Human Resource Manager

PURPOSE OF POSITION:

To provide leadership, coordination and oversight on Human Resources and Organizational Development functions with the aim of optimizing the performance, sustaining the culture and ensuring alignment with World Vision esprit.

As SMT member participate in initiatives towards the realization of WV Pakistan vision, mission and strategy, as well as compliance to WVI and WV Pakistan standards in P&C areas.

Ensure implementation of proper P&C strategies and policies, in accordance with World Vision International policies and national labor legislation.

Facilitate proper approach to organizational change and initiative that help employees understand business challenges and strategy and how they can contribute to it.

Reports to: National Director

Major Activities:

Strategic P&C Leadership

Serve as strategic partner to management by integrating P&C strategies into organization’s overall mission and operational strategy. Participate in Key Organizational and Structural decisions with higher management.Develop organizational development strategies with key staff.Develop and implement Talent Management  and Succession Planning with key staff.Collaborate with senior leadership team in the leadership and management of overall program of WV Pakistan.Develop Capacity Building/P&C Development Strategy and follow up on implementationDevelop internal communication strategies and processes to keep projects, programs, and/or departments informed on critical issues, policies and procedures.Provide leadership, coaching and mentoring to P&C staff membersSupport  managers in developing good practices in sustaining staffing capacityExhibit spiritual maturity, integrity and a dynamic personal sense of life calling.Attend and participate in spiritual nurture meetings/reflections as scheduled

Change Management

Serve as Change Agent by proposing innovative initiative changes (improved policies and procedures), process changes (methods and ways work gets done) and cultural changes (necessary world view changes and paradigm shifts needed for the organization to adjust and grow with changing workforce and cultural conditions).

Human Resources Management

Provide overall supervision of the day to day operations of the national P&C department

Recruitment and on-boarding:

Ensure that all jobs grades are validated and uploaded to JEMManage and provide direction to staff recruitment efforts. Interview and assist in selection of candidates for key positions.Develop and maintain vast and varied professional relationships to expand recruitment networks.Negotiate, process, review and approve employment contractsEnsure proper orientation program is in place for all staff

Organizational Structure:

Provide advice to line managers regarding the optimal structure. Ensure organization chart is updated on a regular basis.

Policies and procedures:

Ensure that WVP’s policies and procedures are updated and comply with WVI’s policies and the local labor law.Ensure that P&C Policies are followed in AIP for all aspects of Human Resource Management and Performance Plans are in place and evaluated.

Compensation and Benefits:

Develop, review, and communicate market competitive compensation and benefit plans.Review and approve monthly payrollEnsure compensation and benefit staff records are regularly updated and accurate.Be the member of the Provident Fund BOT. Being the P&C work as signatory and also be the focal person with the “out-sourcing firm”.

Performance Management:

Develop, communicate, and implement performance evaluation tools, methods. Provide coaching to line management when addressing different performance related issues;Coordinate the short term assignments through GTRN and insure that all experts are registered/needs are requested;

Staff Care and Well-Being

Ensure that staff care plan is in place and being implemented with the support of SC focal personBeing a fragile state ensuring the peer supporters are being trained and equipped for necessary support of staffIn case of emergency/critical incident providing require advice to the SMT/CMT and ensuring the implementation 

Employee Champion Services

Oversee staff support program, employee relations, and grievance management.Develop and maintain a complaint system and conduct inquiry committee meetings

Reporting 

Insure accurate and timely submitted scorecard reports, Census and other reports requested by WVI;

OD & Capacity Building

Work with Finance to pool and manage Capacity Building budget.Develop a comprehensive Capacity Building Plan and seek SMT approval.Continuously monitor Capacity Building Budget and Plan for implementation and advice on any issues arise from its implementation.Identify consulting firms and individual consultants for delivery of trainings and other quality enhancement interventions with in World Vision Pakistan.

Other responsibilities:

Financial Management

Manage department budget and ensure expenditures and within budget and in compliance with established financial standards.

HEA and Emergency Responses

Provide guidelines to SMT on HEA standards; work with ND in disaster situations to ensure HEA standards are available and are followed in national office decision making.Respond to disaster situations as needed, including coordination with GRRT, regional HEA and implementation of humanitarian response in collaboration with Response Manager.

