Pakistan: Senior National Research Consultant (AOTP)

1. BACKGROUND:


The United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme (CP) 2010-15 with a focus on needs related to control of illicit trafficking of drugs and precursors, border management, criminal justice, drug demand reduction and HIV/AIDS control. In addition to other initiatives, various capacity building activities under this Programme (illicit trafficking and border management) have been started to technically support law enforcement agencies(LEAs) for enhancing their core capacity through the provision of foundational/specialist training and equipment. One such initiative relates to the development of a Customs Research Unit (CRU) at Directorate General of Training and Research (DGTR), Karachi with an aim to build research skills among the officers and staff of Pakistan Customs and conduct different research studies on topics of professional and technical competence in the fields of drugs control.


In order to react in a strategic manner UNODC Pakistan requires the services of a Senior National Research Consultant to supervise UNODC research activities in Pakistan Customs and provide support to research team during the course of data collection, compilation and report preparation.


The Senior National Research Consultant will report to the AOTP Programme Manager in Vienna who will be the supervisor of the project.


2. MAIN OBJECTIVES, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK.


Assignment objectives:


The Senior National Research Consultant will be based in the Pakistan Customs’ Directorate General Training & Research (DGTR) facility in Karachi. Together with AOTP staff in Islamabad and in collaboration with the Coordinator designated by the DGTR, he will be responsible for accomplishing the tasks, deliverables and targets set by the AOTP Programme Manager and COPAK. The incumbent will be tasked to chalk out research proposals on key drug related issues in Pakistan. He will be responsible to work out the research methodology, develop data collection tools like questionnaires, survey forms, etc and monitor the on-going research activities in Customs Research Unit. He will also be responsible for successful completion of research studies from data collection, feeding, synthesis, analysis and subsequently compilation of final publication of research report. He will be required to fulfil the project deliverables within specified time-lines. He will remain in close liaison with the research team and the DGTR designated coordinator in providing or arranging requisite training and guidance to the members of research team. He will work out the training needs of the research team and subsequently plan and design training programmes and training material to enhance their research capabilities. The Senior National Research Consultant will report to the AOTP Programme Manager in Vienna who will supervise this project. The management of COPAK will be advised on identified needs and issues that UNODC should address.


Expected Deliverables:


The incumbent will work closely with AOTP staff in Islamabad and DGTR designated coordinator in Karachi, to produce research reports on specific drug-related topics, quarterly newsletters and any other reports related to drug control in Pakistan. The Senior National Research Consultant will be responsible for discussing the progress of the project and its output with the Programme Manager located in Vienna.


The Senior National Research Consultant will be required to deliver the following.

Wok with the Customs research team on collecting and compiling data in order to prepare research reports, newsletters and any other reports according to timelines set by the Programme Manager in Vienna.Develop research methodology, data collection tools, questionnaires, surveys forms, interviews, sampling and other related research-related competencies.Report on the training needs of the research team and provide or arrange, with the coordination of COPAK, appropriate training to the team members for accomplishing the project tasks.Assess and suggest needs for improving the DGTR Academy’s library.Link the Customs research team activities with the UNODC’s Container Control Project.Hold regular meetings with UNODC Pakistan Office and DG DGTR of Customs.Submit a monthly report to the AOTP Programme Manager in Vienna. Formats will be determined by COPAK.Prepare regular updates about task completed or deliveredContribute to Afghan Opiate Trade Project related activities in Pakistan.

3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS


I. Academic Qualifications:


· Masters degree in Social Science, Economics, Political Science, Public Administration or similarly relevant discipline.


II. Years of experience:


· 10 years of professional experience with at least 3 years of relevant drug related research experience in Pakistan working on topics related to UNODC’s mandates. Working experience with any UNODC project will be preferable.


III. Competencies:


· Knowledge of the region’s drug related problems and particularly trafficking of Afghan opiates to Gulf countries, Africa, Europe and USA via air, land and maritime channels, knowledge of political, socio-economic and cultural dynamics is required.


· Capacity to advise and manage research related studies.


· Capacity to review documents and conduct interviews as part of background research.


· Capacity to produce scientific research products.


· Ability to analyse needs and formulate draft recommendations on appropriate responses for colleagues and management.


· Ability to produce concise reports and presentations.


· Excellent verbal and written communication skills in English. Working knowledge of Urdu and Pashto/Sindhi would be an advantage.


· Ability to work under pressure and to tight deadlines. Ability to meet deadlines and prioritize multiple tasks.


· Experience working with government authorities. Experience working with UN is an asset.


· Ability to evaluate analytically and impartially.


· Knowledge of politico-strategic issues related to Pakistan and/or other countries in the region is an asset.


· Knowledge and experience with customs of Pakistan is an asset.


