Monitoring and Evaluation Manager

Project Description

The United States Agency for International Development (USAID) is a development partner to the Government of Sindh and is currently supporting the Department of Education and Literacy with implementation of the Sindh Basic Education program (SBEP) in Districts Sukkur, Khairpur, Larkana, Qambar-Shahdadkot, Jacobabad, Kashmore, Dadu and selected towns of Karachi city. The overarching goal of SBEP is to increase and sustain student enrollment in primary, middle and secondary schools in targeted geographical locations in Sindh. The Sindh Reading program (SRP) is a five-year initiative in the same geographic areas of the parent SBEP. SRP will support the SBEP goal based on lessons learned from USAID and the Government of Sindh’s legacy of early grade teaching and learning.

 Over the life of the program, SRP aims to improve:

Teacher competencies for effective early grade reading and mathematics instruction;Early grade reading and mathematics assessment practice;Student access to supplementary reading and mathematics material;Participation of parents and caregivers in support of early grade literacy and early grade numeracy for out of school children.

Position Objective:

The Monitoring and Evaluation Manager will be responsible for implementing and coordinating the program's M&E system.  He/she will work with technical staff to develop performance monitoring indicators and implement databases and spreadsheets for M&E data collection. He/she will train staff and selected partners on M&E system operations, and collate databases from technical staff and partners to update the system and perform analyses. The M&E manager will be responsible for the performance monitoring plan. He/she will also supervise third party impact assessments, lessons learned, and successes during USAID SRP program implementation. Specific responsibilities include:

Take lead in the development, updating and implementation of the USAID Sindh Reading program Performance Management Plan (PMP).Take lead in implementation of the USAID Sindh Reading program M&E System utilizing clearly defined objectives, activities, indicators, and results  in the implementation period.Take lead in continual gathering of staff input and USAID recommendations regarding program benchmarks and indicators.Develop and implement appropriate and innovative monitoring and evaluation tools, reporting guidelines for new program activities. with an aim to improve the M&E system of the USAID Sindh Reading program(SRP).Write SoWs, ToRs and concept papers for different M&E studies, surveys, assessments, evaluations and other relevant studies.Review the program indicators, including agreed targets and time-frames for achieving them.Conduct scheduled performance reviews and respond to ad hoc information requests as needed.Conduct data quality assessments & data audits to ensure that the collected data is accurate and maintain the integrity of the program.Assist the design and implementation of program impact evaluation, when needed.Orient and train program staff on the M&E framework, including objectives and indicators, on their responsibilities for the complete, accurate and timely collection and reporting of data and information.

Qualifications

The position requires an individual with:

Master’s or equivalent Degree in Business Administration, Economics, Development Studies or other relevant discipline preferred.Familiarity with USAID Monitoring and Evaluation protocols preferred.Familiarity with statistical software(e.g SAS,SPSS, Mini-Tab).Minimum five years of experience working in a complex, challenging field environment with at least 2 years of experience in a supervisory capacity.Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome indicators and conducting program evaluations.Extensive knowledge of Pakistan’s political, conflict, and social dynamics, particularly relating to local governance and community development.Demonstrated experience in research, and monitoring and evaluation of education programs.Ability to analyze and report on program performance and impact from the perspective of donors, program planners and partners.

Job Description:
Developing Proposal solicitation and evaluation strategies
Provide the services of research, prospect identification, proposal design, evaluation and solicitation strategies.
Design a conceptual framework to help evaluators assess the extent to which the project generally supports the broad policy objectives.
Identification of theme and project definition
Identify, develop and maintain themes and project definitions for consideration by the Board. Define projects corresponding to theme.
Monitoring review process
Research, review, evaluate and edit proposals developed by principal investigators.
Create an external review panel for external evaluation of proposals, depending on the funding activity in progress. 
Coordinating with other departments
Work closely with other departments to ensure timely involvement of research bodies and principal investigators, disbursement of funds, effective monitoring, publishing of results and beneficial commercialization. 
Approval on technical proposals
Analyze evaluation results synthesized by evaluation managers. Assess their implications for R&D Fund program performance. 
Ensuring adherence to policies and procedures
Monitor the day-to-day operations to ensure that the department is meeting goals and objectives, is following policies and procedures and is adhering to deadlines, takes corrective action as appropriate.

Project Summary:

The Sector Expert/Advisor should be a utility management expert and should have at least 15 years of experience with the Pakistani energy and utility sectors. The expert’s role will be to advise the team at key points in the evaluation process, particularly, reviewing the design of the data collection and reviewing the draft report. The advisor will help to facilitate the study with their experience and key networks in the utility management sector. With an awareness of best practices in utility management, he/she will also contribute to the development of relevant and actionable recommendations. The Advisor/ will be provided over a few days in September 2014 when the evaluation starts and again in October 2014 after the data collection is completed.

