Pakistan: Consultant – Architectural Planning and Design

BACKGROUND

The UNODC Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme (CP) for Pakistan (2010-15) with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS. Within the criminal justice component of the CP, UNODC Pakistan is charged with improving the training capacity of criminal justice personnel of Pakistan including prisons.

In order to properly fulfil this role, COPAK requires the services of a national consultant with a background in architecture and civil engineering for construction of a Prison Staff Training Institute at Nara, Hyderabad.

MAIN OBJECTIVES, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK.

The position will provide support to the Criminal Justice sub-programme in Pakistan for establishment of a training platform by building a new staff training institute for Sindh prison department. The position also requires travel to Hyderabad, Sind to visit the site and preparation of drawings, layout plans for the institute. In addition, the consultant will perform site supervision to ensure that the work is being carried out according to the construction designs. The consultant will report to the Programme Coordinator/Criminal Justice Advisor and work closely with National Programme Manager - Prisons.

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

Duties and Responsibilities

Under the strategic guidance and supervision of the Country Representative and the Programme Coordinator/Criminal Justice Advisor, the Architectural Planning and Design Consultant will undertake the following substantive duties and responsibilities:

Visit the location to get measurements of the site.Preparation of conceptual design lay-outs floor plansPreparation of detailed working architectural drawings (Floor plans, sections, elevations)Preparation of detailed/designed working structural drawings (Foundation, all floor beams/slabs, elevations)Preparation of detailed/designed working electrical drawingsPreparation of detailed /designed working sanitation/plumbing drawingsPreparation of computer generated 3d views for façade onlyPreparation of detailed misc: drawings i.e. joinery/flooring/bath/kitchen/lockers/cabinetryPreparation of bill of quantities on basis of working drawingsPreparation of tentative landscape/external developmentEnsure the work is being carried out according to construction drawings.

Expected Deliverables

REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

A senior-level technical professional, holding a Bachelor’s degree in Architecture, Civil/Structural Engineering license or other relevant academic fieldA minimum of 8 years of relevant progressive work experienceExperience in Architectural designs and Site SupervisionProficiency in the use of information technology (word processing, spreadsheets and data management).Ability to produce concise reports and presentations.Excellent verbal and written communication skills in English.Ability to work under pressure, multi-tasking and meet tight deadlines.

Location

The consultancy will be home-based, with frequent travel within Pakistan.

Distribution Planning & Design Lead, PESCO

General Background and Position Description

Under the direction and supervision of the PDP Resident Engineering Manager PESCO, Distribution Planning and Design Lead will be working with Peshawar Electric Supply Company (PESCO) Planning & Engineering (P&E) Engineers and Management to provide them with technical support and encourage them to adopt the use of P&E Planning and Engineering tools and software(s) provided by USAID Power Distribution Program (USAID/PDP), like GIS and SynerGEE. In addition train and help PESCO P&E Engineers in preparing the Area Planning in order to modify and optimize the utilization of distribution system. This position is responsible for providing professional engineering services and support in the planning and design of Technical Proposals and Work orders for the USAID/PDP Engineering Intervention by PESCO P&E Engineers including but not limited to installation of CSP transformer and Outage Reduction Devices (ORDs). This position is also responsible for providing technical assistance to the PESCO and PDP field staff during installation phase of the technical interventions.

Eligibility:

Minimum – BSc. Electrical Engineering from a recognized university. Master’s degree in Electrical Engineering or Project Management will be preferred.Must have 10 years’ experience in related field, preferably with an Electric Utility. Preference will be given to the candidate having proficiency with electrical utility power distribution network planning and engineering employing GIS mapping and load flow analyses studies.Previous experience with an Electrical Utility specifically with a DISCO will be an asset. Previous work with USAID Projects associated with Power Sector Reforms on distribution system will be considered desirable.Knowledge of the PESCO environment, understanding PESCO’s SOPs for taking technical, administrative and financial approval; ability to speak the Urdu language and an established reputation within the PESCO community are highly desirable assets for this position. Distribution Planning & Design Lead must have a strong engineering planning background and knowledge of HT/LT planning for optimization of distribution network.Knowledge of the PESCO environment, ability to speak the Urdu language and an established reputation within the PESCO community are highly desirable assets for this position. Ability to undertake extensive travel by both commercial air and company automobile during the implementation of the project is required.Knowledge of network model content and use of load flow tools for network analysis is a must.Knowledge of GIS mapping of Power Distribution NetworkMust have Computer skills including Microsoft Office.Demonstrated communication skills (written and verbal).Willingness to learn and operate in a strong team environment.Ability to work within schedules and deadlines.Previous Electric Utility Planning and Operations Engineering experience is a plus.Ability to establish and maintain effective working relationships and communications with PESCO’s management, PESCO employees, and field project colleagues.Ability to organize work, establishes priorities, meet established deadlines, and follow up on assignments with minimal direction. The candidate preferably be from Khyber Pakhtunkhwa and must be familiar with the local environments in Peshawar.

