Social Legal Promoter

Purpose of the position

Social Legal Promoter will be responsible to implement the “Improved Protection through Strengthened Rule of Law” Project by contributing at various levels by engaging a range of project stakeholders in district Muzaffargarh. The position holder will promote knowledge-based, socially and legally accepted practices and structures around the women and children rights among stakeholders. S/he will ensure that all WVP strategies are aligned with and a mechanism of sustainability is ensured through effective community, government and other key stakeholder’s engagement.

Other key tasks include:

Represent & introduce WVP and the project “Improved Protection through Strengthened Rule of Law”, its goals and objectives to a range of relevant government and non-government stakeholders at various levels in district Muzaffargarh.

-       Ensure rapport-building, linkages development, mobilization, awareness raising, capacity building, and close coordination among key stakeholders for their increased responsiveness to the issues of violence against women and children.

-       Formation and strengthening of groups comprising the relevant stakeholders

-       Plan and organize different events at various levels ensuring participation and representation of the key stakeholders.   

-       Promote knowledge-based, socially and legally accepted forms and practices around the women and children rights among stakeholders.

-       Ensures that public policies and decisions around women and children rights are discussed and understood by relevant government and non-government stakeholders.

-       Work to create and strengthen a community-based legal monitoring and outreach system around the issues of women and children which is owned and supported by various stakeholders.

-       Promote a collaborative action planning culture among key stakeholders around the issues of women and children at various levels.

-       Contribute to a better understanding of the legal rights of men, women, boys and girls, and on gender and child sensitive practices and redressal.

Qualifications, experience and skills

-       Masters/graduate degree in Law, social sciences especially development studies, anthropology, sociology, social work, or other social sciences related subjects.

-       Minimum 3 years work experience on gender discrimination and child protection issues

-       Have good understanding of issues and rights of women and children in the context of Pakistan’s national and international commitments and policies.

-       Have experience of working on and with vulnerable sections of society particularly children and women.

-       Skills and experience in implementing project activities with a key focus system strengthening and practice change.   

-       Good ability to plan, organize and implement activities in the field in complex settings.

-       Fluent in local language, Urdu and English language and should be very well versed with the local cultural dynamics and issues.

Gender & Social Protection Officer

The Refugee Affected and Hosting Areas programme (RAHA) has been designed to promote regional stability and compensate for the social, economic and environmental consequences wrought on Pakistani communities by the presence of more than 3 million Afghans over the past 30 years. For the 1.7 million registered Afghans remaining in Pakistan after the large-scale repatriation since 2002, the programme is promoting peaceful co-existence with local communities until conditions in Afghanistan are conducive for their return. The Programme: The overall objective of the RAHA programme is to improve livelihoods, rehabilitate the environment and enhance social cohesion within communities of refugee-affected and hosting areas. Public services are being improved and policies made more effective by strengthening the capacities of the government, community institutions and vulnerable groups. RAHA is a five-year initiative between the Government of Pakistan (SAFRON/CCAR/EAD), the UN System, International Donors including EC and implementing partners. Under the framework of the One UN in Pakistan, RAHA is a Joint Programme Component of the Disaster Risk Management Joint Programme within the UN Delivering as One. Duties and Responsibilities:

Job Description:

• To adopt and institutionalize gender focused monitoring & evaluation system for the project and indicators for input and output monitoring within the purview of the project objectives for timely reporting by the PMU

• Ensure mainstreaming of gender across quantitative, qualitative and process indicators of inputs, outputs and outcome/s of RAHA and the sub-projects

• Guide and support the RAHA partners in following the developed monitoring system and ensure regular flow of information between RAHA and partners in the form of agreed reports and documents.

• Provide stewardship to RAHA partners, in the area of responsibility, for effective implementation of sub-projects through backstopping, guidelines, capacity building, monitoring and reporting

• Plan, co-ordinate and oversee the mid-term and end of the project evaluation studies of the RAHA supported initiatives.

• Be a part of the entire process of proposals receipt, desk and field assessment.

