Project Summary: **
In May 2015, the USAID awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized Monitoring, Evaluation, Assessment and Learning mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan. PERFORM provides data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

Position Summary:
The Data Analyst will lead the analysis of quantitative data collected from close-ended questionnaires administered to staff and clients of 370 Government of Pakistan sites and 72 Lady Health Workers that deliver USAID-funded family planning services and commodities through the DELIVER project. The assignment will ensure compliance with relevant USG statutes and policies. A team of four MSI PERFORM staff, and two local sub-contractors will administer the questionnaires will support the Data Analyst.


Through the DELIVER project, USAID/Pakistan provides family planning commodities to family planning sites throughout Pakistan. Accordingly, USAID requires that such sites be monitored periodically to ensure they are in compliance with relevant USG laws and policies. In Pakistan, these laws and policies consist of the following: Tiahrt Amendment, Policy Determination 3 (PD-3); DeConcini Amendment; and Livingston Amendment.


This is a short-term assignment that will require up to 25 days of data analysis during the period mid-July to mid-August.


Responsibilities:


  • Review all relevant program documents and data collection instruments required to understand the monitoring assignment.

  • Lead the PERFORM team in data analysis.

  • Review the data for patterns, trends, frequencies, and relevant disaggregates.

  • Lead discussions with the MSI team regarding the preliminary results of the data analysis and how best to present the data to the client.

  • Prepare graphs and tables to facilitate interpretations of the data and to include in the final report to USAID.

Qualifications:


  • At least a Master’s degree and three (3) years of experience conducting analyses of quantitative and qualitative data, preferably within the health sector.

  • Able to manage, synthesize, and analyze large amounts of quantitative data to draw out key findings and conclusions.

  • Proficient in MS Word, Excel, Power Point, and SPSS or STATA.

  • Able to develop graphs and tables to facilitate interpretation of data.

  • Able to work effectively in team setting and deliver high quality products on time.

  • Strong English verbal and writing skills.

  • Understanding of Government of Pakistan delivery of family planning services strongly preferred but not required.
