic diseases, develop linkages between community and line departments and report suspected diseases to the relevant district departments.He will work under the guidance and support of District Project Manager. Will ensure to coordinate and closely work with the district project manager and community.

REPORTING: This position reports District Project manager.PRINCIPLE DUTIES & RESPONSIBILITIES: Selection of UCs, Villages, and Community Animals Health Workers (CAHWs) & Public Health Workers (PHWs) for project activities.To carried out baseline survey of selected communities about zoonotic diseases, and continue to monitor social change and new social information relevant to community empowerment;To identify potential leaders and/or organizers;To raise awareness about zoonotic diseasesTo assist  Community Animal Health Workers (CAHWs) and community members to identify needs and to generate solutions, identifying priority issues and to analyses their problems;To provide Community Animals Health Workers (CAHWs) with management skills, communication skills and knowledge in getting community members interested, organized and motivated about prevention of zoonotic diseasesTo distribute vaccination card for vaccination campaign & monitor all CAHWs activitiesTo develop trust, tolerance and co-operation among community members; To encourage and stimulate full participation by all community membersTo submit the daily, weekly and monthly report regarding project activities.To develop success stories and articles on community mobilization impact and extension messages impact in local language.To develop linkage between heal, veterinary service providers and community organizationPerform any task assigned by DPM.Having Bachelor degree /Master Degree in relevant subject .Must have knowledge of the health safety and Zoonotic diseases prevalent in the area.At least 3-4 years of progressive experience and proven track record of relevant competence of working with NGOs/INGOs.Experience of working in unstable or conflict affected areas and willingness to work in very remote areas with limited services and amenities.Must be able to work independently and together with the project team.Having adept knowledge of computer applications and soft wares (MS Word, MS Excel & Power point).Strong leadership, communication, and Interpersonal skills.Regular field visits 75%Office documentation 25%.

Job Description:

Carryout need assessment and base line survey in the project areas.

Formation/reactivation of PTC/SMC as per government approved structure, policies and procedures.

Coordinate with district education department and Provincial Institute for Teacher Education (PITE) to identify facilitators, collect government approved PTC/SMC training manual and finalize schedule for the training

Conduct PTC/SMC training based on the government approved training manual in close coordination with the district education department and PITE

Undertake follow up visit and ongoing support to the PTC/SMC members by organizing regular meetings, conducting appreciative inquiry, and giving constructive feedback.

Write reports according to the project and donor requirements

Produce success stories/case studies and share with communication section through concerned supervisor

Orient the concerned beneficiaries on project goal, objectives and target

Cooperate with other team members and assist them in undertaking certain project activities.

Maintain updated record of concerned activities.

Maintain close coordination with district education department, education cluster/Early Recovery Working Groups by attending meetings, sharing progress and information through concerned supervisor and as per WVI’s policies and procedures.

Contribute in short/long term plans, conducting need assessments and developing concept notes.

Submit monthly, weekly and daily work plan to the concern supervisor on regular basis.

Facilitate PTC/SMC members in developing School Improvement Plan (SIP), its endorsement by the district education department and proper execution.

REQUIREMENTS

Education:

University level degree in social sciences

Certificate/degree/ diploma in education is desirable

Experience:

Minimum 3 years of relevant work experience

Diverse work experience with National/International well reputed organizations is desirable.

Skills:

Good communication skills both verbal and written in English and Urdu

Can communicate in local languages

Good report writing skills

Able to design training material/manuals and conduct trainings to the diverse stakeholders

Proficient in MS Office (MS Word, Power Point and Excel)

Informed of CRC and INEE Minimum Standards in emergencies and chronic crises

Strong interpersonal skills

Ready to take initiatives and willing to work later hours and on weekends during emergencies and genuine need basis

Coordination and team building sills

Demonstrates strong conflict management skills