 Job responsibilities:

Epidemiological survey:

Organise the planning of the survey every 4 monthsTrain and monitor the surveyors/Health & Hygiene Promoters (who conducts the survey)Supervise data capturing and cleaningAnalyse and present/covert the data into information with the Project Managers, and Health Project Coordinator.

WASH survey:

Analyse the data collected from the KAP survey conducted.Organise the follow up of Wash Hygiene project comparing the baseline data obtained from the KAP survey.Capture, treat and report the current status to Project Officer, Health Project Coordinator and the Executive Director.Data Capturing:

In collaboration with the project managers of each project, determine key indicators to measure project outcomes, and develop measurement tools for WASH, Child Protection and Health project against all set indicators.In collaboration with line managers of each project, develop monitoring templates and maintain databases and data systems necessary for projects monitoring.Acquire primary or secondary data from existing internal or external data sources i.e. Health Hygiene Promoters, social workers etc…Perform data entry using computer SOFTWARE.Data Reporting:

Set a time line with project managers to gather the report data per their requirements.Report the result of the data analysis to the managers of each project.Develop graphs, reports, and presentations of project results.Perform basic statistical analyses, reports for each project.Knowledge /Skills:

Knowledge in develop and implement appropriate and innovative monitoring and evaluation tools (including using different PRA tools), reporting guidelines for new project activates with an aim to improve the M&E system of the Project.Technical expertise regarding data models and database design development.Proficient in MS Word, Excel, Access, and PowerPoint etc…Experience of using SPSS, Epi data or any other statistical analysis packages is desirable for analyzing large datasets.Team player, work with minimal supervision and strong organizational skills; Effective communication, report writing & interpersonal skills;Proven skills on report writing.Must be fluent in both written and spoken English.

 Training & Capacity Building:

Train concerned field staff on collecting data using agreed monitoring templates.Train one of the staff members of each project in data entry and analysis.

Education:

Master degree in any field of Social Science, (Academic degree in Public Health and/or Management Information system will be added advantage).

Experience:

 5 years of M&E, Public Health, specifically in WASH project using related database software.

 Reporting:

 The post holder will be asked to report on his/her work periodically as required. Additional reporting requirements will be required on an ad hoc basis, according to need and circumstance.

 Child Protection:

OXFAM PURPOSE:

To work with Oxfam and Partners' staff to find lasting solutions to poverty and suffering.

TEAM PURPOSE:

To work with the Pakistan Flood Response Program team for improved Monitoring, Evaluation, Accountability and Learning (MEAL) in Sindh.

JOB PURPOSE:

To assist the WASH, EFSL and SHELTER team in Sindh in the design and implementation of monitoring, evaluation, accountability and learning strategy and to monitor the extend the projects are meeting objectives. Moreover, to strengthening accountability both at partners and Oxfam levels and ensure that support is extended to the flood affected vunerable families i.e. women, female-headed households to benefit from the projects.

DIMENSIONS:

Work pattern in a mixture of proactive and project work.Required to make sound judgements regularly within agreed processes using a good understanding of the team and abilities of the team.Communication largely with the internal staff (including Internationally) also with some external contracts/target audience to support operational work.Communication with Oxfam's flood response partners through the project team in different locations.Assist the project team and partners for quality delivery of the program, buliding accountability and documentating learning.

KEY RESPONSIBILITIES:

Work with the project team in sindh in designing a monitoring and evaluation framework, accountability and learning tools, conducting field MEAL exercise and data management and analysis.Work with MEAL Coordinator and MEAl Officer- Islamabad in designing the tools on MEAL.Train the project teams and relavent staff partners' level MEAL concepts and tools.Assist the project in strengthening and accountability mechanism at project level.Analyze the data, together with the project team, and share them in the required format.Assist the project team and partners in documenting lessons learnt.Contribute in timely and quality reporting on WASH, EFSL and SHELTER projects Sindh.Produsing clear and quality reports that demonstrate accountability and learning.Collecting best practices, case studies which demonstrates qualitative and quantitative changes over the period.Appraising the projects activities, progress reports and streaming the partners work and documentation.Facilitating capacity building process of the partners on MEAL locations.Conduct reviews, learning events, survey at project locations.Delivering any other responsibility assigned by the line manager.

SKILLS AND COMPETENCE:

Masters degree in social sciences from a recognized university.At least 5 years experience of work in emergency or development context projects with Monitoring, Evaluation, Accountability and Learning skills.Good Knowledge in Monitoring, Evaluation, Accountability and Learning.Fluent written and spoken English and Urdu. Sindhi will be an added advantage.Experience of working in a multicultural team.Excellent coordination skills.Strong commitment to gender equality and social justice.Excellent Communication and interpersonal skills.Proven knowledge of computerized systems; high degree of computer literacy and word processing and spreadsheet skills.Ability to work under pressure, ability to prioritize and commitment to meet deadlines.Ability to travel extensively especially to remote and flood affected areas in Sindh, Pakistan.Experience in and the ability to train people.Commitment to the aims and objectives of Oxfam.Potential and flexibility of attitude to learn.Good sense of humor.