· Knowledge of different softwares like SPSS, ArcGIS, MS Excel, MS Access will be preferrable.


4. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS.

5. FINANCIAL PROPOSAL


The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).


Travel;


All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the Consultant wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and National Research Consultant, prior to travel and will be reimbursed.


EVALUATION


Senior National research Consultant will be evaluated based on the following methodology:


When using this weighted scoring method, the award of the contract should be made to the candidate whose offer has been evaluated and determined as:


a) responsive/compliant/acceptable, and


b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

HIV Component of GFATM Round 9

CONTEXT

1.1 HIV Situation:

HIV/AIDS is becoming a devastating reality in Pakistan. Like other Asian countries, the HIV epidemic has moved from a ‘low prevalence, high risk’ to a ‘concentrated’ epidemic in the early to mid-2000s among key populations. According to NACP and UNAIDS estimates in 2013 Pakistan had about 83,468 people living with HIV (PLHIV), of which 7,568 PLHIV were registered in the 18 HIV centres and of the total registered patients   3,211 adult PLHIV and 70 children were on ART. Recent trends have shown a decline in the number of PLHIV registered at HIV treatment centres and those on ART. Key populations (KP) in Pakistan include people who inject drugs (PWID), hijra, or transgender sex workers (HSW), male sex workers (MSW) and female sex workers (FSW). Adolescents, orphans and youth have also been marked as vulnerable to contracting the disease. The geographic trend of the epidemic began with surveillance and programming initially in the major urban cities and provincial capitals with subsequent expansion to the smaller cities and towns.

 Evidence also suggests that certain other populations groups are also highly vulnerable and have shown signs of being infected. These populations include: spouses/intimate partners of PWID, MSW and HSW, imprisoned populations, street-associated adolescents and persons in certain occupational settings, including some cases of nosocomial infection. Migrant workers and their spouses are also increasingly vulnerable and were among the first HIV cases detected in Pakistan and continue to be the largest infected population group in the Khyber Paktunkhwa province. While evidence overwhelmingly calls for a focus on key populations and those at risk, it is essential that prevention strategies and HIV education programs be sustained for the general population.

Relative to the estimated number of PLHIV in the country, the number of registered PLHIV within the health care system remains low. HIV treatment, care and support facilities are available through 18 HIV treatment centres, 5 paediatric AIDS centres, 16 VCCT and 11 prevention of parent to child transmission (PPTCT/PMTCT3) sites. Under Global Fund Round 9 till now 18 CHBC sites have been established. 

1.2 Community and Home Based Care (CHBC):

CHBC guidelines were developed by NACP after extensive consultations with the stakeholders, research and conceptual development to improve access to HIV care and treatment support to PLHIV and their families. As community involvement in the care and support of HIV/AIDS is of paramount importance, the CHBC has been designed as a holistic care package that links service providers with patients and families through a continuum of care. These services include medical and nursing care, access to ARV treatment, health education, socio-economic support, nutritional support, psycho-social support and housekeeping.

Evidence has supported the effectiveness of CHBC programmes in resource-constrained settings in not only enabling the PLHIV to live and die with dignity but also in reducing the prevalence of HIV, achieving the clinical and prevention benefits of HIV as well as attaining high coverage of HIV testing.

OBJECTIVE

The main objective of this exercise is to revise National Guidelines for Community and Home Based Care and draft revised guidelines in light of recommendations. These guidelines will be used to improve the quality of CHBC services offered by various CHBC centres throughout the country. These guidelines will ultimately contribute to the sustainability, improvements, and scaling-up of CHBC services.

The guidelines document will provide a summative outline of the CHBC programme in Pakistan since its inception and the extent to which the CHBC services were meeting the set objectives provide recommendations to improve the current CHBC structure and services package in the country for better health outcomes.

QUESTIONS

The exercise of guidelines development should identify good and effective practices, successful guid-lines models, and recommend culturally appropriate, country specific guidelines that should cover/address the following areas:

Systematic review of existing CHBC guidelines to identify successful good practices, to what extent the current CHBC guidelines are in conformity with meeting the CHBC objectives and are  consistent with the needs, interest and circumstances of the vulnerable and most at risk groupsTo identify cost-effective CHBC models to provide holistic services to hard reach populations (IDUs, MSM, FSW and HSWs) and bring them into the folds of care and treatment Identify barriers, gaps, inconsistencies and estimate their relevance in achieving set CHBC targets, and put forward recommendations for improving the CHBC service package to improve the quality of life of PLHIV and their families.

