Pakistan: Individual Consultant for Revitalizing Tangible and Intangible Heritage among selected communities in the areas of Khyber Pakhtunkhwa, FATA and Baloch


1. About PPAF


Pakistan Poverty Alleviation Fund (PPAF) is the lead apex institution for community-driven development in the country. Set up by the Government of Pakistan as an autonomous not-for-profit organization, PPAF enjoys facilitation and support from the Government of Pakistan, The World Bank, International Fund for Agricultural Development (IFAD), KfW Entwicklungs bank (Development Bank of Germany) and other statutory and corporate donors. PPAF aims to be the catalyst for improving the quality of life, broadening range of opportunities and socio-economic mainstreaming of the poor and disadvantaged, especially women. As an intermediary wholesaler, PPAF funds multi-sector civil society as well as private sector organizations through a network of more than 100 Partner Organizations across the country. The core programmatic units of PPAF deliver a range of development interventions to strengthen the institutional capacity of civil society organizations, and support the creation of organizations of the poor, that can work together to alleviate poverty and achieve MDGs at the grass root level. 2. Background and Rationale for this Consultancy


The objectives of the Programme for Poverty Reduction (PPR) implemented by PPAF includes the preservation of Cultural Heritages assets (tangible and intangible) of selected communities of Khyber Pakhtunkhwa, FATA and Balochistan as part of the overall strategy to bring about and secure sustainable locally-based community enterprises and development.


In order to promote and sustain the communities’ interest in their own cultural heritage, it is vital to make the cultural heritage relevant to the contemporary world, both as a source of renewed identity and as a development strategy promoting profitable cultural products and initiatives, and reviving and supporting the developments of traditional industries in authentic ways.


3. Consultancy Objectives and Scope


The core objective of the consultancy is to conduct research around heritage of the mentioned areas to better be able to tap through,


a. Preliminary Research. Collecting preliminary information and data from secondary sources includes the analysis of existing bibliographical material, to constitute an information basis both for planning the field surveys and for defining specific topics of interest. Bibliographical material is available in museums and academic institutions in Lahore, Karachi, Islamabad, Peshawar and Quetta.


b. Networking with relevant institutions, in Pakistan and abroad. Traditional artefacts from the project areas have been dispersed not only in Pakistan but throughout the world, contacts with foreign museums and academic institutions will need to be established to document such artefacts in private and public collections.


c. Field Visits and Baseline surveys to the selected areas in Khyber Pakhtunkhwa, FATA and Balochistan will be carried out to assess existing traditional cultural industries through personal observation and interactive and participatory meetings with the local communities. The data collection from the field areas will apply different participatory research tools like key informant surveys, group discussions, semi-structured interviews and personal observation.


d. Meetings in the selected areas will aim particularly at :


· Listing the Cultural Heritage resources and assets in the selected areas.


· Assess and raise awareness on Traditional Cultural Expressions and Traditional Knowledge and how they should be protected, and their potentials to generate or enhance revenue within the local communities.


· Setting up of local teams for the collection of further information and data, to be eventually consolidated into the final mission report “Inventory of Cultural Heritage Assets”.


4. Methodology


Scope of the present consultancy is that of contributing to the above aim by planning for, (and participating at) an identification and assessment of cultural heritages for selected communities leading to an inventory of such resources and consolidation of findings within an Atlas of Cultural Heritage assets in selected project areas.


The Consultancy will entail preliminary research, baseline surveys and assessments of existing resources in the field of traditional cultural industries in the selected areas including, but not limited to, traditional crafts, folklore, indigenous knowledge in various domains and heritage sites. The above activities will involve interactive and participatory consultations with local communities.


The first output of the consultancy will include a preliminary inventory (drawn in the form of a comprehensive Technical Report) of past and present cultural industries in the selected areas and will formulate strategies to develop profitable cultural products and/or events that will benefit the local communities.


Most significant assets identified will be further consolidated in a printed Atlas of Cultural Heritage Assets (second output to which the Consultancy will contribute) that will be part of PPAF Communication and Visibility Strategy for the PPR Project, meant to inform and raise awareness on the existence of such invaluable and original heritage to the world at large. Relevant Section of the said Atlas would also be published on PPAF web site.


5. Deliverables


The consultant is expected to submit the following deliverables against the timeframes specified by PPAF:


a. The Consultancy will endeavour to initiate a systematic recording of the traditional cultural expressions and resources in the selected areas and it will fine tune the methodological approach to became part of PPR PPAF strategy towards conservation and revitalisation of cultural assets;


b. Targeted communities will be sensitised on the relevance and importance of their Cultural Heritage and Traditional knowledge, also as potential mean to generate income and improve living conditions.


c. A Report will be delivered consisting of a preliminary Inventory of Cultural Heritages Resources in the selected areas. The report will include recommended strategies and future initiatives to develop profitable cultural products and/or events.


d. On the basis of the above Inventory the Consultant will assist PPAF internal services to develop and produce an Atlas of Cultural Heritage Assets to take the form of a printed publication.


6. PPAF and Consultant’s Responsibilities


I. PPAF Responsibility:


a) Facilitation in linking consultant with POs


b) Facilitation in need and demand articulation of communities through POs


c) Facilitation in processing disbursements, providing operational support in terms of POs management, technical inputs and necessary approval where required


II. Responsibility of Consultant


a) Execution of all work as per stated the scope of the assignment and in line with the methodology agreed during project initiation.


b) Emphasis would be given to timely achievements targets laid down under the heading of deliverables


7. Qualification


I. Academic qualifications in relevant fields (craft and textiles studies, sociology or anthropology)


II. Experience in the field of South Asian Traditional Industries and Cultural heritage with over 20 years of working with artisan communities.


III. Management of teams to organize field operations.


IV. Proficiency in using computer applications (word processing, spreadsheet, presentations, project planning, e-mail, graphics etc.)


8. Selection Method:


The individual Consultant will be selected in accordance with process stipulated in Section V of “Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (2011).


9. Source of funds


This consultancy will be charged to PPR LEP component.


11. Duration


The assignment will have a length of six months starting from the date of signing of the agreement by the consultant


12. Institutional Arrangements and Reporting:


The Consultancy will be based at PPAF Headquarters in Islamabad and it will involve a number of field travels to selected programme location in the provinces.
