Health & Nutrition Coordinator

Relevant Experience:

Internally with line manager, other management team in Pakistan and Field Team Members and with relevant members at regional and HQ level. Externally with Implementing Partners, donors, Government departments, UN Clusters and any other relevant stakeholder as required. 

To be responsible for the development and management of geriatric Health and Nutrition  Program/projects, supervision and development of Technical documents (Health and Nutrition) and identifying funding and advocacy opportunities to be taken forward.

Job Description:

1-      Develop strategic framework for Health and Nutrition program in the country.

2-      Identify relevant donors and Lead to or assist in development of Concept Notes and project proposals on Health and Nutrition and submission to donors.

3-      Coordinate, monitor or manage Health and Nutrition projects, or activities of Health and Nutrition related Age friendly components in larger projects & to ensure smooth and timely implementation of the Age friendly interventions as designed in the project framework.

4-      Maintain proper record and develop periodic progress reports, activities and project completion reports for management or outside agencies.

5-      Develop monitoring and evaluation tools, Evaluates project effectiveness to develop improved methods; devises evaluation methodology and implements; analyzes results and recommends and/or takes appropriate action.

6-      Documenting key good practices, evidence, and identifying gaps through desk and operational research in health sector for older people and disseminate to relevant stake holders.

7-      Monitor the trends in local, national and international health policy and strategy that impact HelpAge health program and make recommendations to management for development of Health and Nutrition program accordingly.

8-      Develop conceptual and strategic frameworks for policy and advocacy on health especially NCD, Ageing & Disability, Emotional wellbeing  

9-      Advocacy with major actors (Government, (I) NGOs and UN Clusters, NDMA) in key coordination meetings through regular attendance and engagement.

10-   Translation, design and development of training curriculum and IEC material for different audiences on health topic.

11-   Represent HelpAge International at national and international forums and ensure active HAI membership / participation in donor, cluster, NGO and other relevant forums.

Pakistan: Consultant Infant Young Child Feeding - Nutrition

Justification and Purpose of assignment

The nutrition indicators in Pakistan are amongst the worst in the world. In 2011, the first National Nutrition Survey (NNS) in a decade was conducted. It found that more than 40 percent of the children suffer from chronic malnutrition and over 15 per cent from acute malnutrition. These high rates are among the highest in region and have not shown any improvement over the decades. Micronutrient deficiencies are highly prevalent. Infant and young child feeding practices are poor and inappropriate. Furthermore, 58 percent of households in Pakistan are food insecure and 29.6 percent are considered to be living in a state of moderate or severe hunger. Food insecurity and under nutrition are largely a problem of inequitable access by the poorest and most vulnerable to an adequate and diverse diet. Low nutrition indicators are also an outcome of poor educational and low levels of knowledge about infant and young child diet and healthcare. Frequent childhood illness is also a contributing factor, especially illnesses such as diarrhea, measles and pneumonia.

Emergencies exacerbate the nutrition crisis in Pakistan. The 2010, 2011 and 2012 monsoon floods intensified malnutrition for populations that were already suffering from emergency levels of malnutrition before these disasters hit. Without immediate attention, this on-going nutrition catastrophe will continue to be a significant factor in the high morbidity and mortality rates of children in Pakistan.

The UNICEF Pakistan is currently carrying on a number of responsibilities to strengthen to scale-up coverage and quality of life-saving interventions. UNICEFs programmatic response in nutrition focuses on prevention chronic malnutrition and treatment of acute malnutrition to the most affected and deprived population. UNICEF is currently working in partnership with the government, other UN agencies and NGOs to strengthen the management of acute malnutrition, Infant and Young Child Feeding Practices, micronutrient supplementation in Pakistan. Key result areas aim to (a) increase coverage of integrated packages of high impact nutrition interventions, including life-saving interventions; (b) improve practices and; (c) enhance policy environment.

Nutrition emergency interventions, mainly Community Based Management of Acute Malnutrition (CMAM) are being implemented in emergency affected and food insecure district of Sindh, Punjab, Khyber Pakhtunkhwa and Balochistan Provinces with the support of UNICEF. The emergency response reached an enormous scale, reaching up to 870 locations by the end of 2012, at the peak of the emergency. However, quality in implementation, particularly concerning IYCF and development of capacities requires further attention and support to improve the performance and enhance the impact of the programme. UNICEF Pakistan would therefore like to hire an IYCF International nutrition expert to provide support to the implementation of the emergency nutrition programme in Pakistan. Furthermore the hired International consultant will contribute in development of IYCF community based program implementation in Pakistan.