Job Description:

Distribution Planning& Design Lead must successfully influence PESCO P&E engineers and managers to make organizational and personnel changes necessary for a successful and sustainable modern PESCO planning & engineering function.Distribution Planning & Design Lead will also be responsible for reviewing the planning, analysis and design work for various technical interventions being carried out in PESCO by USAID/PDP for a number of projects including but not limited to installation of CSP transformers, Outage Reduction Devices (ORD), QUAD Cable and ABC Cable.Planning& Design Lead will co-ordinate and provide on job support to P&E engineers and field staff for GIS mapping of Distribution Network in PESCO as directed by PDP Resident Engineering ManagerPartake in planning and designing of PESCO distribution system improvements and modifications.Provide Support to utilize PDP provided P&E software(s) for the development of a quality planning for the distribution network.Provide technical assistance to PESCO P&E and Field personnel on various USAID/PDP technical interventions.Guide PESCO Planning & Engineering personnel in developing short and long-range forecasting and system expansion plans.Prepare appropriate reports on operation and technical data relative to the PESCO’s electrical distributions system.Timing is of the essence and the Distribution Planning& Design Lead must overcome any situation which can delay implementation of USAID/PDP technical interventions.Other tasks as may be assigned by the PDP Resident Engineering Manager, PESCO.

Design Engineer, PESCO or MEPCO

General Background and Position Description

USAID Power Distribution Program (PDP) is providing assistance to the government owned Power Distribution Companies of Pakistan (DISCOs), with the aim to curtail losses, enhance revenues and have a well regulated power distribution system in Pakistan.  PDP’s assistance, in its current phase, is geared towards Multan Electric Power Company (MEPCO) and Peshawar Electric Power Company (PESCO) and will end in Septmber 2015.

Under the direction and supervision of the USAID Power Distribution Program (PDP) Resident Engineering Manager at Peshawar Electric Supply Company (PESCO) or Multan Electric Power Company(MEPCO), the Design Engineer will perform planning, analysis and design work for various technical interventions being carried out in PESCO or MEPCO by USAID/PDP. This position will be responsible for generating Work Orders and Technical Proposals including Geographic Information System (GIS) Maps, Sketches, Bill of Quantity (BOQs), Staking Sheets for a number of projects including but not limited to installation of Completely Self Protected (CSP) transformers, Outage Reduction Devices (ORD), Quadruplex (QUAD) Cable and Aerial Bundled Cable (ABC) Cable. This position will also be responsible for coordinating with and approving Staking Sheets prepared by the contractor responsible for installation of ABC Cable in PESCO or MEPCO. The incumbent with liaise closely with PDP Field operations and DISCO Planning & Engineering (P&E) Center engineers for all design activities performed.   

Relevant Experience:

B.Sc. Engineering with minimum of Seven (7) to Ten (10) years field experience OR Associate Degree/Diploma in Engineering with minimum of Ten (10) to Fifteen (15) years of experience OR Line Superintendent from a Distribution Company (DISCO) with minimum of Fifteen (15) to Twenty (20) years’ experience in distribution system planning, design, engineering, construction or operation of an electric utility.Previous experience with an Electrical Utility specifically with a DISCO will be an asset. Previous work with a consultant or a contractor associated with a DISCO on distribution system will be considered desirable.Knowledge of the DISCO environment, ability to speak Urdu language and an established reputation within the DISCO community are highly desirable assets for this position.Knowledge and experience in power flow analysis and basic secondary circuit analysis.Knowledge and experience in use of GIS mapping.The candidate preferably will be from either Khyber Pakhtunkhwa or Multan and must be familiar with the local environments in Peshawar or Multan.The candidate must be able to use his/her own transport and mobile for work related travel and communication.  Demonstrated good communication skills (written and verbal).Willingness to learn and operate in a strong team environment.Ability to work within schedules and deadlines.Ability to establish and maintain effective working relationships and communications with DISCOs management, DISCO employees, and field project colleagues.Ability to organize work, establishes priorities, meet established deadlines, and follow up on assignments with a minimum of direction.