METHODOLOGY

The development exercise will define culturally relevant and acceptable regional and global CHBC guidelines that have proven effectiveness, and then develop a tool to review and revise the existing CHBC guidelines. This can be done by undertaking a literature review of global CHBC guidelines, desk review of CHBC services packages in place/, assessment of the programmatic strategies and interventions, in relation to the expected outputs and outcomes of the CHBC services.

The consultant may also conduct field visits and hold focus group discussions, community meetings and interviews with the stakeholders and implementing partners to gain appraisal of CHBC working and services. Available secondary data as well as data from other published sources or research / studies may also be used.

The detailed methodology will be developed by the consultant and agreed by National AIDS Control Programme.

DELIVERABLES

The main deliverables are:

Draft of Revised CHBC Guidelines to be submitted for validation and review.Final CHBC Guidelines after incorporating inputs from the NACP.

Pakistan: Consultant Infant Young Child Feeding - Nutrition

Justification and Purpose of assignment

The nutrition indicators in Pakistan are amongst the worst in the world. In 2011, the first National Nutrition Survey (NNS) in a decade was conducted. It found that more than 40 percent of the children suffer from chronic malnutrition and over 15 per cent from acute malnutrition. These high rates are among the highest in region and have not shown any improvement over the decades. Micronutrient deficiencies are highly prevalent. Infant and young child feeding practices are poor and inappropriate. Furthermore, 58 percent of households in Pakistan are food insecure and 29.6 percent are considered to be living in a state of moderate or severe hunger. Food insecurity and under nutrition are largely a problem of inequitable access by the poorest and most vulnerable to an adequate and diverse diet. Low nutrition indicators are also an outcome of poor educational and low levels of knowledge about infant and young child diet and healthcare. Frequent childhood illness is also a contributing factor, especially illnesses such as diarrhea, measles and pneumonia.

Emergencies exacerbate the nutrition crisis in Pakistan. The 2010, 2011 and 2012 monsoon floods intensified malnutrition for populations that were already suffering from emergency levels of malnutrition before these disasters hit. Without immediate attention, this on-going nutrition catastrophe will continue to be a significant factor in the high morbidity and mortality rates of children in Pakistan.

The UNICEF Pakistan is currently carrying on a number of responsibilities to strengthen to scale-up coverage and quality of life-saving interventions. UNICEFs programmatic response in nutrition focuses on prevention chronic malnutrition and treatment of acute malnutrition to the most affected and deprived population. UNICEF is currently working in partnership with the government, other UN agencies and NGOs to strengthen the management of acute malnutrition, Infant and Young Child Feeding Practices, micronutrient supplementation in Pakistan. Key result areas aim to (a) increase coverage of integrated packages of high impact nutrition interventions, including life-saving interventions; (b) improve practices and; (c) enhance policy environment.

Nutrition emergency interventions, mainly Community Based Management of Acute Malnutrition (CMAM) are being implemented in emergency affected and food insecure district of Sindh, Punjab, Khyber Pakhtunkhwa and Balochistan Provinces with the support of UNICEF. The emergency response reached an enormous scale, reaching up to 870 locations by the end of 2012, at the peak of the emergency. However, quality in implementation, particularly concerning IYCF and development of capacities requires further attention and support to improve the performance and enhance the impact of the programme. UNICEF Pakistan would therefore like to hire an IYCF International nutrition expert to provide support to the implementation of the emergency nutrition programme in Pakistan. Furthermore the hired International consultant will contribute in development of IYCF community based program implementation in Pakistan.

Duty station

Islamabad, travelling to Lahore, Peshawar and Karachi, Pakistan

Objectives:

a) Develop a strategic Road Map (review that identifies problems and suggests approaches to help integrate and strengthen IYCF support in both preventive and treatment programmes)

b) Draft ‘Operational Guidelines for Community IYCF’ compatible and harmonized with CMAM Guidelines

c) Draft IYCF Partnership and Cooperation Agreements to introduce and strengthen IYCF component.

d) Strengthen delivery of IYCF-related services through updated job descriptions (ToRs) for CHWs, LHWs and related reporting protocols and tools

e) Conduct capacity-building activity: train Facilitators/Trainers (TOT) on Community IYCF, and mentor newly-trained Facilitators/Trainers for roll-out training

Deliverables with Tasks:

Deliverable 1: Road Map to Improve IYCF Programme Implementation.

Task 1.1: Review relevant documents including project proposals and monitoring reports to identify current challenges and problems hindering effective IYCF implementation and community mobilization.

This includes also discussions with UNICEF staff, implementing partners, monitoring partners, governments and other stakeholders and institutions involvement in the nutrition programme implementation. Field visits and community level interviews are to be conducted to complement information and allow data interpretation and contextualization.

Task 1.2: Review the outcomes of the IYCF/Maternal Nutrition Planning and Programming Workshop (January 2013) to contribute to the development of the Road Map.

