Pakistan: Pakistan - Strengthening Legislative Institutions - Senior Expert Communication

Overall Objective:

To support the democratic process and the promotion of human rights in Pakistan.

Purpose:

To advance the functioning of Pakistan parliamentary institution, in particular Pakistan provincial assemblies, through effective legislation, strengthened policy and budget oversight and enhanced representation.

Position Description:

Key Expert 4: Senior Expert· Communication (full time position)

The Communication expert shall lead in the advice, conceptualisation, implementation and oversight of actions related to Result 3 of this project relating to improving the transparency and accessibility of assemblies. The expert will lead on the development and implementing communication strategies, increasing the Assemblies' capabilities to disseminate information to the public for more participatory governance and to deliver timely information and documents to the members. The expert will work closely with the Secretariat's respective branches, Parliamentary leadership, Committees, media. Together with the other experts, the expert will also assist on effective parliamentary and Committees' engagement with the media and the public (civil society, lawyers' for a, bar associations, think thanks) for provision of input into parliamentary legislative and oversight business) and for improving the quantity and quality of media reporting on parliamentary business.

Qualifications and skills:

University degree at Masters' level in media and communication, public relations, law, in social and/or political science, public administration or related discipline with experience of at least 15 years.Excellent leadership, management, communication (written and oral), networking and reporting skills;Excellent analytical skills and ability to conceptualise policy formulation within the subject area.Ability to work at senior parliamentary level; ability to work under pressure and to meet strict deadlines;Proficiency in written and oral English language. General professional experienceAt least ten years professional experience working with/in media and/or communication/and or Public Relations (PR).Experience with international donor-funded programmes or experience on management position preferred.Exposure to international parliamentary practices in the areas of communication/PR is an advantage.Specific professional experience:In-depth understanding of and experience with media, in the sectors of communications as well as public relations;Experience in strategic communications, development and implementation of communication strategies and systems for the public administration, private sector and/or legislative sector (parliament).Solid knowledge of digital media, communication and outreach, and web content management system and process.Understanding of information and communication technologies is an advantage .Experience in liaising with civil society, lawyers' for a, bar associations, think thanks, public administration and others;Knowledge of the concept and practice of the representation function of the parliament involving timely and quality public outreach and public input into parliamentary business.

Project Description:

The project will work with the four Provincial Assemblies in the areas of:

Institutional development through Strategic planning;Rules of procedure especially as regards effective committee functioning in law-making, oversight and representation;Capacity building for parliamentarians and committees;Strengthening the Secretariat structure and human resource policy;Work with Secretariat Branches;Work in the area of the transparency of the assemblies towards the public by keeping the public informed about the assembly's work and promoting public input into policy-making.

Special attention is given to enhancing the Committee system and enabling Committees to:

Monitor, review and exercise the oversight function of the executive, both in terms of fiscal matters such as budget scrutiny and in terms of formulation, expenditure and audit and in execution of laws and policies;Empower Committees to undertake better law-making; and,Ensure strong Secretariat input for the Committees' work.

Priority is also given to establishing mechanisms for involvement of think-thanks, academia, research institutions and civil society in the Committee decision-making as element of the parliamentary representation function.

Parliamentarians and Secretariat staff of the Legislative Assemblies of Azad Jammu and Kashmir and Gilgit-Baltistan will also be included as much as possible in capacity building interventions for Provincial Assemblies.

Results to be achieved by the Contractor:

Result 1: Strengthened institutional development process and frameworks of assemblies and better equipped elected representatives, select committees and other parliamentary bodies at provincial level;

Result 2: Strengthened assemblies' secretariats at provincial level;

Result 3: Improved transparency and accessibility of provincial assemblies.

Geographical area to be covered

The main focus of the programme is the Pakistan four Provincial Assemblies. Hence, the activities will be carried out in the four provincial capitals (Karachi, Lahore, Peshawar and Quetta). Support however as possible should also be extended to the Legislative Assemblies of Azad Jammu and Kashmir and Gilgit-Baltistan. Some activities may also take place in the federal capital Islamabad.

Duration and Location:

The intended start date is April 2015 and the period of implementation of the contract will be 48 months from this date.

