Financial Management Specialist

The Assessment and Strengthening Program (ASP-AiD) is a five-year program funded by the United States Agency for International Development (USAID) and implemented by the Associates in Development (AiD) in association with Inventure Private Limited Company, Leadership for Environment and Development (LEAD) and GHK Consulting Limited. The Program aims to widen and further strengthen the pool of potential USAID/Pakistan implementing partners and host government institutions faced with institutional capacity issues. The Program interventions would enable local organizations to achieve the required institutional standards through a fast track institutional assessment, institutional development and compliance assessment process. The Program is expected to provide a broad range of institutional development services to improve effectiveness, transparency and accountability in government entities and civil society organizations.

Job Description:

FMS is a very important member of the ASP programme team and is expected to provide key technical inputs in institutional development interventions aimed at building financial management capacities of target institutions/organizations. The incumbent shall work closely with Institutional Development Specialist and the program team to plan, design, implement, monitor and report financial management related capacity building and institutional strengthening interventions of ASP. The FMS will work under the direct supervision of the COP and shall have the overall responsibility to ensure quality, relevance and timeliness of financial management related ASP interventions.  In particular, the FMS is expected to help ASP partner organizations in improving their accounting and financial management through developing and implementing appropriate policies and procedures and capacity building of staff.

Identify/validate institutional capacity issues in target organizations in the areas of financial management, internal controls, accounting and overall organizational management including but not limited to organizational policies, systems, system documents, procedures, SoPs, internal controls, regulatory compliance and human resource capacities.Facilitate adoption/implementation of PIFRA in identified public sector entities.Based on the identified needs, develop capacity building plans for targeted institutions/organizations and supervise the implementation of these plans in collaboration with Resource Organizations and CPA Firms.Provide key contributions for the development of high quality resource materials on financial management for government and civil society organizations including but not limited to policy and operational manuals, system documents, training manuals, handbooks, templates, do-it-yourself guides, and web-based materials etcContribute to the preparation of high quality periodical progress and other reports as and when required by the USAID and/or ASP management.As technical resource, ensure required support for design and  implementation of all capacity building interventionsEnsure effective communication and coordination with contractors - CPA Firms,  individual consultants and other relevant stakeholders.Contribute to effective communication, sharing and learning within the ASP teamContribute to various tasks as a member of the ASP team.Any other task assigned by the ASP management.

Relevant Experience:

At least 7 years experience in relevant fields;Prior experience in public sector accounting and financial management including exposure to PIFRAIn depth understanding of public financial management including its policy, legal and regulatory context;Familiarity with relevant laws, acts, codes and rules of business applicable to government and non government organizations with respect to financial management, accounting, procurement management, disclosure and regulatory compliance;Demonstrated experience of designing and implementing of capacity building interventions focused on financial management.Excellent organization and communication (both oral and written) skillsAbility to work in teams and present technical issues in clear and concise manner.