Task 1.3: Formulate the road map report to improve the IYCF programme Implementation.

Deliverable 2: Operational Guidelines for Community IYCF, harmonized with CMAM Guidelines.

Task 2.1: Review the up-dated CMAM Guideline (2013) and the IYCF Guideline for Facilities.

Task 2.2: Develop interview guides for Task 2.3

Task 2.3: Conduct interviews: seek input into the process for development of the IYCF Operational Guidelines through consultative meetings (e.g., the IYCF Working Group, the CMAM Working Group); provincial input from Punjab (Lahore) , Sindh (Karachi), Balochistan, and Peshawar and submit Interview report.

Task 2.4: Draft IYCF operational guideline.

Deliverable 3: Templates for Partnership and Cooperation Agreements with the objective of introducing and strengthening the IYCF component.

Task 3.1: Review existing CMAM PCAs for IYCF introducing or strengthening the IYCF component.

Task 3.2: Update the templates for partnership agreements (PCA) with regard to the integration of IYCF activities within the narrative, the log-frame and the Implementing Partner’s (IPs) reporting requirements and system.

Deliverable 4: Updated materials to support Community IYCF (CHWs, LHWs,).

· Task 4.1: Coordinate with the Government to maximize / optimize the focus on IYCF through the review and recommendations for update of:

· Review and make recommendations for updating the TORs of community health workers, Lady Health Workers (LHWs), etc. with regard to IYCF

· Review training curricula and make recommendations for updates.

· Review existing IYCF-related communications materials and make recommendations for adaptation.

Review reporting procedures, protocols and templates currently used by LHWs and CHWs and make recommendations for updating.

· Task 4.2: Review the IYCF module of the nutrition information system and the reporting protocol updated by the Technical Working Group (TAG); and support the government in integration of information on IYCF into a government nutrition information systems (NIS) as a component of their ongoing HMIS or government reporting systems.

Deliverable 5: Capacity-strengthening/training on community-based IYCF.

· Task 5.1: Preparing training material for community –based IYCF TOT.

· Task 5.2: Conduct training for Facilitators/Trainers in Community IYCF [TOT]

Deliverable 6: Consultant mission report.

· Task 6.1: Draft mission report that will outline the key findings, gaps and key recommendations on a way forward for further submission to UNICEF, Pakistan for review and feedback.

· Task 6.2: Submission of final mission report with identified gaps and key recommendation with action plan which specify also the time frame against each key recommendations.

Time-Frame

80 working days.

Payment Terms:

30 percent of payment to be made upon submission of the detailed work-plan and first draft of the roadmap.

Final 70 percent of payment to be made on successful delivery of the remaining consultancy outputs.

International Consultant will be entitled for R&R, DSA, and terminal & travel charges as per UNICEF policy.

Qualifications or specialized knowledge/experience required:

Education

Advanced university degree in one of the disciplines relevant to the following areas: Public Health & Nutrition, International Health & Nutrition, Family Health & Nutrition, or other relevant discipline(s).

Work Experience

At least 8 years professional work experience in emergency and development nutrition, including behaviour change communication, and IYCF and CMAM

Experience in project implementation and operational aspects of partnership agreements for nutrition and IYCF implementation (i.e. PCA/FLA, requirements, rules and regulations, reporting and financial management).

Demonstrated experience to advance and update technical standards and guidelines to improve quality in implementation, including cooperation and communication skills dealing with partners at different levels.

Proven skills in capacity development at various levels, training experience.

Field experience in region of deployment.

Ability to conduct and document data analyses, including collating and presenting data, monitoring and evaluation, progress reporting.

Verbal and written fluency in English

Consultant Master Trainers-Trainings on Cutting,Stitching,Tracing & Traditional Latest Embellishment

2.1 Purpose

World Vision International needs the services of 04 Consultants/ Master Trainers (female) who will train women at community level at Jalozai Camp centers for six months for contributing towards the achievement of project objective.

2.2 Objectives

 By the end of the training, the participants will be able to:

To build capacities of the targeted group in Cutting, Stitching, Tracing and Embellishments  for enabling female trainees to compete in the existing market competitionTo enhance skills of potential entrepreneurs and artisan in production, operation and management of dresses and home décor enterprise.

3. Location of conducting the training

The training will be conducted in four vocational centers at Jalozai Camp Nowshera. Training sessions will be conducted at agreed training centers in each Phase.

4. Methodology

This training is interactive and trainer will directly educate and practically train the trainees on different techniques of Cutting, Stitching, Tracing and embellishments. WVI will provide all prerequisite materials and trainers will ensure to capacitate trainees until they get complete understanding of cutting, stitching, tracing  and other embellishments and its production within given time frame.

