General Background and Position Description

Under the direction and supervision of the PDP Resident Engineering Manager PESCO, Distribution Planning and Design Lead will be working with Peshawar Electric Supply Company (PESCO) Planning & Engineering (P&E) Engineers and Management to provide them with technical support and encourage them to adopt the use of P&E Planning and Engineering tools and software(s) provided by USAID Power Distribution Program (USAID/PDP), like GIS and SynerGEE. In addition train and help PESCO P&E Engineers in preparing the Area Planning in order to modify and optimize the utilization of distribution system. This position is responsible for providing professional engineering services and support in the planning and design of Technical Proposals and Work orders for the USAID/PDP Engineering Intervention by PESCO P&E Engineers including but not limited to installation of CSP transformer and Outage Reduction Devices (ORDs). This position is also responsible for providing technical assistance to the PESCO and PDP field staff during installation phase of the technical interventions.

Local Energy Sector Expert/Advisor, Interim Evaluation of USAID/Pakistan’s Power Distribution Program, Pakistan

Project Summary:
In June 2011, MSI was awarded a contract by USAID to provide monitoring, verification and evaluation services to USAID covering USAID-supported programs throughout Pakistan. The goal of the Monitoring and Evaluation Program (MEP) is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.

Position Summary:
The Sector Expert/Advisor should be a utility management expert and should have at least 15 years of experience with the Pakistani energy and utility sectors. The expert’s role will be to advise the team at key points in the evaluation process, particularly, reviewing the design of the data collection and reviewing the draft report. The advisor will help to facilitate the study with their experience and key networks in the utility management sector. With an awareness of best practices in utility management, he/she will also contribute to the development of relevant and actionable recommendations. The Advisor/ will be provided over a few days in September 2014 when the evaluation starts and again in October 2014 after the data collection is completed.

J0B RESPONSIBILITIES
? Coordinate trucking arrangements and other logistics and material requirement for the planned commodity distributions to ensure timely delivery of commodities to distribution sites/centers
? Monitors the general situation pertinent to humanitarian assistance such as population movement, security incidents, and any unusual events occurring in the area and reports to the District office.
? Arrange proper crowd control barriers such as fencing, security guards, etc. to facilitate smooth and speedy distribution of commodities.
? Ensures distribution timetable and informs recipients/beneficiaries through the community leaders and other possible means
? Ensures issuance of correct rations to intended recipients through proper scooping procedures, random checking of family rations, and other criteria deemed necessary for that particular situation.
? Ensure that the site is clean and adequate to accommodate the population who normally crowd at the site.

Requirements:
? Masters Degree or equivalent experience in education, social work and other relevant discipline.
? Total Work Experience (In Yrs) 4.
? Sector Experience (In Yrs) 1.
? Experience of implementing best practices
? Good understanding of education
? Concepts and issues in emergency context.
? Strong interpersonal & team building skills and excellence as a team player
? Excellent skills in monitoring implementation of program activities