Duty station

Islamabad, travelling to Lahore, Peshawar and Karachi, Pakistan

Objectives:

a) Develop a strategic Road Map (review that identifies problems and suggests approaches to help integrate and strengthen IYCF support in both preventive and treatment programmes)

b) Draft ‘Operational Guidelines for Community IYCF’ compatible and harmonized with CMAM Guidelines

c) Draft IYCF Partnership and Cooperation Agreements to introduce and strengthen IYCF component.

d) Strengthen delivery of IYCF-related services through updated job descriptions (ToRs) for CHWs, LHWs and related reporting protocols and tools

e) Conduct capacity-building activity: train Facilitators/Trainers (TOT) on Community IYCF, and mentor newly-trained Facilitators/Trainers for roll-out training

Deliverables with Tasks:

Deliverable 1: Road Map to Improve IYCF Programme Implementation.

Task 1.1: Review relevant documents including project proposals and monitoring reports to identify current challenges and problems hindering effective IYCF implementation and community mobilization.

This includes also discussions with UNICEF staff, implementing partners, monitoring partners, governments and other stakeholders and institutions involvement in the nutrition programme implementation. Field visits and community level interviews are to be conducted to complement information and allow data interpretation and contextualization.

Task 1.2: Review the outcomes of the IYCF/Maternal Nutrition Planning and Programming Workshop (January 2013) to contribute to the development of the Road Map.

Task 1.3: Formulate the road map report to improve the IYCF programme Implementation.

Deliverable 2: Operational Guidelines for Community IYCF, harmonized with CMAM Guidelines.

Task 2.1: Review the up-dated CMAM Guideline (2013) and the IYCF Guideline for Facilities.

Task 2.2: Develop interview guides for Task 2.3

Task 2.3: Conduct interviews: seek input into the process for development of the IYCF Operational Guidelines through consultative meetings (e.g., the IYCF Working Group, the CMAM Working Group); provincial input from Punjab (Lahore) , Sindh (Karachi), Balochistan, and Peshawar and submit Interview report.

Task 2.4: Draft IYCF operational guideline.

Deliverable 3: Templates for Partnership and Cooperation Agreements with the objective of introducing and strengthening the IYCF component.

Task 3.1: Review existing CMAM PCAs for IYCF introducing or strengthening the IYCF component.

Task 3.2: Update the templates for partnership agreements (PCA) with regard to the integration of IYCF activities within the narrative, the log-frame and the Implementing Partner’s (IPs) reporting requirements and system.

Deliverable 4: Updated materials to support Community IYCF (CHWs, LHWs,).

· Task 4.1: Coordinate with the Government to maximize / optimize the focus on IYCF through the review and recommendations for update of:

· Review and make recommendations for updating the TORs of community health workers, Lady Health Workers (LHWs), etc. with regard to IYCF

· Review training curricula and make recommendations for updates.

· Review existing IYCF-related communications materials and make recommendations for adaptation.

Review reporting procedures, protocols and templates currently used by LHWs and CHWs and make recommendations for updating.

· Task 4.2: Review the IYCF module of the nutrition information system and the reporting protocol updated by the Technical Working Group (TAG); and support the government in integration of information on IYCF into a government nutrition information systems (NIS) as a component of their ongoing HMIS or government reporting systems.

Deliverable 5: Capacity-strengthening/training on community-based IYCF.

· Task 5.1: Preparing training material for community –based IYCF TOT.

· Task 5.2: Conduct training for Facilitators/Trainers in Community IYCF [TOT]

Deliverable 6: Consultant mission report.

· Task 6.1: Draft mission report that will outline the key findings, gaps and key recommendations on a way forward for further submission to UNICEF, Pakistan for review and feedback.

· Task 6.2: Submission of final mission report with identified gaps and key recommendation with action plan which specify also the time frame against each key recommendations.

Time-Frame

80 working days.

Payment Terms:

30 percent of payment to be made upon submission of the detailed work-plan and first draft of the roadmap.

Final 70 percent of payment to be made on successful delivery of the remaining consultancy outputs.

International Consultant will be entitled for R&R, DSA, and terminal & travel charges as per UNICEF policy.

Qualifications or specialized knowledge/experience required:

Education

Advanced university degree in one of the disciplines relevant to the following areas: Public Health & Nutrition, International Health & Nutrition, Family Health & Nutrition, or other relevant discipline(s).

Work Experience

At least 8 years professional work experience in emergency and development nutrition, including behaviour change communication, and IYCF and CMAM

Experience in project implementation and operational aspects of partnership agreements for nutrition and IYCF implementation (i.e. PCA/FLA, requirements, rules and regulations, reporting and financial management).

