Director of Operations

Position Summary:

The Director of Operations will manage project operations and ensure appropriate support of activities in three agencies. This will include the management of central officer operations, procurement, monitoring and evaluation, engineering and environmental compliance and human resources.  The position will ensure that operations staff provide appropriate support to agency staff in engineering, water, M&E and procurement. The Director of Operations will coordinate with the Sr. Coordinator for Private Sector Engagement, Sr. Medium and Small Business Advisor and Sr. Agriculture Advisor to support agency activities. 

Reporting & Supervision:

The Director of Operations reports to the Deputy Chief of Party and directly supervises the Sr. Engineer & Environmental Compliance Officer, Human Resources/Administration Manager, Sr. M&E Specialist and Procurement Officer.

Primary Responsibilities:

Provide management and oversight of project operations, including administration, logistics, procurement, property, human resources, engineering/environmental compliance, monitoring and evaluation to ensure effective and efficient operations.Ensure program implementation is in accordance with donor rules, regulations and procedures per specifications of the Agreement.Ensure that the most reasonable, fair, expeditious, and appropriate procurement choices are made pursuant to the Contractor’s Procurement and Operations Guide.Provide operations support to project activities and sub-awards to meet goals, timelines, and deliverables.Work and coordinate with program, finance, communications, and grant teams to facilitate and implement project activities.Provide strategic guidance and leadership to operationalize project activities.Process all requirements for expatriate staff to work in Pakistan, including visa documentation, living quarters/housing, logistics, and security arrangements.Mentor and facilitate the development of local operations staff to assume increasing roles and responsibilities.Manage field presence, including facilities such as office space, equipment and project vehicles, administration, management information systems (MIS), logistics, and procurement.Ensure grant information is communicated to operations team to facilitate procurement, logistics, and deliverables per activity.Investigate and identify new ways of achieving project efficiencies.Lead and organize workshops/trainings on procurement, rules and regulations, Federal Acquisitions Rules and Regulations (FAR), management, grants, and security.Liaise with security team to ensure internal procedures are updated.Provide leadership and mentor the team with planning, staffing, recruitment, evaluation of policies and support staff in a variety of technical disciplines. Serve as a link between management and employees by handling questions, interpreting and administering contracts and helping resolve work-related problems.Plan, direct, supervise, and coordinate work activities of subordinates and staff relating to employment, compensation, labor regulations and employee relations.Coordinate with headquarters HR team for employment related matters.Liaise with headquarters regularly on program/operational issues.

Physical Demands:

While performing the duties of this job, the employee may occasionally be required to lift and/or move up to 20-25 pounds.

Required Skills & Qualifications:

University degree required; advanced degree preferred in logistics, administration or related field, with demonstrated experience in logistics and administration in Pakistan or similar context;Minimum 7 years of experience working with an international NGO in the areas of operations and logistics, and ability to work to deadlines in challenging environments;Comprehensive knowledge of operations and logistics systems and procedures;Excellent teamwork skills including abilities to coordinate well with diverse individuals and teams and to negotiate effectively with colleagues and stakeholders to achieve results;Previous experience working on international donor-funded programs preferred;Strong communication skills, both verbal and written;Fluency in English and local languages required.