5. Deliverables and responsibilities of Consultant

Trainings/ Skills will be delivered in accordance with current markets demands. The duration of training sessions will be 6 hours daily. Communication medium for the master trainers will be local (Pashto) Language. It is expected that the trainer will encourage women entrepreneurs to actively participate and enable them to learn the skills through a positive learning environment. Whenever possible, the trainers will address the needs of the trainees, particularly in terms of session schedule and methods. Together with WVI project staff, the trainers will finalize the training schedule that will ensure the effective learning takes place.  Trainer will be responsible to keep daily attendance record.

WVI will arrange required reasonable location/ space during course of trainingProvide necessary materials and tools for trainingEnsure appropriate number of trainee’s presence in trainingWork out a plan of monitoring of training activitiesProvide a contact person to address any concerns or difficulties the trainers may encounter and to oversee the entire training processProvide any financial agreements that are stated in these ToRsThe project staff will collect progress reports on regular basis from trainersWVI will provide separate contract to each consultant/ master trainer and payment accordingly

7. Timeframe

The contract will commence on December 01, 2014 and will last till May 31, 2015 with the completion of all the agreed deliverables. All the final reports and documentation are to be submitted to WVI upon completion of the contract period.

8. Logistics

Arrangements for mobility of consultant would be the sole responsibility at her own expense and will not claim for any financial provision for it from WVI.

Consultant Master Trainers-Trainings on Cutting,Stitching,Tracing & Traditional Latest Embellishment

2.1 Purpose

World Vision International needs the services of 04 Consultants/ Master Trainers (female) who will train women at community level at Jalozai Camp centers for six months for contributing towards the achievement of project objective.

2.2 Objectives

 By the end of the training, the participants will be able to:

To build capacities of the targeted group in Cutting, Stitching, Tracing and Embellishments  for enabling female trainees to compete in the existing market competitionTo enhance skills of potential entrepreneurs and artisan in production, operation and management of dresses and home décor enterprise.

3. Location of conducting the training

The training will be conducted in four vocational centers at Jalozai Camp Nowshera. Training sessions will be conducted at agreed training centers in each Phase.

4. Methodology

This training is interactive and trainer will directly educate and practically train the trainees on different techniques of Cutting, Stitching, Tracing and embellishments. WVI will provide all prerequisite materials and trainers will ensure to capacitate trainees until they get complete understanding of cutting, stitching, tracing  and other embellishments and its production within given time frame.

5. Deliverables and responsibilities of Consultant

Trainings/ Skills will be delivered in accordance with current markets demands. The duration of training sessions will be 6 hours daily. Communication medium for the master trainers will be local (Pashto) Language. It is expected that the trainer will encourage women entrepreneurs to actively participate and enable them to learn the skills through a positive learning environment. Whenever possible, the trainers will address the needs of the trainees, particularly in terms of session schedule and methods. Together with WVI project staff, the trainers will finalize the training schedule that will ensure the effective learning takes place.  Trainer will be responsible to keep daily attendance record.

Pakistan: Consultant – Architectural Planning and Design

BACKGROUND

The UNODC Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme (CP) for Pakistan (2010-15) with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS. Within the criminal justice component of the CP, UNODC Pakistan is charged with improving the training capacity of criminal justice personnel of Pakistan including prisons.

In order to properly fulfil this role, COPAK requires the services of a national consultant with a background in architecture and civil engineering for construction of a Prison Staff Training Institute at Nara, Hyderabad.

MAIN OBJECTIVES, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK.

The position will provide support to the Criminal Justice sub-programme in Pakistan for establishment of a training platform by building a new staff training institute for Sindh prison department. The position also requires travel to Hyderabad, Sind to visit the site and preparation of drawings, layout plans for the institute. In addition, the consultant will perform site supervision to ensure that the work is being carried out according to the construction designs. The consultant will report to the Programme Coordinator/Criminal Justice Advisor and work closely with National Programme Manager - Prisons.

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

Under the strategic guidance and supervision of the Country Representative and the Programme Coordinator/Criminal Justice Advisor, the Architectural Planning and Design Consultant will undertake the following substantive duties and responsibilities:

STTA Consultant: Manager Value Chain - Citrus

A. ASSIGNEMENT

To build the capacity of the harvest and postharvest actors in kinnow to improved management and post-harvest practices through on-farm and off farm demonstrations and hands-on training with follow up of performed activities. 