Demonstrated experience to advance and update technical standards and guidelines to improve quality in implementation, including cooperation and communication skills dealing with partners at different levels.

Proven skills in capacity development at various levels, training experience.

Field experience in region of deployment.

Ability to conduct and document data analyses, including collating and presenting data, monitoring and evaluation, progress reporting.

Verbal and written fluency in English

Purpose of Role

Action Against Hunger is part of the ACF International network which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water/sanitation, & food security. ACF-USA, an independent NGO, currently manages operations in 7 countries. ACF-USA, has over $45 million in programs, approx. 55 staff based in NYC, 100 expatriate employees in the missions, & over 1,200 local staff.

General Objectives:

This is a Senior Management position expected to develop national nutrition programming, to coordinate effective technical programs' implementation and to play an active role in ACF strategic engagement with the cluster/working groups at the national and provincial levels in Pakistan.

The Nutrition Coordinator (Nut Co) is the primary focal point i) in providing technical support and recommendations on program development at all stages of the project cycle to nutrition team members ii) in designing, monitoring and reporting program activities ; and iii) in representing ACF Pakistan Nutrition department during working group meetings. The Nut Co ensures a good quality Nut activity implementation in compliance with ACF protocols and national guidelines. He/she works in close collaboration with other sector coordinators (FSL, Wash), Field Coordinators and PQA staff to ensure mission strategic objectives are achieved; as well as with Logistics, HR, and Finance departments.

Specific Objectives:

Objective 1: To develop national Nutrition programming and to co-ordinate its effective implementation nationally.

Activities:

To technically support the field-based Program Managers (PMs) and Nutrition teams towards planning and implementing program activities in compliance with ACF protocols, national guidelines, and Nutrition cluster recommendations. Program activities include (but are not limited to) CMAM, IYCF approaches, Nutrition surveys, Coverage surveys, rapid nutrition assessments, socio-cultural assessments, KAP surveys, etc.To plan, prepare and, when needed, directly support/execute technical assessments (taking in to account ACF integration approach with other WASH and FSL sectors ), data analysis, and ensure timely results reporting is submitted to line management and findings disseminated.To attend national /provincial/field-level technical forum, working groups, workshops and strategic think tanks relevant to the Nutrition department and ACF program activities.To ensure that all Nutrition programs are designed and managed on the basis of logical frameworks and plans for expenditure and procurement. and to validate technical approaches and methodologies used in the field according to latest ACF and government guidelines.To work with the Field Coordinator and PQA team in identifying needs, gaps, priority areas and appropriate interventions in locations where ACF works and in new locations in the mission country.When possible, to ensure integration of Nutrition program activities with other departments (WASH, FSL).To support the development of the annual mission’s strategy in line with the ACF International Strategic Plan 2010-2015, ACF-USA strategic plan, and context needs.

Objective 2: To develop technical reports (internal and external) and proposals reflective of government, organization and donor guidelines and ensure timely submission to line management.

Activities:

Lead the process (including delegation to PMs) of i) Nutrition program design and concept papers/proposals for prospective donors, ii) production of contractually required donor and internal reports.To coordinate with Logistics Field, Administration, and Logistics Coordinators, in finalizing and validating proposals and reports before submitting to line management.To ensure all reports and proposals submitted to the Nutrition Director have been technically validated by the relevant Technical Advisor(s) in HQ.To ensure technical work plans are coherent with financial and procurement plans based on context and experience.To coordinate with other Technical Coordinators for integrated projects and, with the Field Coordinator to ensure technical field staff (PMs) are supported in coordinating with other technical department as well.To continuously compile and improve mission technical documentation (maps, reports, evaluations, meeting minutes, guidelines) and proactively disseminate it to the field staff, Field Coordinators and PQA staff.In conjunction with the PQA Coordinator, ensure roll out of monitoring, evaluation, accountability and learning initiatives involving the Nutrition department.To submit all required and requested reports and adhoc updates (Technical monthly report, Activity Progress Report, Nutrition program indicators evolution file, PQA support information, government and cluster reporting, etc, timely to the line management and/or other intended recipients).To provide before end of mission, a substantial handover report to replacement, in country line management, and HQ Technical Advisor and to ensure a field handover visit is made.

Objective 3: To support proper and adequate resource management: HR, Finance and assets.