Security

As a senior member of Crises Management Team, advise CMT on various security incidents and their implication to WV Pakistan programs.Provide cultural insight to decision making in CMT Process and day to day security assessments.Help manage crises as and when arise with clear leadership of crises situations.

Consultant - Common Dates Cold Store Facility (Principal Resource Person - Business Planner)

Job Description:

All fruits and vegetables require specialized post-harvest treatments, appropriate temperature, and relative humidity for their storage, which most of the existing cold storage facilities in Pakistan lack. As a result, a cold storage facility in Khairpur district is one of the major infrastructure requirements for the dates sector. Through this effort, the project will ensure the increased availability and improved quality of high value fresh dates for both export and local sale, which would otherwise perish or deteriorate in terms of low quality and fetch lower prices. A majority of Pakistan’s dates exports is used in liquor extraction, finding its way into low-end markets for industrial use. The proposed cold storage facility will work as a facilitation point which will store multiple horticulture products beyond the date season to make it a commercially viable venture, though the major clientele for this business will be the farmers and processors of dates.

Currently, there is no support initiative from any governmental and/or donor agency for the establishment of cold storage facilities in Khairpur district for dates and/or any other horticulture sector. Keeping in view the seasonal cycle of dates, there are some significant impediments/constraints in the dates sector in Khairpur.

The issues related to the cold chain in dates sector could be addressed by providing and establishing a large state of the art cold storage facility for date palm farmers, processors, and traders. Given this background, the Project is working to develop a business plan for a common cold storage facility and seeks a highly qualified team of consultants consisting of a business planner/feasibility expert and a cold chain development specialist to develop a comprehensive and rationalized business plan required to determine facility area, layout plan, capital cost, operational cost, return on investment (ROI), and related business operations parameters to make this assistance self-sustaining and profitable.

The Consultant(s) shall work as a Principal Resource Person (Business Planner) to develop a comprehensive business plan along with technical and financial details for the design and development of a common cold store facility in Khairpur district. The assignment carried forward is to determine and consolidate all capital costs, running costs, and cash flows of the common cold store facility. Furthermore, the consultant shall use his/her education, experience, knowledge of international best practices, and additional understanding gleaned to accomplish the following: 

Conduct rapid assessment for the identification of a cold storage facility, expected demand, along with a rationalized business case for the development of a common dates cold store facility.Develop comprehensive business plan comprised of the overall project costs, operations cost, and business sustainabilityAnalysis of market potential by considering the yearly business trends.Rental calculation mechanism for proposed cold storage facility as a primary source for revenue generation.Product process flow.Conduct financial assessments to identify capital costFinalization of recommendations for the type of machinery, insulation material, technical lay out plans, drawings, etc. with the assistance of Cold Value Chain Specialist.Human resource requirements along with projected payroll costs for at least five years.Furniture and office equipment costs as a part of business plan.Refrigerator trucks estimated cost inclusive of capital costs, running costs, and maintenance costs.Prepare comprehensive business plan detailing all the defined parameters along with financials for at least five years to identify profitability, sustainability, and rationalized business proposition.Prepare and present business plan presentation in front of the Project management to deliver and communicate the value proposition of the activity.

Primary Responsibilities

Take the lead in improving CRS Pakistan’s talent management: proactively recruit from both outside and inside CRS Pakistan to identify, develop and place the right people in the right position at the right time in order to help the CP reach its strategic goals.

? Supervise and contribute to professional and technical development of direct reports

? Provide consistent support to HR Manager and Country Partnership Manager to build partner capacity in HR policies, procedures and standards.

? Collaborate/cooperate with Head of Admin/Finance to regularly review the CP HR policies and procedures and, as appropriate make changes and revisions to the HR manual as needed: ensure all offices and personnel are effectively and consistently implementing HR policies and procedures

? Ensure that the HR department is managed in compliance with CRS’ visionary directions with its principles of justice, solidarity, and subsidiarity

Key Responsibilities:

Work along with MQ Coordinator and Head of Admin/Finance to ensure that CRS Pakistan is in compliance with HR policies and procedures

? Ensure that all areas of responsibility are in compliance at all times with CRS global as well as donors and local government standards and policies which includes:

1. Performance Management System (PMS) - work with HR & Development Officer to ensure the proper implementation of the CRS Performance Management System (annual performance plans, staff development plans, coaching sessions and year end evaluations)

2. Human Resource Management (recruitment, retention, orientation, compensation/benefits, personnel, and staff care)

? Work with HR Manager and other departmental heads to ensure timely and effective recruitment of qualified candidates by following CRS policies and procedures.

? Ensure compensation policies and practices are administered to support internal equity, market competitiveness and policy adherence.

3. HR tools – Ensure the integrity (accuracy, security) of information from the HR Information Systems (e.g. HRIS, NED).

? Work with HR & Development Officer to effectively implement the learning strategy to achieve objectives/outcomes, methodologies and resources to successfully improve CRS staff learning and development needs.

? Oversee the timely updating of manuals as needed and as appropriate; ensure all offices and personnel are continuously aware of policies and procedures, and that they are being effectively implemented.

? Ensure timely implementation and adherence to audit recommendations.

? Ensure coordination, cooperation and mutual support between CRS/PK Country office and Sub offices in the area of HR

? Ensure communication and coordination with legal advisor on all important matters and vetting of important HR documents

? Conduct salary review periodically and on special requests

? Visit to field offices and review HR process and provide recommendations to field offices HoOs of any gaps or areas for improvement

Perform other activities as needed to ensure that the CRS Pakistan office(s) are managed in an effective, transparent and professional manner; assigned by Supervisor or/and CR.

Consultant - Resource Person/Trainer

            Ministry of Finance and UNDP Pakistan has signed an agreement for the initiation of a Strengthening PRS Monitoring Project (2008-2012). The objective of the Project is to strengthen institutional capacities for results-based monitoring and evaluation of poverty reduction strategies at Federal and Provincial levels.Building institutional & human capacities in Government setup is one of the main concentrations of the project deliverables. This broader determinant is tracked down to build the gender responsive budgeting capacities of the Govt. Departments.Government of Khyber Pakhtunkhwa has adopted a vibrant developmental agenda along with bringing in the best public sector practices in order to remain competitive. Among others, the adoption of Output Based Budgeting (OBB)/Medium Term Budgetary Framework (MTBF) approach towards budget formulation for linking its spending plan to policy objectives while taking into account the available/expected resources to the GoKP over the medium term is a worth-mentioning effort.The Govt. of Khyber Pakhtunkhwa after developing the basic framework went a step ahead in the fiscal year 2010-2011 by introducing the OBB/MTBF in its three major departments of Health, Education and Social Welfare and in 2011-2012 nine more departments have been shifted on OBB/MTBF.To contribute to the Govt. of Khyber Pakhtunkhwa’s efforts, Strengthening PRS Monitoring Project has planned to arrange a series of “Three Days’ Training on Gender Responsive Budgeting (GRB)” in the context of OBB for the representatives of Fourteen Departments.The overall objective of the assignment is to build human capacities of GoKP in:·         Understanding macroeconomic balance, fiscal discipline & budgetary predictability·         Basic concepts and tools of OBB and GRB·         Identifying strategies for integrating gender perspectives in the on-going budgetary reforms in Khyber Pakhtunkhwa·         Developing Training Material/Modules·         Imparting three trainings of 3 Day’s each ·         Submitting Training Report with policy inputs if anyCourse Contents (should aim at):·         Definition, objectives, concepts, approaches & analytical tools of gender responsive budgeting·         Overview of GRB activities in Pakistan and Khyber Pakhtunkhwa·         Gender-Sensitive Public Expenditure Tracking, Lobbying & Advocacy·         OBB as a component part of the modernization of the budget system (purpose & guidelines)·         Budget Preparation Process of GoKP and Reforms to OBB Processes·         Integrating Gender Responsiveness in OBBTotal three trainings of 3-days each will be arranged at Peshawar for the officials of fourteen provincial departments dividing them in to three groups (approx: 12-15 participants/per group).SPRSM Project will arrange for the venue, refreshment and logistic arrangements required for conducting the training.  Strengthening PRS Monitoring Project will pay full fee to the Resource Person/Trainer in two equal installments or as negotiated with the selected Resource Person/Trainer.