B. SPECIFIC TASKS OF THE CONSULTANT

Under the scope of work, the consultant shall use his experience and knowledge of best practices to accomplish the following:

Deliver training for kinnow farmers, contractors and packers work force to reduce postharvest losses of kinnow and involve developing training material;Ensure  implementation of work plan (technical assistance, training) allocations necessary for the timely and successful completion of the project work plan tasks and the achievement of component goals and objectives;Ensure that the scheduling, technical, and documentary attributes of component actions and related data are fully up to date in the project work plan;Assist in ensuring the scopes of work and other project documentation are compliant with project policies, consistent with achieving the overall component goals and objectives, and up to date in the project work plan;Ensure that all necessary routine and ad hoc reporting on component activities provides a timely, high quality, and accurate reflection of the component’s progress toward its goals and objectives and are acceptable to the Project;Coordinate in the information gathering requirements as indicated by the M&E Department;Maintain high ethical standards at all times, avoiding any actual or perceived conflicts of interests;Any other duties as assigned by VC Lead-citrus.

C. DELIVERABLES

Conduct field training on the sites of kinnow farms, pack houses on  harvesting and post-harvest practices;Extending Best Harvest and Postharvest Practices and technologies to the kinnow farmers, contractors labor and pack house work force on grading, packaging and storages at Bhalwal;Identification of harvest tools, and technologies equipment to introduce among the postharvest actors;Strengthen the harvest and postharvest management of kinnow harvest and post-harvest actors with aim to reduce postharvest losses, increase income and creation of jobs;Present economic difference by adoption of best practices;Monthly planning and progress reports;Submission of monthly timesheets which should be approved by his direct supervisor.

D. DURATION, TIMIMG AND SCHEDULE

The consultant will use his services for a period of 03 months, starting from the beginning of November 2014- January 2015 (extendable on the need basis of Project activity), working five days a week.  The consultant will spend the later part of his assignment in promoting management practices and will also develop market linkages.

E. REQUIRED QUALIFICATIONS

M.Sc (Hons) Horticulture with two years of practical experience of harvest, postharvest handling of kinnow;Experience of successfully Implementation of modern techniques/technology  at kinnow harvest, pack house level handling, postharvest treatment ,grading, sorting, packaging and export of kinnow;In-depth technical knowledge and experience of   kinnow on Harvest, post-harvest handling;Ability to work independently; self-motivated with excellent time management and organizational skills;Knowledge of the local context, culture and languages is required.

SOS Children’s Village Somalia and Somaliland, a branch of SOS Children’s Villages International is a Non-Governmental organization (NGO) which is non-sectarian, non- partisan and non – profit making organization. Its core mission is to provide care and support for children who are at risk of or have lost parental care. Presently we work in five project locations of Mogadishu and Baidoa (South and Central Somalia), Berbera, Hargeisa, and Sheikh (Somaliland) in the areas of child care, education, health and emergency programming. Under its flagship health program, SOS runs a Mother and Child Referral Hospital in Mogadishu that see over 200,000 patients annually across primary health care and comprehensive in-patient and also runs a nursing school that acts a research and a practicum site for local medical teaching universities.SOS Somalia/Somaliland intends to raise its visibility both locally and internationally, as it looks build strong partnerships with other INGOs, government, local communities and donors. In light of this, we are looking for a communications consultant.The objective of the assignment is to document case studies and capture viable photos of the programs of SOS. The intent is to get write-ups and visual material that will raise the public profile and visibility of SOS Children’s Villages Somalia/Somaliland and in addition to contributing to its fundraising efforts.The consultant will be expected to travel to the two regions where SOS runs its program in Somalia and Somaliland. Media Consultant for Public Events/ Public Awareness Department


General Summary:

The objective of the USAID Firms Project is to develop dynamic, internationally competitive private sector, small and medium enterprises (SMEs), by working directly at the firm level and by improving the overall policy and regulatory environment to accelerate sales, investment and job growth to undercut the basis of extremism. Socio-economic stabilization of vulnerable areas in Pakistan is in the strategic interest and has been an urgent priority for the U.S. Government. The primary pre-requisite for this stabilization is a robust and competitive private sector resulting from a market-driven economic environment and enabling policies.

 Objective of the Consultancy:

To promote positive coverage of the event by ensuring various mediums (print, electronic and web) carry the news to create awareness regarding the project.

