About the project:

The objective of the project is to support the functioning of Pakistan’s parliamentary institutions, in particular Provincial assemblies, through effective legislation, strengthened policy and budget oversight and enhance representation.

The project will work with the Provincial Assemblies of Balochistan, KP, Sindh and Punjab on the parliamentary institutional development through strategic planning, support for effective committee functioning in law-making, oversight and representation, enhancing the capacities of the parliamentarians and committees, support to the Secretariat branches, improving the transparency of the assemblies towards the public, and promoting public input into policy-making.

Objectives of the role:

The Team-leader will be responsible for overall project implementation, coordination and supervision of the whole Technical Assistance Team, long-term and short-term experts to be deployed at national and provincial level.

The location of the position is to be confirmed (Islamabad or provinces).

The Team Leader will be the primary point of contact for the EU Delegation and Government officials.

Length of the project: 48 months (4 years)

Start Date: February 2015

Qualifications and Skills:

A university degree in social and/or political sciences, public policy and administration, Law, Economics, Public Finance Management or relevant discipline, or equivalent experience of at least 20 yearsExcellent leadership, management, and communication skillsAbility to work at senior levelProficiency in English. Knowledge of Urdu is an asset

General Professional Experience:

At least 10 years of experience in international development, in fields related to public administration reform, Good governance, institutional strengthening, legislative strengtheningAt least 5 years of experience working in developing countries, preferably in South AsiaExperience in volatile and/or post-conflict environments is an assetExperience in Pakistan is an assetExperience managing international donor-funded programmes, preferably EU-funded. Knowledge of EU procedures is an assetProven experience in large-scale project management (including staff management, budget implementation M&E and reporting)Professional experience working in a multi-donor context

Specific Professional Experience:

Proven experience managing large-scale training programmes, preferably related to legislative strengtheningAt least 8 years of experience in one or more of the following areas: legislative strengthening and support to Parliamentary work, decentralization processes (fiscal, political, and administrative) and support to local authorities, Public Administration Reform, capacity-building, planning and budgeting for sub-national institutionsGood knowledge of and working experience in relation to Parliamentary strengthening in developing countries, including support to parliamentary committees for oversight and legislation, legislative electoral reforms, and enhancing public input into the parliamentary decision-making process
