STTA Consultant: Manager Value Chain - Citrus

A. ASSIGNEMENT

To build the capacity of the harvest and postharvest actors in kinnow to improved management and post-harvest practices through on-farm and off farm demonstrations and hands-on training with follow up of performed activities. 

B. SPECIFIC TASKS OF THE CONSULTANT

Under the scope of work, the consultant shall use his experience and knowledge of best practices to accomplish the following:

Deliver training for kinnow farmers, contractors and packers work force to reduce postharvest losses of kinnow and involve developing training material;Ensure  implementation of work plan (technical assistance, training) allocations necessary for the timely and successful completion of the project work plan tasks and the achievement of component goals and objectives;Ensure that the scheduling, technical, and documentary attributes of component actions and related data are fully up to date in the project work plan;Assist in ensuring the scopes of work and other project documentation are compliant with project policies, consistent with achieving the overall component goals and objectives, and up to date in the project work plan;Ensure that all necessary routine and ad hoc reporting on component activities provides a timely, high quality, and accurate reflection of the component’s progress toward its goals and objectives and are acceptable to the Project;Coordinate in the information gathering requirements as indicated by the M&E Department;Maintain high ethical standards at all times, avoiding any actual or perceived conflicts of interests;Any other duties as assigned by VC Lead-citrus.

C. DELIVERABLES

Conduct field training on the sites of kinnow farms, pack houses on  harvesting and post-harvest practices;Extending Best Harvest and Postharvest Practices and technologies to the kinnow farmers, contractors labor and pack house work force on grading, packaging and storages at Bhalwal;Identification of harvest tools, and technologies equipment to introduce among the postharvest actors;Strengthen the harvest and postharvest management of kinnow harvest and post-harvest actors with aim to reduce postharvest losses, increase income and creation of jobs;Present economic difference by adoption of best practices;Monthly planning and progress reports;Submission of monthly timesheets which should be approved by his direct supervisor.

D. DURATION, TIMIMG AND SCHEDULE

The consultant will use his services for a period of 03 months, starting from the beginning of November 2014- January 2015 (extendable on the need basis of Project activity), working five days a week.  The consultant will spend the later part of his assignment in promoting management practices and will also develop market linkages.

E. REQUIRED QUALIFICATIONS

M.Sc (Hons) Horticulture with two years of practical experience of harvest, postharvest handling of kinnow;Experience of successfully Implementation of modern techniques/technology  at kinnow harvest, pack house level handling, postharvest treatment ,grading, sorting, packaging and export of kinnow;In-depth technical knowledge and experience of   kinnow on Harvest, post-harvest handling;Ability to work independently; self-motivated with excellent time management and organizational skills;Knowledge of the local context, culture and languages is required.

Project Summary:
In June 2011, MSI was awarded a contract for the Monitoring and Evaluation Program (MEP) to provide monitoring, verification and evaluation services to USAID covering USAID-supported programs throughout Pakistan. Under MEP, MSI will conduct a final performance evaluation of USAID’s Firms Project. The project has two complementary components designed to enhance economic growth: business enabling environment and value chain development. The primary focus of the value chain development component is development of sales opportunities for private businesses in select value chains. The evaluation will focus on assessing the program’s performance from May 2009-December 2014 in achieving its program goal, objectives, and results.

Position Summary:
The local-recruited Value Chain Specialist will be part of a four member evaluation team. The Value Chain Specialist will support the team in developing and finalizing data collection instruments; overseeing and participating in data collection efforts; data analysis and report writing; and communicating results to USAID/Pakistan. The consultant is expected to be contracted for up to 78 working days and will report to the evaluation Team Leader for this assignment.

Please note: Only Pakistani citizens are eligible for this position.

Responsibilities:
• Review all relevant program documents required to understand the evaluation.
• Participate in a Team Planning Workshop in Islamabad to review the evaluation’s purpose and methodology.
• Assist with finalization of work plan and data collection instruments.
• Participate in data analysis.
• Participate in report writing.
• Participate in a debriefing sessions with USAID/Pakistan on the findings, conclusions, and recommendations.
• Undertake other tasks required for the successful completion of the evaluation.

Qualifications:
• A Master’s degree in Business Administration, Economics, Development Sciences or a related field.
• At least 10 years of experience in value chain development of agriculture and manufacturing sector, private sector development, enterprise development, economic and social analysis of development programs/interventions of donor funded projects.
• Demonstrated knowledge of issues related to value chain development in the agriculture and manufacturing sector.
• Demonstrated knowledge of the principles, business models, and development approaches of value chain development/private sector development.
• Comprehensive understanding of the effects of the overall state of the Pakistani economy, economic policies, government priorities, interrelations of various government policies on SMEs with respect to growth, sales, exports, and employment.
• Experience evaluating social development programs.
• Experience evaluating USAID projects preferred.
• Well versed with the project cycle, project evaluation methods and techniques.
• Fluency in English and Urdu required.
• Applied experience working on issues related to gender in the context of economic development.
• Excellent report writing skills.