The media consultant will contact and engage the international, national, vernacular and social media professionals to achieve the aforementioned objective and impact. The consultant will perform the following specific tasks within/ on the stipulated deadlines

Pre event activities:

Meeting with the Public Awareness and Technical team for inception/orientation on the project, at the USAID Firms Project Islamabad office on a day after the contract is awarded.Determine and provide a list of 15 senior media representatives (editor and bureau chief level) to be invited as guest participants. The list with contact details and Computerized National Identity Card (CNIC) numbers should be shared within two days after attending the orientation/inception.Determine and provide a list of electronic and print media (international [such as VoA & BBC Urdu Service], national and vernacular,) who will be covering the event along with a list of online bloggers. The list with contact details and CNIC numbers should be shared with the project at least three days before the event.Send invitation cards along with a media briefing note and USAID Firms Project one pager to the prospected list at least two days before the event determine a list of preemptive regular FAQs, and wild card negative questions which media might pose to the project's officially designated spokespersons. These FAQs can be crafted on the kind of questions the media consultant has countered during the in-person meetings. Assist in developing answers to the listed questions which are politically correct and help project steer clear of any negative publicity in the media. This needs to shared with PA at least one day before the eventObtain confirmation from the prospected invitees and share confirmed list of participants with the project at least one day before the event Translate and typewrite English text of approved event press 

Event day activities:

   Ensure all media representatives are registered on the attendance sheet with the project team  Ensure all media representatives receive the media kit.(pen, paper, press releases in English and Urdu)   Guide the media reps for coverage to the designated points, including media enclosure, and vantage points for photo-ops and television coverage  Immediately disseminate approved event press release in English and Urdu, photo or many content provided by the project to the predetermined media professionals in the international, national, and vernacular media. Facilitate media interviews of USG and GOP (Government of Punjab and Government of Sindh, Line Department Representatives) VIPs at the event. Immediate dissemination of the approved press release for the event or any content provided by the Firms Project, to minimum 35 national dailies, confirmed publication in17 major newspapers but not to limited to Dawn, The News, Express Tribune, Daily Times, Business Recorder, Pakistan Observer, The Nation, Pakistan Today, Jang, Nawa-e-Waqt, Ausaf, Din, Daily Dunya, Express, Jinnah, Khabrain, exclusive of online publications. Issue a press release to minimum 15 vernacular print media outlets, exclusive of online publications, in the Punjab and Sindh separately for the information consumption of local communities.  Ensure participation and dissemination of press release to minimum 5 news agencies, including but not limited to,AAP, PPI, Sana News, Online, NNI, AFP.  Ensure news report in minimum 15 national news channels, confirmed telecast in 11leading channels but not limited to, PTV, GEO News, ARY One, Aaj TV, PTV News (English), Dawn News, Express News, Dunya News, SamaaTV, Waqt News, ATV. Ensure news report in 5 regional news channels.Ensure news report in minimum 15 radio channels, confirmed broadcast in the following 13 but not limited to, Pakistan Radio (Isl, Lhr, Khi), FM I00 (Isl&Lhr), FM 101 (Isl, Khi, Hyderabad), Radio Buraq, FM 89, Apna Karachi 107, VoA, BBC Urdu Service, exclusive of online radio. Ensure news report in minimum 10 regional radio channels for the Punjab and Sindh.Ensure that the event and objectives of Firms Project Closeout Event are highlighted through 3-5 blogs on the mainstream blogging sites/ newspaper blog sites (e.g. Word press, Tribune Blogs et’ al.)

Post event activities:

a)    Collate the present media coverage (offline, online, broadcast media) appeared on the next day of the event and share with the project in form of a report , scanned clippings and screen shots to be appended with the report immediately on the next day of the event.

b)    Prepare draft report of complete media coverage (offline, online, broadcast media) on the same report format to be shared with the project within two days after the event 

c)    Share original press clippings, news report recordings (TV and radio) within four days after the event

Minimum Bachelor's degree in media, communications, public relations or other relevant subjects. Relevant certifications and training will be a plus.Minimum three years of professional media and public relations experience specific to events and promotional programs.Specialization in public relations and media awareness preferably of social and developmental work.Previous experience and understanding of local and vernacular media.Excellent oral and written communications skills in both English and Urdu.Ability to speak local languages would be a plus.

The primary duty station of this consultancy will be Islamabad. The consultant may be required to travel to Lahore office.

The consultancy is expected to commence on Sept 22, 2014 till Oct 30 , 2014

List of  15 senior media representatives (press, electronic and broadcast) with contact details and NIC numbersList of media representatives (press, electronic, broadcast, social) for event coverage with contact details and CNIC numbersList of preemptive FAQs for the project's officially designated spokespersonsHigh level presence of media (press, electronic and broadcast) on the day of the event.List of the media houses / newspapers (both online and offline) with whom the press release was shared.Provide a complete assignment report and clippings dossier including:Summary of coverage including list of print publications (online and offline), broadcast news reports title, date, carrier and photographClippings and screen shots of event coverage, in the national media and online publication.

Introduction of organisation:

In September 2010, 11 likeminded national, International and disable people organizations (Expert organizations primarily facilitating older persons and/or persons with disabilities through their programs) joined their hands and formed Ageing &Disability Task Force to make the difference in the lives of older persons and persons with disabilities in, during and after any form of disaster. ADTF is also working as sub cluster under protection cluster in Pakistan since its inception.

