Project Summary **
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.


Position Summary
MSI is seeking a qualified Team Leader for a performance evaluation of the Logistic Management Information System (LMIS) under USAID/Pakistan’s DELIVER project. DELIVER is a five-year contract managed out of USAID’s Bureau of Global Health and implemented by John Snow International (JSI). It contributes to the overall objective of improving maternal and child health outcomes in Pakistan with a specific emphasis on strengthening the public supply chain to ensure commodity security. The project provides technical support to the Government of Pakistan (GOP) in the areas of contraceptive forecasting, procurement planning, warehouse management, supply chain strengthening, and automation of warehouse and logistics management information systems.


The evaluation will evaluate the performance and outcomes of the LMIS activities under the DELIVER project and generate recommendations on 1) ensuring sustainability of the contraceptives (c)LMIS, 2) achieving greater effectiveness in further scaling up of the vaccines (v)LMIS, and 3) strengthening the supply chains to improve commodity security. This will help USAID to understand the extent to which the project has been successful in meeting its objectives, and to highlight best practices, innovations, and lessons learned that can be applied to improve the effectiveness of existing and/or future programs.


The assignment is expected to require approximately 65 days of work, approximately half of which would be in Pakistan.


Responsibilities


  • The Team Leader will manage the activities of the team, drawing on the strengths of individual team members to produce the best possible evaluation report.

  • In collaboration with MSI staff and team members, the Team Leader will:
    • Lead a week-long team planning workshop to design the evaluation.

    • Guide the team in developing data collection instruments, a data collection plan, and a data analysis plan.

    • Lead a briefing with USAID staff prior to field work.

    • Guide the fieldwork and qualitative and quantitative data analysis.

    • Present results to USAID and implementing partners.

    • Take the lead in writing reports and briefing papers.

    • Undertake other tasks required for the successful completion of the study.


  • The Team Leader is ultimately responsible for all deliverables including the final evaluation report.

Qualifications


  • At least a Master’s degree in a relevant field (public health, public policy, social sciences, or a related field) and 15 years of professional experience or a Ph.D. in a relevant field with at least 10 years of experience.

  • Experience leading evaluations, preferably of USAID projects.

  • Specific experience designing or evaluating LMIS strongly preferred.

  • Familiarity with USAID, USAID health programming, and USAID evaluation policy.

  • Excellent analytical and personal communication skills.

  • Excellent English writing skills, particularly evaluation reports.

  • Fluency in quantitative and/or qualitative research methods.

  • Experience working in Pakistan and/or South Asia preferred.