Activities:

To support in the recruitment of Nutrition staffTechnical validation of Job Descriptions, ensuring national coherence of Job Descriptions in the mission, ensuring Job Descriptions are reflective of the major national technical context changesSupport recruitment (written test and oral interviews)Direct recruitment in the field in absence of a Program Manager (for example for new or emergency interventions)To ensure timely, accurate and complete technical feedback and objectives are submitted to Field Coordinators and other line managers of field staff as required by mission career development guidelines.To foster the career development of national and international technical staff and to carry out relevant technical training for the staff as evidenced by appraisal or directed by management.To support PMs in conducting performance appraisals of the national departmental staff as required.In collaboration with Field Co to support, PMs in creating field-level departmental organigrams.In collaboration with Logistics, Admin and Field Coordinators to support, PMs in creating programmatic Procurement Plans, in financial forecasting and budget follow ups.To support the Logistics department in ensuring timely delivery of equipments and materials by making sure supplies have the required technical validation on time nationally and in the field.

Objective 4: To represent the department and the organization at national, regional, or international levels and promote ACF’s technical viewpoints, guidelines and methods of work.

Activities:

To represent ACF within national co-ordination groups and actively seek out high-level groups in which to advocate for ACF and its beneficiaries.’To represent ACF at any relevant forum as required/requested by the CD.As necessary, to liaise with donor technical staff in relations to ACF’s programming.To proactively collaborate with national authorities, ACF counterparts and staff, partner agencies and consortia/Alliances/partnerships.To ensure ACF Pakistan and the Pakistani context is adequately represented at specific ACF regional undertakings in matters of departmental significance.Skills Required:

Essential

Minimum Education; Master's Degree in Human Nutrition, medical sciences or social sciences.4 Years (nutrition programs at national coordination level (with at least 2 years experience in program implementation)Experience with nutrition and coverage surveys, and rapid nutrition assessments.Clear understanding of child and gender protection issues in the field.Significant experience with INGOs in recovery and complex emergencies. Previous experience with partnerships and alliances is an asset.Proven management and coordination skills (HR, projects, and stress management).Proven ability to translate analysis and evaluation into operational planning and strategy.Experience with evaluations and monitoring as well as Program Cycle Management.Fluent in English, Urdu and basic understanding of Pakistan Provincial languages.Excellent drafting and written skills.

Development projects and research
Our staff research and find solutions to agricultural and environmental problems. We use science, information and communication tools to help solve issues of global concern. Our work is arranged around four core themes:

Commodities – we work to enable smallholder commodity farmers to compete in global markets. We diagnose and control plant pests and diseases, and help farmers get a better price for their crops. We work on crops such as coffee, cocoa, wheat, rice and cotton.

Invasive species – we are helping to reduce the spread and impact of invasive weeds such as Japanese Knotweed, water hyacinth and insects such as coffee berry borer and cocoa pod borer. We also advise countries at a policy level about agriculture, trade and the environment.

Plantwise

Plantwise aims to increase food security by providing knowledge. It helps poor farmers in developing countries improve their livelihoods by losing less of what they grow to plant health problems. Location: By agreement with the appointed candidate, the post may be based in our office in Accra, Ghana, New Delhi, India, Nairobi, Kenya, Rawalpindi, Pakistan or Egham or Wallingford in the UK (with up to 50% travel).

Purpose of the role

CABI is the lead partner of the consortium selected by the GSM Association1 (GSMA) to be responsible for the delivery of content for a mNutrition initiative across Africa and Asia. Under the mNutrition Initiative GSMA will, with support from the UK Government, develop and scale-up the delivery of nutrition messages through agriculture and health mobile phone platforms. The project aims to reach at least 3 million people in 10 countries in Africa (six New Alliance countries: Cote d’Ivoire, Ghana, Malawi, Mozambique, Nigeria, Tanzania, and four additional nutrition priority countries: Kenya, Rwanda, Uganda, Zambia); as well as four out of five countries in South Asia (tbd: India, Pakistan, Sri Lanka, Bangladesh and / or Myanmar). Other consortium partners are: Global Alliance for Improved Nutrition (GAIN), the International Livestock Research Institute (ILRI), OXFAM, and the British Medical Journal (BMJ).

The Global Content Partner consortium led by CABI will develop mobile Nutrition content to promote behaviour change likely to result in improved nutrition within a household, in particular of young children. CABI is leading the overall project, and also taking the lead in 5 global work packages as well the delivery of country level activities in 4 countries – Pakistan, Myanmar, Cote d’Ivoire & Zambia. To ensure excellent delivery of this project, CABI is looking for an outstanding Project Manager with a proven track record in complex project implementation and coordination of multiple partners in the field of nutrition.

The Nutrition Project Manager will primarily support the implementation of activities at country level in the 4 countries CABI is responsible forbut will also support the Mobile Programme Manager with the overall management of the project.