HelpAge international is hosting ADTF secretariat since January 2013 and is one of the founding members. A UK based international NGO working with older men and women fulfil their potential to lead dignified, active, healthy and secure lives. HelpAge international works with the partners to ensure that people and stakeholders in Pakistan including the government, INGOs, UN, NGOs, media, and academia understand how much older men and women contribute to society, and that they must enjoy their right to healthcare, social services and economic and physical security. HelpAge is actively engaged and contributing in Humanitarian and development sectors since 2005. (www.helpage.org )

Scope of Work:

ADTF’s scope of work also includes awareness raising on specific risks and gaps faced by persons with disabilities and older persons in humanitarian assistance through networking and collaboration with government, donors and other stakeholders. ADTF secretariat also strives to improve inclusive information and information sharing about persons with disabilities and older persons in emergencies. We also understand that mainstreaming aging & disability concerns specifically in DRR is a momentous task, therefore ADTF strongly believes in collaborating and networking with other civil society organizations. ADTF also have affiliate members which are not experts on aging and disability but intends to work on inclusive DRR approach and have also shown resolute to make their humanitarian programs inclusive. There are following vital components of the ADTF's scope:

Technical inputs to humanitarian tools to ensure inclusion of PWDs and OPs in policy level interventions and legal and humanitarian tools.Training and development of humanitarian actors, extending hands on technical expertise to make their programs inclusive of ageing and disability.Developing technical guidelines, checklists, and IEC material on technical facilitation of all the relevant stakeholders.Information management and dissemination among ADTF members ensuring affective coordination on disaster response and planning.Representation of ADTF on various national and international platforms, highlighting challenges and concerns of older people and persons with disabilities in emergencies.

Background of activities of Consultancy:

You will lead a challenging assignment as technical expert on disability inclusive drr, to help stakeholders to appropriately carry-out disability inclusion in to their DRR projects. You will be part of small secretariat team and will be in touch with project steering committee for continuous guidance on the deliverables.

To formulate resource kit for the inclusion of persons with disabilities (men, Women, Children with physical, visual , hearing, speech and intellectual/learning challenges) in all phases of DRR projects, in the context of Pakistan, in line with existing developed material to avoid duplication.To develop training modules on the bases of resource kit on disability inclusive DRR, for facilitation of master trainers ToT on "how to include"To facilitate 7 days master trainers Tot on disability inclusive disaster risk reduction for producing technical trainers on the subject.

Tasks & Responsibilities:

Desk research on the existing guidelines for the inclusion of PWDs (physical, visual, hearing, speech, and intellectual) in to DRR projects.Compile an outline of resource kit on DIDRR.Present the draft outline of resource kit on DIDRR in project steering committee and seek technical inputs to finalize.Develop a draft version of the resource kit on didrr and share it with project steering committee.Finalise the resource kit on DIDRR.Develop first draft of training modules on the inclusion of PWDs in DRR on the bases of approved resource kit. Underline group activities, and overall content in the modules to be used in the training i.e. existing documentaries/best practices etc.Hold review meeting on the draft training modules with project steering committee.Finalise the training modules.Facilitate 7 days master trainers ToT on disability inclusive DRR for humanitarian professionals in Islamabad, covering physical, visual, hearing, speech, and intellectual disabilities.Make final changes in modules on the basis of lessons learnt.

Deliverables:

Printable approved soft version of resource kit on DIDRR.Printable approved soft version of a training modules on inclusion of disability in DRR.

Duration and timeline:

The proposed duration of assignment will be 90 days.

Consultant's profile:

Qualifications and competencies of consultant (company, academic institute or individual)

Multidisciplinary background such as master in international development, economics, sociology, and environmental and conflict studies.at least 7 to 10 years experience in DRR, modules development, and resource kit development, and preferably with inclusion of persons with disabilities in development planning and implementation.Demonstrated knowledge and experience with DRR policy and programming.Proven strong analytical skills.Experience in developing technical materials (resource kits / toolkit, modules, and guidelines etc).Experience and skills in advance facilitation and/or training of program level staff.Experience in developing curriculum for trainings (preferable for DRR related trainings.Knowledge of the current Pakistan context.Knowledge of relevant computer packages.

General conditions:

No contract may commence unless the contract is signed by both parties.The consultancy firm will be required to submit all the above two documents (mentioned in the tasks) both in hard and in soft copy at the end of the contract.All the finalized documents will be the sole property of Ageing and disability task force and the consultant will not be allowed to reproduce or share them with anyone without prior approval from secretariat.Final payment to the consulting firm will be dependent on the completion of deliverables (to be specified in the contract) as well as handover notes and relevant data.How to apply:
