M&E Officer

SCOPE OF WORK

        I.            JOB TITLE:       M&E Officer

      II.            ESTIMATED PERIOD OF PERFORMANCE/LEVEL OF EFFORT:

Initially for two months with the possibility of further extension

    III.            BACKGROUND:

RI commenced work in Pakistan after the devastating 2005 earthquake providing essential relief through provision of shelters, emergency food distribution, and medical services for 220,000 people in need. Today, RI works with Pakistani communities in emergency responses, to rebuild from disaster, and on longer-term development strategies. RI programs include emergency food distribution, rehabilitation of primary schools and other essential community infrastructure, building shelters in unhygienic circumstances. In 2009, RI initiated a project with support from US State Department, to create awareness among the masses in Bagh, Muzaffarabad, Mansehra, and Pishin regarding these diseases. The BEP-LFL project is a continuation of these efforts for reducing the risks of ‘Zoonotic’ diseases and minimizing the vulnerabilities of the poor farmers and massive communities in Balochistan and KPK. Till now, the intervened areas have stretched to over 8 districts in the said provinces including Dera Ismail Khan, Peshawar, Mardan, Swabi, Dir Lower, and Chitral in KPK, Quetta, Pishin, and Killa Saifullah in Balochistan and Bajaur Agency, Khyber Agency and Mohmand Agency in Federally Administered Tribal Areas.

    IV.            JOB SUMMARY:   

Govt of Pakistan started military operation against militants based in North Waziristan Agency on June 15, 2014. The operation has resulted into an influx of people from the affected areas. The people displaced are arriving into districts of Bannu, Lakki and Dera Ismail Khan. As of June 24th, the Federally Administered Tribal Areas (FATA) Disaster Management Authority (FDMA) has reported registering over 455,000 Internally Displaced Persons (IDPs) (36,700 families). These IDPs are residing in the host communities; with friends, relatives, in rented building and temporary shelters. Besides straining the scarce resources of the host communities, they are causing problems in health, education and social sectors. A timely support to improve conditions around the IDPs would be provided in coordination of the district administration and other stakeholders.

      V.            REPORTING: This position reports to Manager M&E.

    VI.            PRINCIPLE DUTIES & RESPONSIBILITIES: 

In coordination with Manager M&E, develop monitoring tools and systems that effectively track project deliverables and progress.Ensure adherence to the project performance monitoring during project implementation.Record data and prepare reports following each program monitoring visit.Organize M&E site visits to ascertain status of project achievements and undertake interviews and discussions with beneficiaries, program staff and stakeholders.Prepare a database containing essential project’s information.Prepare periodic progress reports.A master degree holder in Economics, Public Administration, Business Administration or related fields.A minimum of two years’ experience in Monitoring and Evaluation with organizations of good repute.Ability to work independently, to be able to accept and discharge substantial responsibilities, to prioritize work assignments, to meet deadlines, and to exercise professional judgment.Must be fluent in English and Pashto, and be able to write clearly and concisely in both languages.Proficiency in computer skills, particularly with programs such as MS Word, Excel, PowerPoint, and Outlook.Be able to extensively travel into the field and meet the IDPs and various stakeholders.Be able to work independently and unsupervised.Be able to work in harsh conditions and meet tight schedules/deadlines.

      X.            TRAVEL REQUIREMENTS: Ability to frequently travel to field