This will involve working with CABI teams, local content partners and the mobile and nutrition stakeholders in the 4 target countries as well as working with the consortium partners across all 14 target countries.

Key Accountabilities


• Manage CABI’s mNutrition project activities in the 4 CABI-led countries – Pakistan, Sri Lanka, Cote d’Ivoire & Zambia
• Provide guidance to consortium partners (GAIN, Oxfam, ILRI) on the creation of country specific nutrition content frameworks and ensure frameworks for all 14 target countries are of high quality
• Manage the development of specific nutrition content frameworks in CABI’s 4 lead countries on the basis of a general content framework and detailed country landscape analyses
• Establish partnerships and contracts with credible agencies/institutions in-country to guide the implementation of nutrition content services (with some support from CABI country teams and consortium partners)
• Manage the delivery of in-country workshops and accompanying materials to launch the country frameworks to the mobile, health & agri communities and deliver reporting on these workshops in the 4 countries where CABI is leading
• Lead the recruitment of local content providers in accordance to the quality standards (Service Level Agreement, Terms of Reference (TOR) and Funding Agreement (FA)) for local content partners set by the consortium in collaboration with the country offices in 4 countries where CABI is leading
• Development of work plan & budget with local content provider organisations and ongoing monitoring and review of their activities
• Support the local content provider to develop initial business case for content development (e.g. revenue share with MNO)
• Lead the planning and execution of annual country reviews (workshops) in collaboration with the country offices in the CABI lead countries
• Support local service providers in development of high quality mNutrition services in the 4 CABI lead countries and provide guidance on the creation of nutrition related mobile messaging for farmers, extension workers and other target audiences
• Maintain regular contact with project partners responsible for the implementation and technical assistance
• Ensure all project reports are submitted on a timely basis in line with the local partnership agreements, HQ requirements and the overall consortium agreement
• Ensure accurate and timely management of the funds and track budget utilization with support from the concerned persons and teams
• Support the Strategic Business Development Programme Manager on the development of human interest stories and support the convening of meetings,discussion series or any dissemination events as needed and assist in documenting the proceedings
• Collaborate with the Monitoring & Evaluation agencies put in place by GSMA and DFID and track key indicators of relevance to CABI

Knowledge & Skills
• In depth knowledge of nutrition specific health for women and children and nutrition-sensitive agriculture at a global level, with particular focus on application in African and South Asian countries

Nutrition Coordinator

Action Against Hunger | ACF International was founded in France in 1979 in the context of Afghan crisis and the arrival of thousands of Afghan refugees in Pakistan.  While hunger had been addressed in general campaigns against poverty and poor public health, Action Against Hunger was established specifically to combat hunger worldwide. Action Against Hunger is an non-governmental and non-profit organization. ACF International works over 40 countries on five continents with more than 4,000 field staff to carry out innovative, lifesaving programs in Nutrition, Food Security and Livelihoods, Water and Sanitation, Health and Advocacy. Our programs reach some 5 million people a year, restoring dignity, self-sufficiency, and independence to vulnerable populations around the world.

Action Against Hunger | ACF International began working in Pakistan in 1979. In October 2005, ACF responded in Pakistan on the day following the devastating earthquake. Drawing upon its expertise in the country and the region (with programs in Afghanistan and Tajikistan), ACF has been able to provide effective local relief through distributions of food aid, water & sanitation services, and food security and nutrition programs in areas like Jared, Kaghan Valley and Rashang, Allai Valley, Balakot and Battagram. After the cyclone and floods of July 2007, ACF implemented relief operations in Dadu and Kamber Shahdadkot districts, Sindh Province, assisting 36,000 flood victims with latrines, water trucking, drilling of wells, hygiene promotion, and hygiene kits. The same year ACF conducted Food Security and Nutrition surveys in these areas and in Rawalpindi to document humanitarian needs among the populations. ACF is currently running a three year project called Improving Living Conditions in a Changing Environment – Thatta, Sindh province. In early 2010, ACF-Pakistan has launched a multi-sector assessment targeting the Lower Dir, Upper Dir and Swat Districts, KPK, to assess food security & livelihoods, water and sanitation conditions, and childhood nutrition. Funded by the organization, the assessment aims to provide emergency assistance to populations affected by conflict. 

General Objectives:

This is a Senior Management position expected to develop national nutrition programming,  to coordinate effective technical programs' implementation and to play an active role in ACF strategic engagement with the cluster/working groups at the national and provincial levels in Pakistan.