• Guide and coordinate the review of the project log frame including provide technical advice for the revision of performance indicators, ensure realistic intermediate and end-of-project targets are defined.

• Support Information Systems Assessments on agreed:

(1) indicators and targets for monitoring;

(2) objective criteria (and data sources) for the evaluation;

(3) Means for obtaining the needed information.

• Ensure implementation & documentation of targets and performance indicators to be included in monitoring system for project activities, annual reviews and reports.

• Support the PMU team in timely preparation and submission of reports to UNDP/donors, etc.

• Compile data sources, employing collection and analysis of monitoring data.

• Develop and institutionalize a feedback system to provide regular feedback to projects

• Liaise with the funding partners for monitoring, reporting and evaluation activities particularly those related to baseline survey, website content management, software/database maintenance, etc.

• Undertake field visits to monitor the implementation of activities as may be required

• To perform any other duties as required by the Project and NPM for achieving the above objectives.

• Assist the partner organizations seeking funding to complete the project proposal format in accordance with the requirements set.

• To facilitate and assist Government ministries departments and local organizations for developing good ideas in to proposals. Any other task assigned by the PM.

Experiance:

5 years working experience in the field of Gender and Monitoring. Excellent communication and interpersonal skills, report writing and computer skills including Microsoft Word, Excel and Power Point. Fluency in English, knowledge of local languages desirable.

Education:

Master degree in Social Sciences or in the relevant field.

Duties and Responsibilities:

Social Cohesion Coordinator (SCC) will report to the respective Regional Manager and provide him all support with regard to social mobilization and other field activities. In close cooperation with the other programme staff, local communities, line departments and NGOs the CDS while spending 70% of his / her time in the field will perform the following tasks:

Liaise closely with the identified CSO in the formulation, establishment & operation of a successful participatory development process and shall be the main link between head office & field offices / staff for the implementation of programme interventions in accordance with the agreed work plan & getting feedback of the communities.Guide & support the Social Mobilization teams of the identified CSOs in carrying out the work plan activities & compile reports of the participatory surveys & activities.Shall regularly monitor the performance & inspect on going CPIs schemes in the field & report on these activities.Ensure that proper record of all activities i.e demonstration activities, trainings, CPIs & other programme related activates is maintained at Regional Office (RO) level.Regularly collect gender disaggregated data related to social development for documenting the outputs / outcomes / impacts of the programme interventions.Submit a consolidated monthly progress report of the region based on individual district / SM report with specific analysis / recommendations.Any other task assigned by the RM or PM.

Experience:

At least 8 years practical experience in community development through a participatory process.Knowledge about participatory survey techniques, data analysis & report writing & qualified to train other in participatory community development.Fluent knowledge of English, local language and culture of the area assigned is essential

Job description:

The Social Organizers (SO) is expected to assist the Project Manager to initiate and develop a social process in selected communities of collective analysis of community problems and collective action leading to solutions of those problems, and to make that process self sustaining and self managing.

She will be responsible for conflict resolution if faced during the project implementation among the beneficiaries on the project activities through social conflict resolution process. She will be responsible for informing community regarding the HAP and complaint handling mechanism in detail and will facilitate the fixation of the Complaint Box at some suitable site in UC as per consultation with the VC members at UC level.She will facilitate the community in the nomination of the VC members for any training and reach those list to the management staff She will facilitate the community to pass their complaints to the management staff in a transparent manner.She will be participating in weekly meetings of Food Security team to discuss work plan and work related issues.She will provide regular monthly reports to MO/PM.She shall perform all additional duties assigned to him by MO/PM-Food Security. 

Job Specifications: 

For the post of Social Organizer a degree from university in social sciences and having 3-5 years’ experience is considered necessary.Community mobilization and organization skills are pre-requisite for the post.Good reporting skills will be a plus point.Locals will be preferredKnowledge and experience of working in the project area will be considered a plus point. Good English, Pashto & Urdu are essential.The Social organizer must be tolerant and sensitive to the needs of religious and ethnic minorities, women and the poor.In the absence of the supervisors, the Social Organizer must have the confidence, initiative, patience and integrity to work independently.
