Pakistan: Consultant – Architectural Planning and Design

BACKGROUND

The UNODC Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme (CP) for Pakistan (2010-15) with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS. Within the criminal justice component of the CP, UNODC Pakistan is charged with improving the training capacity of criminal justice personnel of Pakistan including prisons.

In order to properly fulfil this role, COPAK requires the services of a national consultant with a background in architecture and civil engineering for construction of a Prison Staff Training Institute at Nara, Hyderabad.

MAIN OBJECTIVES, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK.

The position will provide support to the Criminal Justice sub-programme in Pakistan for establishment of a training platform by building a new staff training institute for Sindh prison department. The position also requires travel to Hyderabad, Sind to visit the site and preparation of drawings, layout plans for the institute. In addition, the consultant will perform site supervision to ensure that the work is being carried out according to the construction designs. The consultant will report to the Programme Coordinator/Criminal Justice Advisor and work closely with National Programme Manager - Prisons.

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

Duties and Responsibilities

Under the strategic guidance and supervision of the Country Representative and the Programme Coordinator/Criminal Justice Advisor, the Architectural Planning and Design Consultant will undertake the following substantive duties and responsibilities:

Visit the location to get measurements of the site.Preparation of conceptual design lay-outs floor plansPreparation of detailed working architectural drawings (Floor plans, sections, elevations)Preparation of detailed/designed working structural drawings (Foundation, all floor beams/slabs, elevations)Preparation of detailed/designed working electrical drawingsPreparation of detailed /designed working sanitation/plumbing drawingsPreparation of computer generated 3d views for façade onlyPreparation of detailed misc: drawings i.e. joinery/flooring/bath/kitchen/lockers/cabinetryPreparation of bill of quantities on basis of working drawingsPreparation of tentative landscape/external developmentEnsure the work is being carried out according to construction drawings.

REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

A senior-level technical professional, holding a Bachelor’s degree in Architecture, Civil/Structural Engineering license or other relevant academic fieldA minimum of 8 years of relevant progressive work experienceExperience in Architectural designs and Site SupervisionProficiency in the use of information technology (word processing, spreadsheets and data management).Ability to produce concise reports and presentations.Excellent verbal and written communication skills in English.Ability to work under pressure, multi-tasking and meet tight deadlines.

Location

The consultancy will be home-based, with frequent travel within Pakistan.