The Nutrition Coordinator (Nut Co) is the primary focal point i) in providing  technical support and recommendations on program development at all stages of the project cycle to nutrition team members  ii) in designing, monitoring and reporting program activities ; and iii) in representing ACF Pakistan Nutrition department during working group meetings.  The Nut Co ensures a good quality Nut activity implementation in compliance with ACF protocols and national guidelines. He/she works in close collaboration with other sector coordinators (FSL, Wash),  Field Coordinators and M&E staff to ensure mission strategic objectives are achieved; as well as with Logistics, HR, and Finance departments.

Specific Objectives:

Objective 1: To develop national Nutrition programming and to co-ordinate its effective implementation nationally.

Activities:

To technically support the field-based Program Managers (PMs) and Nutrition teams towards planning and implementing program activities in compliance with ACF protocols, national guidelines, and Nutrition cluster recommendations. Program activities include (but are not limited to) CMAM, IYCF approaches, Nutrition surveys, Coverage surveys, rapid nutrition assessments, socio-cultural assessments, KAP surveys, etc.To plan, prepare and, when needed, directly support/execute technical assessments (taking in to account ACF integration approach with other WASH and FSL sectors ), data analysis, and ensure timely results reporting is submitted to line management and findings disseminated.To attend national /provincial/field-level technical forum, working groups, workshops and strategic think tanks relevant to the Nutrition department and ACF program activities.To ensure that all Nutrition programs are designed and managed on the basis of logical frameworks and plans for expenditure and procurement. and to validate technical approaches and methodologies used in the field according to latest ACF and government guidelines.To work with the Field Coordinator and M&E team in identifying needs, gaps, priority areas and appropriate interventions in locations where ACF works and in new locations in the mission country.When possible, to ensure integration of Nutrition program activities with other departments (WASH, FSL).To support the development of the annual mission’s strategy in line with the ACF International Strategic Plan 2010-2015, ACF-USA strategic plan, and context needs.

Objective 2: To develop technical reports (internal and external) and proposals reflective of government, organization and donor guidelines and ensure timely submission to line management.

Activities:

Lead the process (including delegation to PMs) of i) Nutrition program design and concept papers/proposals for prospective donors, ii) production of contractually required donor and internal reports.To coordinate with  Logistics Field, Administration, and Logistics Coordinators, in finalizing and validating proposals and reports before submitting to line management.To ensure all reports and proposals submitted to  in country line management have been technically validated by the relevant Technical Advisor(s) in HQ.To ensure technical work plans are coherent with financial and procurement plans based on context and experience.To coordinate with other Technical Coordinators for integrated projects and, with the Field Coordinator to ensure technical field staff (PMs) are supported in coordinating with other technical department as well.To continuously compile and improve mission technical documentation (maps, reports, evaluations, meeting minutes, guidelines) and proactively disseminate it to the field staff, Field Coordinators and M&E staff.In conjunction with the M&E Manager, ensure roll out of monitoring, evaluation, accountability and learning initiatives involving the Nutrition department.To submit all required and requested reports and adhoc updates (Technical monthly report, Activity Progress Report, Nutrition program indicators evolution file, M&E support information, government reporting, etc, timely to line management.To provide before end of mission, a substantial handover report to replacement, in country line management, and HQ Technical Advisor and to ensure a field handover visit is made.

Objective 3: To support proper and adequate resource management: HR, Finance and assets.

Activities:

To support in the recruitment of Nutrition  staff:Technical validation of Job Descriptions, ensuring national coherence of Job Descriptions in the mission, ensuring Job Descriptions are reflective of the major national technical context changesSupport  recruitment (written test and oral interviews)Direct recruitment in the field in absence of a Program Manager (for example for new or emergency interventions)To ensure timely, accurate and complete technical feedback and objectives are submitted to Field Coordinators and other line managers of field staff as required by mission career development guidelines.To foster the career development of national and international technical staff and to carry out relevant technical training for the staff as evidenced by appraisal or directed by management.To support PMs in conducting performance appraisals of the national departmental staff as required.In collaboration with  Field Co to support, PMs in creating field-level departmental organigrams.In collaboration with Logistics, Admin and Field Coordinators to support,  PMs in creating programmatic Procurement Plans, in financial forecasting and budget follow ups.To support the Logistics department in ensuring timely delivery of equipments and materials by making sure supplies have the required technical validation on time nationally and in the field.

To represent ACF within national co-ordination groups and actively seek out high-level groups in which to advocate for ACF and its beneficiaries.’To represent ACF at any relevant forum as required/requested by the CD.As necessary, to liaise with donor technical staff in relations to ACF’s programming.To proactively collaborate with national authorities, ACF counterparts and staff, partner agencies and consortia/Alliances/partnerships.To ensure ACF Pakistan and the Pakistani context is adequately represented at specific ACF regional undertakings in matters of departmental significance.

National Nutrition Coordinator

Purpose of position:

National Nutrition Coordinator  will uphold World Vision’s mission, goal and objectives in bringing positive and lasting change into the lives of the most vulnerable children & women to ensure improved access to quality health care & nutrition care services, facility and community-based nutrition services and awareness-raising on health & nutritional issues and needs in program areas.  The key performance objective of this position is to coordinate quality implementation of nutrition activities and interventions in World Vision areas of intervention, in particular, to provide technical support to AO nutrition coordinators, where required, on effective & quality service delivery, along with support to the supervisor on evidence-based planning and program development for addressing nutrition needs of children and women in particular.

Major Responsibilities:

Nutrition Coordinator

Action Against Hunger | ACF International was founded in France in 1979 in the context of Afghan crisis and the arrival of thousands of Afghan refugees in Pakistan.  While hunger had been addressed in general campaigns against poverty and poor public health, Action Against Hunger was established specifically to combat hunger worldwide. Action Against Hunger is an non-governmental and non-profit organization. ACF International works over 40 countries on five continents with more than 4,000 field staff to carry out innovative, lifesaving programs in Nutrition, Food Security and Livelihoods, Water and Sanitation, Health and Advocacy. Our programs reach some 5 million people a year, restoring dignity, self-sufficiency, and independence to vulnerable populations around the world.

Action Against Hunger | ACF International began working in Pakistan in 1979. In October 2005, ACF responded in Pakistan on the day following the devastating earthquake. Drawing upon its expertise in the country and the region (with programs in Afghanistan and Tajikistan), ACF has been able to provide effective local relief through distributions of food aid, water & sanitation services, and food security and nutrition programs in areas like Jared, Kaghan Valley and Rashang, Allai Valley, Balakot and Battagram. After the cyclone and floods of July 2007, ACF implemented relief operations in Dadu and Kamber Shahdadkot districts, Sindh Province, assisting 36,000 flood victims with latrines, water trucking, drilling of wells, hygiene promotion, and hygiene kits. The same year ACF conducted Food Security and Nutrition surveys in these areas and in Rawalpindi to document humanitarian needs among the populations. ACF is currently running a three year project called Improving Living Conditions in a Changing Environment – Thatta, Sindh province. In early 2010, ACF-Pakistan has launched a multi-sector assessment targeting the Lower Dir, Upper Dir and Swat Districts, KPK, to assess food security & livelihoods, water and sanitation conditions, and childhood nutrition. Funded by the organization, the assessment aims to provide emergency assistance to populations affected by conflict. 

General Objectives:

This is a Senior Management position expected to develop national nutrition programming,  to coordinate effective technical programs' implementation and to play an active role in ACF strategic engagement with the cluster/working groups at the national and provincial levels in Pakistan.

The Nutrition Coordinator (Nut Co) is the primary focal point i) in providing  technical support and recommendations on program development at all stages of the project cycle to nutrition team members  ii) in designing, monitoring and reporting program activities ; and iii) in representing ACF Pakistan Nutrition department during working group meetings.  The Nut Co ensures a good quality Nut activity implementation in compliance with ACF protocols and national guidelines. He/she works in close collaboration with other sector coordinators (FSL, Wash),  Field Coordinators and M&E staff to ensure mission strategic objectives are achieved; as well as with Logistics, HR, and Finance departments.

Specific Objectives:

Objective 1: To develop national Nutrition programming and to co-ordinate its effective implementation nationally.

Activities:

To technically support the field-based Program Managers (PMs) and Nutrition teams towards planning and implementing program activities in compliance with ACF protocols, national guidelines, and Nutrition cluster recommendations. Program activities include (but are not limited to) CMAM, IYCF approaches, Nutrition surveys, Coverage surveys, rapid nutrition assessments, socio-cultural assessments, KAP surveys, etc.To plan, prepare and, when needed, directly support/execute technical assessments (taking in to account ACF integration approach with other WASH and FSL sectors ), data analysis, and ensure timely results reporting is submitted to line management and findings disseminated.To attend national /provincial/field-level technical forum, working groups, workshops and strategic think tanks relevant to the Nutrition department and ACF program activities.To ensure that all Nutrition programs are designed and managed on the basis of logical frameworks and plans for expenditure and procurement. and to validate technical approaches and methodologies used in the field according to latest ACF and government guidelines.To work with the Field Coordinator and M&E team in identifying needs, gaps, priority areas and appropriate interventions in locations where ACF works and in new locations in the mission country.When possible, to ensure integration of Nutrition program activities with other departments (WASH, FSL).To support the development of the annual mission’s strategy in line with the ACF International Strategic Plan 2010-2015, ACF-USA strategic plan, and context needs.