Monitoring and Evaluation Specialist

Specific Tasks. The M&E Specialist will be responsible for implementing and coordinating the project M&E system.  He/she will work with technical staff to develop performance monitoring indicators and implement databases and spreadsheets for M&E data collection. He/she will train staff and selected partners on M&E system operations, and collate databases from technical staff and partners to update the system and perform analyses. The M&E specialist will be responsible for the performance monitoring plan. He/she will also supervise third party impact assessments, lessons learned, and successes during FIRMS implementation. Specific responsibilities include:

Tools and System Development:

Take lead in the development, updating and implementation of the project Performance Management Plan (PMP).Take lead in implementation of the project M&E System utilizing clearly defined objectives, activities, indicators, and results for each component in the implementation period.Take lead in continual gathering of staff input and the donor’s recommendations regarding project benchmarks and indicators.Develop and implement appropriate and innovative monitoring and evaluation tools, reporting guidelines for new project activates with an aim to improve the M&E system of the project.Write SoWs, ToRs and concept papers for different M&E studies, surveys, assessments, evalautions and other relevant studies.Supervise M&E sub-contractors when required.Review the project indicators, including agreed targets and aggressive time-frames for achieving them.Conduct scheduled performance reviews and respond to ad hoc information requests as needed.Develop systems to monitor the provision of project inputs grants and training activities and the beneficiaries receiving these products and services.Conduct data quality assessments & data audits to ensure that the collected data is accurate and maintain the integrity of the project.Collect and/or verify M&E and GPS coordinate / spatial data of the project activities through regular visits to the project locations; when needed.Conduct beneficiaries’ interviews, focus group discussions and verification visits to the project sites as per the instruction from the M&E Advisor.Assist the design and implementation of project impact evaluation, when needed.Assist any other external monitoring and evaluation missions.

Database & Information Management:

(AID Project is project management software/ system used by the project)

Take lead in accurately and timely updating of the database requiremetns. Assist M&E Advisor /Team Lead or his nominee to administer and monitor the Firms online project management system (AID-Project); manage user accounts, monitor and provide guidance to components and technical teams on the electronic workplan.Assist M&E Advisor /Team Lead or his nominee to generate and disseminate reports from AID-Project for componentsAssist M&E Advisor /Team Lead or his nominee to generate and disseminate Gantt charts from AID-Project as neededAssist M&E Advisor /Team Lead in training Firms staff on the functions, formats, and maintenance of AID-ProjectAssist M&E Advisor /Team Lead or his nominee in supervising the usage of the electronic workplan in satellite offices through on-site meetings as neededAssist M&E Advisor /Team Lead or his nominee to operate and administer the M&E information management system/database.Liaise with M&E Database developers (subcontractors).Conduct user acceptance testing (UAT) and other testing for completion of M&E databaseAdvise/train staff and partners on Firms M&E system/database

Training & Capacity Building:

Design and produce M&E tools for training M&E and other project staff.Orient and train project staff on the M&E framework, including objectives and indicators, on their responsibilities for the complete, accurate and timely collection and reporting of data and information.Train the partner and sub-contractors staff on the use of reporting and M&E tools.Train staff on other aspects of M&E.

Reporting:

Prepare regular reports of the M&E activities.Assist Lahore M&E Team in preparing project status reports including but not limited to weekly, monthly, quaterly and annual reports.Prepare ad-hoc reports when needed.Update the M&E database, AID-Project and other automated information management system from time to time.Maintain a filing system for all M&E activities, reports and analyses in hardcopy, and on hard disk and backups.

Coordination and Miscellaneous:

Coordinate with component and technical leads, provincial and district staff as necessary to perform M&E duties including providing guidance on priority areas for attention/action.Supervise the direct reports, when required.Travel extensively to all project locations to perform M&E duties described above.Perform other monitoring and evaluation tasks as needed.

Qualifications and Educational Requirements.  The individual holding this position shall possess the following:

 A. General Qualifications/Skills

Ability to perform successfully as a member of multiple project-related teams;Strong computer literacy skills required in word processing, spreadsheets, presentations, web browsers, and email;Excellent communications and writing ability;Demonstrated successful interpersonal skills;Fluency in English required; Urdu and other Pakistani languages preferred;A willingness to travel to all provinces of Pakistan; andWork experience in the private sector and in a development project environment is preferred, with work experience in the former being more preferable.

B. Specific Skills & Qualifications:

 The position requires an individual with:

Candidates for this position must have at least 3 years’ experience on similar activities listed above for international organizations, preferably with international donor funded project.Familiarity with International donor monitoring and evaluation protocols.Demonstrated experience of managing automated information management systems/ management information system and other M&E related database application.Demonstrated experience in research, and monitoring and evaluation of agriculture/horticulture and economic development programs.Ability to analyze and report on program performance and impact from the perspective of donors, program planners and partnersProficiency of working on data analysis applications.Ability to determine key indicators to measure project impact, and to develop measurement systems for them.
