Pakistan: Communications Coordinator
The Program
The Citizens’ Justice and Peace Programme (CJPP) aims to contribute to strengthening KP state responsiveness to citizens’ security and justice needs and to the restoration of trust between KP citizens and the state.
The project includes a 34-month implementation from Sep’15 of technical assistance for capacity building of Khyber Pakhtunkhwa security and justice institutions in the areas of policy planning, resources and financial management as well as around specialised departmental matters. Capacity building assistance will also be extended to civil society to improve its oversight function on the delivery and impact of policing services.
The Programme has three results:
Result 1: KP Government’s strengthened capacity to formulate, implement and monitor policing policies and plans and improved conditions to sustain reforms for effective and professional provision of public security and law enforcement.
Result 2: Improved civil society’s ability to monitor and assess the impact of the projects’ activity on community police relations, the delivery of security-related services by the police and police approach to communities
Result 3: Communication and Visibility – implement visibility activities appropriate to the project in compliance with the latest Communication and Visibility Manual for EU External Actions concerning acknowledgement of EU financing of the project (see https://ec.europa.eu/europeaid/funding/communication-and-visibility-manu…).
The Position
The Communications Coordinator will be responsible the effective delivery of Result 3: Communication and Visibility in compliance with the latest EU Communication and Visibility Manual.
The Communications Coordinator will lead on Result 3 activities including:
- Development and implementation of the CJPP Communications and Visibility Plan
- Other planning and implementing activities to raise the programme’s profile, public awareness and ensure that it complements CJPP objectives.
Support the CJPP Programme Manager, Team Leader and Key Experts 1 and 2 in reporting their work through event management, production of public information material, and media management in line with Communications and Visibility manual for EU.
Below are main areas of responsibilities for this role.
- Media outreach and management (drafting press releases, pitching stories to media, arranging interviews with programme staff/stakeholders and so forth).
- Public relations management.
- Produce public information material about the programme.
- Ensure compliance with branding requirement in line with latest Communication and Visibility Manual.
- Produce periodic reports for stakeholders and donor
- Provide media updates on issues affecting the programme
- Work with all team members to produce required public information material related to their specific work.
- Manage social media
- Support to Results 1 and 2 (e.g. mirroring) and their event management
The Person
Essential:
- Master degree in Communications, Social Sciences, Behavioural Sciences or a field of relevance.
- Demonstrated 06 years of experience in Communications preferably in multi-donor funded environment
- Demonstrated knowledge of Media and communication
- Proven experience working with government stake holders, donor agencies and external media agencies
- Demonstrated at least 03 years’ experience in Khyber Pakhtunkhwa
- Advanced communication skills, including active listening skills and excellent written communication.
- Exceptional interpersonal and skills and an ability to work collegially with team members and stakeholders.
- Ability to think clearly and logically.
- Ability to allocate and review priorities to meet deadlines.
- Flexibility in approach and an ability to adapt to varying demands.
- Proven skills in problem identification and resolution.
- An ability to translate high-level objectives into action planning.
- Proven ability to live and work in conflict affected and/ or hostile environments.
- Working knowledge of the Microsoft Office suite.
Desireable:
- Pashto and (UK) English language
- Previous experience working in the region.
- Specific software skills/Designing tools
- Previous experience working in EU/donor funding environments.
Programme Background:
CJPP is a two-year EU-funded programme (September 2015 to June 2018) aimed at improving KP’s Home and Tribal Affairs’ Department and KP Police’s responsiveness to citizens’ security and justice needs by strengthening their institutional capacity, inter-departmental coordination, and community engagement.
To achieve this, the programme operates on the demand side (the community) and the supply side (KP Police and Home Department) of security and justice.
On the supply side, the programme:
- Analyses existing policy and budgetary planning processes and propose revisions accordingly.
- Strengthens the regulatory framework to improve the performance of the criminal justice system, both on governance areas, as well as specialised areas of targeted departments.
- Establishes or consolidate inter-departmental and/or departmental units to oversee the implementation and progress of introduced reforms.
- Maintains regular coordination with donors on agreed upon policy dialogue platforms such as the Strategic Development Partnership Framework (SDPF).
On the demand side, the programme:
- Designs methodologies to monitor citizens’ perception of security and justice services, specifically in areas related to community engagement and accountability.
- Build the capacity of local CBOs to apply the methodologies.
- Disseminate the findings of perception assessments applied by local CBOs to police for improved performance.
- Engage in regular impact assessment of activities in support of police professionalism
- The programme works at Provincial level and across the Districts of Malakand Division in Khyber Pakhtunkhwa.
Citizens’ Justice and Peace Programme
The EU funded Citizens’ Justice and Peace Programme (September 2015 – June 2018) is implemented by Coffey International Development Pakistan and its purpose is to:
- Strengthen Khyber Pakhtunkhwa security governance and organizational structures at provincial and local level by supporting the Police and Home and Tribal Affairs Departments in their management and policy reform processes.
- Contribute to strengthening the relationship between Khyber Pakhtunkhwa Government and its citizens to build public trust and support a paradigm shift from police force to police service by improving the performance of existing mechanisms for police accountability, police-community engagement and the delivery of justice.