Objective 2: To develop technical reports (internal and external) and proposals reflective of government, organization and donor guidelines and ensure timely submission to line management.

Activities:

Lead the process (including delegation to PMs) of i) Nutrition program design and concept papers/proposals for prospective donors, ii) production of contractually required donor and internal reports.To coordinate with  Logistics Field, Administration, and Logistics Coordinators, in finalizing and validating proposals and reports before submitting to line management.To ensure all reports and proposals submitted to  in country line management have been technically validated by the relevant Technical Advisor(s) in HQ.To ensure technical work plans are coherent with financial and procurement plans based on context and experience.To coordinate with other Technical Coordinators for integrated projects and, with the Field Coordinator to ensure technical field staff (PMs) are supported in coordinating with other technical department as well.To continuously compile and improve mission technical documentation (maps, reports, evaluations, meeting minutes, guidelines) and proactively disseminate it to the field staff, Field Coordinators and M&E staff.In conjunction with the M&E Manager, ensure roll out of monitoring, evaluation, accountability and learning initiatives involving the Nutrition department.To submit all required and requested reports and adhoc updates (Technical monthly report, Activity Progress Report, Nutrition program indicators evolution file, M&E support information, government reporting, etc, timely to line management.To provide before end of mission, a substantial handover report to replacement, in country line management, and HQ Technical Advisor and to ensure a field handover visit is made.

Objective 3: To support proper and adequate resource management: HR, Finance and assets.

Activities:

To support in the recruitment of Nutrition  staff:Technical validation of Job Descriptions, ensuring national coherence of Job Descriptions in the mission, ensuring Job Descriptions are reflective of the major national technical context changesSupport  recruitment (written test and oral interviews)Direct recruitment in the field in absence of a Program Manager (for example for new or emergency interventions)To ensure timely, accurate and complete technical feedback and objectives are submitted to Field Coordinators and other line managers of field staff as required by mission career development guidelines.To foster the career development of national and international technical staff and to carry out relevant technical training for the staff as evidenced by appraisal or directed by management.To support PMs in conducting performance appraisals of the national departmental staff as required.In collaboration with  Field Co to support, PMs in creating field-level departmental organigrams.In collaboration with Logistics, Admin and Field Coordinators to support,  PMs in creating programmatic Procurement Plans, in financial forecasting and budget follow ups.To support the Logistics department in ensuring timely delivery of equipments and materials by making sure supplies have the required technical validation on time nationally and in the field.

Objective 4: To represent the department and the organization at national, regional, or international levels and promote ACF’s technical viewpoints, guidelines and methods of work.

Activities:

To represent ACF within national co-ordination groups and actively seek out high-level groups in which to advocate for ACF and its beneficiaries.’To represent ACF at any relevant forum as required/requested by the CD.As necessary, to liaise with donor technical staff in relations to ACF’s programming.To proactively collaborate with national authorities, ACF counterparts and staff, partner agencies and consortia/Alliances/partnerships.To ensure ACF Pakistan and the Pakistani context is adequately represented at specific ACF regional undertakings in matters of departmental significance.

QUALIFICATIONS

Advanced University degree (Masters) preferably in medical sciences, nursing or social sciences.Minimum three years experience of nutrition programs at national coordination level (with at least 2 years experience in program implementation). Experience with capacity building of health systems in developing contexts.Experience with nutrition and coverage surveys, and rapid nutrition assessments.Clear understanding of child and gender protection issues in the field.Ability to work in a mainstreamed manner and analyze/capitalize institutionalized information.Good diplomatic and negotiation skills.Mindful and respectful towards local cultural specificities.Disciplined and able to work and arrive at decisions autonomously and with minimal guidance.Fluent in EnglishExcellent drafting and written skills.Significant experience with INGOs in recovery and complex emergencies.  Previous experience with partnerships and alliances is an asset.Proven management and coordination skills (HR, projects, and stress management).Proven ability to translate analysis and evaluation into operational planning and strategy.Experience with evaluations and monitoring as well as Program Cycle Management.Experience with donor communications.Advanced knowledge of donors’ guidelines and procedures (ECHO, UNICEF, OCHA, CIDA, EU, DFID, USAID, etc.)

Job Description:

• Responsible to ensure the effective implementation of all Infant and Young Child Feeding activities in operational districts. • Will manage and implement the strategies envisaged in all vertical programs in the district. • Deliver trainings and technical support for province and district level staff. • Liaison with all stakeholders including MoH. • Timely submission of statistical and narrative reports.