Job Description:

Specific assignments of the position will be as under,

Provide technical assistance to DISCO P&E to use GIS LT mapping and SynerGEE analysis to determine ABC conductor size and basic configuration for each transformer in the ABC contract scope. Provide this information to FO and to the contractor. Also conduct analysis on the impact of the individual ABC installation including any interset transformers on the loss reduction and revenue improvement of the location.Liaise with FO and the Contractor to visit each transformer site with the contractor before preparing the Staking Sheet and advise the Contractor on the basic parameters and the design layout based on the site conditions and technical requirements so that Contractor can prepare the Staking Sheet in accordance with these instruction in order to minimize the changes and facilitate the approval process.Coordinate with PDP Field Operation (FO) and the Contractor responsible for installation of ABC Cable in PESCO for reviewing and approving the Staking Sheets prepared by the Contractor.Review and provide engineering approval of Staking Sheets prepared by the Contractor and pass on to Contractor and FO.Provide technical support to FO and the Contractor during construction phase as required in addition to approving any changes necessary on the Staking Sheet based on prevailing site conditions.Work with DISCO P&E engineers for creation and review of Work Orders for all technical interventions supported by USAID/PDP.Concur proposals for ORD Switches, CSP transformers installation, QUAD cable prepared by P&E engineers based on the technical criteria and parameters established by USAID/PDP and the Engineering Team Lead PESCO or MEPCO.Help in preparation of GIS Maps, Sketches, BOQs and Staking Sheets etc. for all technical interventions.Assist implementing necessary Standard Operating Procedures (SOPs) for P&E including release of Work Orders and material.Generate Status Reports.Other tasks as may be assigned by the PDP Engineering Manager PESCO or MEPCO.Note: Project end date is until Sept, 2015

Responsibilities:

Consultant for Assessment and Design of Retrofit Measures

Earthquake Risk Reduction Programme (ERRP) is being implemented by National Disaster Management Authority (NDMA) Pakistan with the support of UNDP in the municipalities of Mansehra, Muzaffarabad, Murree, Quetta and Chitral. The project aims to build resilience of communities and municipal governments against the Earthquake related hazards.The project aims at building institutional structures, policies, and systems to integrate disaster risk reduction in the target municipalities. The project employs a multi-pronged strategy which combines technical knowledge with hands on practical experiences in disaster vulnerability reduction and preparedness, which cuts across other themes such as capacity building, establishing a knowledge-base for informed decision making, human resource development, practical demonstration for education, awareness, training, and dissemination of learning and experiences locally, nationally and regionally. The project is built around a partnership approach where it brings together a range of different stakeholders like technical agencies, academic and research institutions, local governments, line agencies and civil society, while placing vulnerable communities in the middle, so as to demonstrate participation, partnership and use of local wisdom to promote context specific solutions to challenges posed to sustainable development, through a blend of structural and non-structural components of disaster risk reduction.§ ERRP is implementing the RUDRRP in Murree and intends to promote retrofitting as a cost effective mean of structural strengthening of damaged/vulnerable buildings instead of reconstruction. The Project Coordination Committee (PCC) in Murree has recommended Municipal Corporation Boys Middle School building in MurreeConsultancy services are required for the structural assessment and design of retrofitting measures including BOQs etc.The consultant will perform the specific tasks·         Assess above mentioned building for structural damage.·         Prepare structural design based on computer aided models.·         Prepare retrofitting design.·         Preparation of retrofitting design drawings of above mentioned building.·         Prepare Bill of quantities (BOQ) and specifications for retrofitting measures including cost estimates·         Draft methodology for proceeding with the retrofit measures for above mentioned building (For bidding purposes)·         Any other task related to design of retrofittingReporting: The consultant will report directly to the Project Manger, ERRP.
