Project Summary:
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized Monitoring, Evaluation, Assessment and Learning mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan. PERFORM provides data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.
Position Summary:
MSI is recruiting for a short-term Team Leader to lead a monitoring assignment and team that will monitor approximately 370 Government of Pakistan sites and 72 Lady Health Workers that deliver USAID funded family planning services and commodities to ensure their compliance with relevant USG statutes and policies. The Team Leader will be supported by three staff of MSI PERFORM, and oversee a team of monitors from two local sub-contractors.
The Team Leader will be responsible for the overall quality of the deliverables and their timeliness. A USAID developed instrument consisting of approximately 40 questions will be used to conduct the monitoring. Through the DELIVER project, USAID/Pakistan provides family planning commodities to family planning sites throughout Pakistan. Accordingly, USAID requires that such sites be monitored periodically to ensure they are in compliance with relevant USG laws and policies. In Pakistan, these laws and policies consist of the following: Tiahrt Amendment, Policy Determination 3 (PD-3); DeConcini Amendment; and Livingston Amendment.
This is a short term assignment and will require approximately 8-12 weeks of field work and data analysis in Pakistan from February through May, 2016.
Responsibilities:
Review all relevant program documents required to understand the monitoring assignment.
Lead a Team Planning Workshop with PERFORM staff and sub-contractor POCs to review the data collection instrument and develop the data collection plan and schedule, and data analysis plan.
Lead a 2-3 day training workshop with other PERFORM staff for the team of sub-contracted monitors.
Conduct spot checks of the field work carried out by the sub-contractors to ensure its quality.
- Lead the PERFORM team in data analysis.
- Prepare and deliver briefings to USAID on the findings of the monitoring at the mid-point and conclusion of data collection.
- Prepare the draft report to USAID, incorporating mission inputs from the final briefing.
- Prepare the final report, incorporating comments and edits from USAID/Pakistan on the draft report.
- Undertake other tasks required for the successful completion of the assessment.
Qualifications:
- At least a Master’s degree and five (5) years of experience as evaluation/assessment/monitoring team lead of multiple USAID and other donor funded projects/ activities.
- Experience monitoring the delivery of USAID funded Family Planning Services and commodities to ensure their compliance with relevant USG laws and policies.
- Experience designing protocols for administering/ moderating key informant interviews.
- Able to work with and motivate team members to contribute their expertise to the assignment, share equitably in completing the work, and deliver high quality products on time.
- Able to manage, synthesize, and analyze large amounts of quantitative and qualitative data to draw out key findings and conclusions and develop recommendations.
- Strong English verbal and writing skills.
- Experience working in the health sector preferred, but not necessary.
- Experience working in Pakistan preferred, but not necessary.
