About the project:

The objective of the project is to support the functioning of Pakistan’s parliamentary institutions, in particular Provincial assemblies, through effective legislation, strengthened policy and budget oversight and enhance representation.

The project will work with the Provincial Assemblies of Balochistan, KP, Sindh and Punjab on the parliamentary institutional development through strategic planning, support for effective committee functioning in law-making, oversight and representation, enhancing the capacities of the parliamentarians and committees, support to the Secretariat branches, improving the transparency of the assemblies towards the public, and promoting public input into policy-making.

Objectives of the role:

The Senior Legislative Strengthening expert will lead the strategic formulation and implementation of activities related to the enhancement of parliamentary oversight of legislation, legislative electoral reform and enhancing public input into the decision-making process. He may support and coordinate long-term/short-term experts based in the Provinces.

Length of the project:48 months (4 years)

Start Date: February 2015

Qualifications and Skills:

A university degree in Public Policy and Administration, Law, or a relevant directly related discipline, or relevant experience of at least 20 yearsExcellent team management skills and adaptabilityExcellent communication skillsProficiency in English and excellent report writing skills. Knowledge of Urdu is an asset

General Professional Experience:

At least 10 years of professional experience related to legislative strengthening and parliamentary work, public administration reform, and institutional capacity-buildingProfessional experience in developing countries, preferably in South AsiaExperience in volatile and/or post-conflict environments is an asset. Experience in Pakistan is an assetAt least 5 years of experience working on or managing large and complex programmes, coordinating with Government authoritiesExperience working with the EU and knowledge of EU procedures is an asset

Specific Professional Experience:

At least 8 years of experience related to parliamentary strengthening, including: strategic planning, support for effective committee functioning in law-making, oversight and representation, support to Secretariat branches, improvement of transparency of Parliament activities towards the public, set up of mechanisms to promote public input into the parliamentary decision-making processExperience in relation to legislative electoral reform and Human Rights standards is an asset