Key Experts will be full time positions.The project will be implemented in Lahore, Karachi, Peshawar and Quetta.The project team shall be available for regular travel to the four provincial capitals.Key experts and senior non key experts (full time) are expected to travel once a month.Lahore, Karachi, Peshawar and Quetta are considered as normal places of posting for the four key experts and for the senior non key experts (full time) numbers 1, 2 and 6) The technical assistance team will have its main office in Lahore, where the Punjab Provincial Assembly is located, preferably in the vicinity of the Assembly's premises. The four key experts and the senior non key experts (full time) numbers 1, 2 and 6 will normally be seated there.

Pakistan: Pakistan - Strengthening Legislative Institutions - DTL / Senior Expert Strategic Planning and Committees

The Deputy Team Leader/Strategic Planning and Committees' expert will lead on the strategic advice, conceptualisation, implementation and oversight of actions related to Result 1 and Result 2 of the project and in particular to the assistance for Strategic Plans exercise, overall systematic committee support and strengthened committee functioning (review/amendment of Rules of Procedure), Human Resource assessments and parliamentary cardre for the Secretariat. To perform these tasks, the expert will be supplemented by long term and short term senior expertise as well by the junior expertise.

• University degree at Masters' level in social and/or political science, public and/or business administration, law, economics or related discipline or with experience of at least 15 years;

• Excellent leadership, management, communication (written and oral), networking and reporting skills;

• Ability to work at senior parliamentary level; ability to work under pressure and to meet strict deadlines;

• Proficiency in written and oral English language.

At least ten years professional experience in parliamentary-related work and/or public administration, extensive experience in institutional strengthening and strategies, institutional capacity-building, parliamentary committee system and Rules of procedure;Experience in project management, including in the design, budgeting, implementation and monitoring of projects, preferably related to parliamentary or public administration affairs.Exposure to international committee parliamentary practices is an advantage.Experience with EU procedures is an advantage.Experience with parliamentary committees functioning, parliamentary Rules of Business and in strategic planning.Experience in institutional related support to public administration, the legislative sector and/or the private sector and in matters pertaining to oversight of the executive in developing countries.Experience in cooperating with donors, international organisations, public administrations and civil society.Good familiarity with gender concepts.

Purpose:

To advance the functioning of Pakistan parliamentary institution, in particular Pakistan provincial assemblies, through effective legislation, strengthened policy and budget oversight and enhanced representation.

Position Description:

The Team Leader will support the EU Delegation, the Assemblies' stakeholders and the technical assistance team in achieving the overall objective and purpose of the project. In particular, the Team Leader will lead the technical assistance team in assisting, supporting and building the capacities of the Provincial Assemblies and Legislative Assemblies to strengthen the three parliamentary functions and the performance of the Assemblies. The Team Leader is responsible for the overall project coordination and execution, including (but not limited to) supervision of professional staff and experts, establishment and review of programmatic and budgetary priorities, submission of required work plans and reports, and communication and coordination with all stakeholders. The Team Leader will also assist the EU Delegation in tasks related to the facilitation of donor coordination as well as in task related to the Project Steering Committee and specific working committees for the four Provincial Assemblies.

ln the above tasks, the Team Leader will be supported by the Deputy Team leader/Senior expert for Strategic planning and Committees, who will deputise when the Team Leader is absent, or in those occasions he/she is requested to do so by the Team Leader.

• University degree at Masters' level in social and/or political science, public and/or business administration, law or related discipline or with experience of at least 15 years;

• Excellent leadership, management, communication (written and oral), networking and reporting skills;

• Ability to work at senior parliamentary level; ability to work under pressure and to meet strict deadlines;

• Proficiency in written and oral English language.

• At least ten years professional experience in the field of development work related to parliamentary work, institutional development and strengthening, public administration, good governance, institutional and civil society capacity building, political parties' development, and/or other areas related to formulation of public policy and/or scrutiny, including five years of management experience. Prior experience of a combination of all these areas is an advantage.

Experience in project management, including m the design, budget preparation, implementation, and monitoring of projects and programmes, preferably in parliamentary institutional development.Experience on a management position or as project Team Leader.Experience in working in multi-donor context; Experience in EU funded cooperation projects is an advantage.Experience with EU procedures is an advantage.Sound knowledge of EU policies and programmes in the area of human rights, democratisation and good governance is an advantage.Good familiarity with gender concepts.Experience in managing comprehensive parliamentary development actions.Good knowledge of and working experience in the areas of parliamentary work including provision of technical assistance.International parliamentary experience and/or exposure to international parliamentary practices.Experience in providing institutional support to public administrations/parliaments in matters pertaining to parliamentary regulatory frameworks and processes in developing countries.
