Media Consultant for Public Events/ Public Awareness Department


General Summary:

The objective of the USAID Firms Project is to develop dynamic, internationally competitive private sector, small and medium enterprises (SMEs), by working directly at the firm level and by improving the overall policy and regulatory environment to accelerate sales, investment and job growth to undercut the basis of extremism. Socio-economic stabilization of vulnerable areas in Pakistan is in the strategic interest and has been an urgent priority for the U.S. Government. The primary pre-requisite for this stabilization is a robust and competitive private sector resulting from a market-driven economic environment and enabling policies.

 Objective of the Consultancy:

To promote positive coverage of the event by ensuring various mediums (print, electronic and web) carry the news to create awareness regarding the project.

The media consultant will contact and engage the international, national, vernacular and social media professionals to achieve the aforementioned objective and impact. The consultant will perform the following specific tasks within/ on the stipulated deadlines

Pre event activities:

Meeting with the Public Awareness and Technical team for inception/orientation on the project, at the USAID Firms Project Islamabad office on a day after the contract is awarded.Determine and provide a list of 15 senior media representatives (editor and bureau chief level) to be invited as guest participants. The list with contact details and Computerized National Identity Card (CNIC) numbers should be shared within two days after attending the orientation/inception.Determine and provide a list of electronic and print media (international [such as VoA & BBC Urdu Service], national and vernacular,) who will be covering the event along with a list of online bloggers. The list with contact details and CNIC numbers should be shared with the project at least three days before the event.Send invitation cards along with a media briefing note and USAID Firms Project one pager to the prospected list at least two days before the event determine a list of preemptive regular FAQs, and wild card negative questions which media might pose to the project's officially designated spokespersons. These FAQs can be crafted on the kind of questions the media consultant has countered during the in-person meetings. Assist in developing answers to the listed questions which are politically correct and help project steer clear of any negative publicity in the media. This needs to shared with PA at least one day before the eventObtain confirmation from the prospected invitees and share confirmed list of participants with the project at least one day before the event Translate and typewrite English text of approved event press 

Event day activities:

   Ensure all media representatives are registered on the attendance sheet with the project team  Ensure all media representatives receive the media kit.(pen, paper, press releases in English and Urdu)   Guide the media reps for coverage to the designated points, including media enclosure, and vantage points for photo-ops and television coverage  Immediately disseminate approved event press release in English and Urdu, photo or many content provided by the project to the predetermined media professionals in the international, national, and vernacular media. Facilitate media interviews of USG and GOP (Government of Punjab and Government of Sindh, Line Department Representatives) VIPs at the event. Immediate dissemination of the approved press release for the event or any content provided by the Firms Project, to minimum 35 national dailies, confirmed publication in17 major newspapers but not to limited to Dawn, The News, Express Tribune, Daily Times, Business Recorder, Pakistan Observer, The Nation, Pakistan Today, Jang, Nawa-e-Waqt, Ausaf, Din, Daily Dunya, Express, Jinnah, Khabrain, exclusive of online publications. Issue a press release to minimum 15 vernacular print media outlets, exclusive of online publications, in the Punjab and Sindh separately for the information consumption of local communities.  Ensure participation and dissemination of press release to minimum 5 news agencies, including but not limited to,AAP, PPI, Sana News, Online, NNI, AFP.  Ensure news report in minimum 15 national news channels, confirmed telecast in 11leading channels but not limited to, PTV, GEO News, ARY One, Aaj TV, PTV News (English), Dawn News, Express News, Dunya News, SamaaTV, Waqt News, ATV. Ensure news report in 5 regional news channels.Ensure news report in minimum 15 radio channels, confirmed broadcast in the following 13 but not limited to, Pakistan Radio (Isl, Lhr, Khi), FM I00 (Isl&Lhr), FM 101 (Isl, Khi, Hyderabad), Radio Buraq, FM 89, Apna Karachi 107, VoA, BBC Urdu Service, exclusive of online radio. Ensure news report in minimum 10 regional radio channels for the Punjab and Sindh.Ensure that the event and objectives of Firms Project Closeout Event are highlighted through 3-5 blogs on the mainstream blogging sites/ newspaper blog sites (e.g. Word press, Tribune Blogs et’ al.)

Post event activities:

a)    Collate the present media coverage (offline, online, broadcast media) appeared on the next day of the event and share with the project in form of a report , scanned clippings and screen shots to be appended with the report immediately on the next day of the event.

b)    Prepare draft report of complete media coverage (offline, online, broadcast media) on the same report format to be shared with the project within two days after the event 

c)    Share original press clippings, news report recordings (TV and radio) within four days after the event

Minimum Bachelor's degree in media, communications, public relations or other relevant subjects. Relevant certifications and training will be a plus.Minimum three years of professional media and public relations experience specific to events and promotional programs.Specialization in public relations and media awareness preferably of social and developmental work.Previous experience and understanding of local and vernacular media.Excellent oral and written communications skills in both English and Urdu.Ability to speak local languages would be a plus.

The primary duty station of this consultancy will be Islamabad. The consultant may be required to travel to Lahore office.

The consultancy is expected to commence on Sept 22, 2014 till Oct 30 , 2014

The following are considered to be the key deliverables for this assignment:

List of  15 senior media representatives (press, electronic and broadcast) with contact details and NIC numbersList of media representatives (press, electronic, broadcast, social) for event coverage with contact details and CNIC numbersList of preemptive FAQs for the project's officially designated spokespersonsHigh level presence of media (press, electronic and broadcast) on the day of the event.List of the media houses / newspapers (both online and offline) with whom the press release was shared.Provide a complete assignment report and clippings dossier including:Summary of coverage including list of print publications (online and offline), broadcast news reports title, date, carrier and photographClippings and screen shots of event coverage, in the national media and online publication.

Media Assistant

Specific Duties and responsibilities

 The incumbent’s duties will include but not be limited to the following:

 1.  Help develop and follow-up with the implementation of media projects for the Program. Liaise with the Media Cell and implementing partners on these grants, as required.

 2. Track individual grant processes including, but not limited to, financial tracking to ensure Program standards are met for budgeting and payments, and be the grant focal points of media grants as required.

 3. Assist in the design and development of print, radio, video, and alternative development related media content and consider existing and possible dissemination vehicles for these materials.

4. Create media plans for all program projects, including organizing and coordinating all aspects of public events for program successes, project completions, and project inaugurations, as required.

5. Write and distribute press releases on all program activities, successes, project inaugurations, significant developments, etc. Monitor press coverage of program activities.

6. Assist with the development and maintenance of public relations materials and events, to the extent possible.  

7.  Serve as principal contact with representatives of the media to promote story ideas and feature stories related to the program. Advise the program leadership on press and media relations.  

 Education, Training, and Experience required for the Position:

To address and carry out effectively the range of duties and responsibilities above, the incumbent shall possess the following:

1.  Experience working in public relations or the media; experience working in government public relations or in liaisoning with Government of Pakistan media officials if possible. 

2. A demonstrated ability to exercise significant, independent professional judgment.  The individual must be able to recognize operational problems and issues and be capable of crafting information messages in various media formats (e.g. press releases, website, etc.), targeting a variety of audiences both local and stateside.

3. A thorough knowledge of media operations (e.g., print, television, Internet, radio) from the perspective of knowing how to shape and get a story out. Demonstrated skills and extensive hands-on experience in public relations are required.

4. Outstanding oral and written English, Urdu, and Pashto communication skills, analytical ability, and interpersonal relationships. Creative skills to present information in attractive, interesting, readable formats. 

5. Bachelors Degree in Social Sciences preferably in Journalism or mass communication or equivalent, a minimum of three years experience in a similar position

Duties and Responsibilities

The Communication Strategy is cross-cutting in terms of the DTCE governance structure and headquarters and field work teams. All of these levels of the organization have roles to play in the strategic implementation of the Communication Strategy. The Media and Communication Associate has a coordination role in close liaison with Director Media and DTCE management, directorates and field operations teams in the dispensation of following activities:

Develop a strong and sustained relationship between DTCE and the local and national media. Also maintain regular linkages with key local media representatives in DTCE’s operations areas, and work to promote the vision and mission of the organization. Proactively establishing contacts with local media to prepare the ground for Field Teams’ interventions.Produce various knowledge management products signifying key successes, Lessons learnt and impact of DTCE interventions for promotion of citizens engagementIdentify effective channels for dissemination of all information products to relevant target audiences including policy makers, general public and development community in collaboration with Director Media and CommunicationTrain media department staff team in using latest techniques and toolsProvide input for the production of subject related documentariesReview and update the DTCE Social Communications Strategy and Social Communications Program in collaboration with Director Media & CommunicationConceptualize and draft content for DTCE national and local media relations’ products and activities, including multi-media and audio-visual materialsOrganizing press conferences/meets/briefings, follow-up on new reports, getting articles/features published in print media, developing concepts and handling execution of electronic media promotional programs/events, and any other media related activities advised by the Director Media & CommunicationIdentify potential media and advertising firms and companies in collaboration with DTCE administration for outsourcing media related projects and programs and ensure the qualitative aspects of the products produced by such entitiesProduce DTCE quarterly newsletter and provide professional inputs to DTCE management on media related issuesWork on the revised DTCE Social Communication Strategy, DTCE System Document on Media RelationsUndertake any special work assigned by CEO.

Qualification and Experience:

Suitable candidate should possess the following qualifications:Be Pakistani national;Graduate degree with 4 years of experience or intermediate with 6 years of experience in the relevant fieldPossess leadership and problem-solving skills, as well as strong management vision and skillsStrong knowledge of governance issues in Pakistan, particularly pertaining to the current national reconstruction process in general and devolution in particular;Have sensitivity to gender issues;Have network/linkage with different media organizationsDemonstrated ability to work effectively and harmoniously with people from different cultures/backgrounds.

Language and Other Requirements:

Excellent communication skills in English, Urdu and working knowledge of local languages.
