Background Development Alternative Inc (DAI) is seeking to hire consultant(s) to conduct and Impact Assessment of its 10 grants being implemented under Enhanced Democratic Accountability and Civic Engagement (EDACE) programme. EDACE is a Foreign and Commonwealth Office (FCO) funded programme managed by Development Alternatives Inc. EDACE is a grant making programme, aiming to make short-term, high-impact grants to improve rights awareness, citizen engagement, access to justice, and provision of security services to ensure that Pakistani citizen rights and democratic processes are improved, and trust between state and the society is strengthened at provincial and local levels. EDACE is mainly working around supply and demand side of rule of law and conflict prevention/resolution. Under the supply side of rule of law, the project is focusing to sensitize and improves service delivery of various public departments/bodies. Under demand side of rule of law, the project aims to aware local citizen of their human, legal and civic rights and to link them to public departments/bodies.

The Impact Assessment will assess the progress of EDACE’s 10 grants (Summary of the Grants annexed) November 30, 2014, well as identify issues and recommend course corrections. It will also highlight issues and challenges affecting effective and efficient implementation of outputs and their contribution to Grants outcomes and impact and recommend whether results obtained thus far warrant an extension of the grants.


The review is being undertaken after the midpoint of grants implementation and will pave the way for improved delivery for the remaining duration duration and propose amendments (if any) required in Grants design, implementation arrangements and/or institutional linkages in order to effectively and sustainably contribute to the improvement in the rule of law and building trust between state and communities in the target areas.

Duration of the Consultancy: The duration of the consultancy is one month. The consultancy will begin by December 1, 2014 and presentation of the Final Repot must be made by or before December31, 2014.Key Focus Areas The Consultant will assess grants (awarded under the EDACE programme) according to standard evaluation and impact assessment criteria, as elaborated below.

a) RELEVANCE i. Assess the contribution of the grants towards the achievement of the EDACE’s overall objectives ii. Analyze whether the grants based approach addresses the needs and demands of the beneficiaries in a disaggregated manner (for men and women). iii. Assess the relevance of the tools / instruments / inputs applied by the grants.


b) EFFECTIVENESS i. Review whether the grants have accomplished their outputs. In particular, review: • Area selection criteria and its implementation • Targeting strategy for the identification of Grants beneficiaries including both men and women. • Any emerging effect of the grants on beneficiaries including both male and female ii. Assess the performance of the grants so far with particular reference to qualitative and quantitative achievements of outputs and targets as defined in the grants agreements and work-plans and with reference to the Grants baseline and also forecast the achievements of these grants in the remaining period of the project.


c) EFFICIENCY I. Assess whether the grants achievements against the grants targets, and comment whether the grants have the capacity to deliver the agreed result at the output and outcome levels II. Analyse the performance of the Monitoring and Evaluation mechanism of the Grants and the use of various M&E tools III. Assess the qualitative and quantitative aspects of management and other inputs (such as monitoring and review and other technical assistance and budgetary inputs) provided by the grants vis-à-vis achievement of outputs and targets. IV. Identify factors and constraints which have affected grants implementation including technical, managerial, organizational, institutional and socio-economic policy issues in addition to other external factors unforeseen during the grants design.


d) SUSTAINABILITY AND IMPACT I. Assess preliminary indications of the degree to which the Grants results are likely to be sustainable beyond the Grants’ lifetime (both at the community and institutional level), and provide recommendations for strengthening sustainability II. Analyse the emerging impact on the communities for both men and women in terms of awareness of rights; trust building; and conflict prevention and resolution III. Based on the findings (relevance, efficiency, effectiveness, sustainability and impact) recommend whether extension of this Grants is warranted.


e) NETWORK /LINKAGES I. Evaluate the level, degree and representation by the beneficiaries and stakeholders, (government and EDACE team) in the implementation of the Grants (with particular attention to the development and testing of grants implementation approaches) II. Examine the synergies and potential overlap between particular grants and other donor funded programmes in the relevant districts and propose strategy to enhance complementarities. III. Assess the Grants’ knowledge management strategies and outreach and communications to all stakeholders.


f) Lessons learnt/ Conclusions I. Analyze areas for improved programme planning, especially with respect to setting targets II. Identify significant lessons or conclusions which can be drawn from the Grants in terms of effectiveness, efficiency, sustainability and networking. Special attention may be given to the context (Political development, security, and natural disasters) and the coping strategies developed by the Grants to maintain work momentum. III. Recommend grants continuation or otherwise in the post March 2013 phase.

Outputs

The Consultant’s findings and recommendations will be thoroughly discussed with EDACE, relevant grantees, and FCO.


The Consultant will complete and submit a draft final report in both hard and soft copies. The Consultant will finalize the report in the light of comments/suggestions of stakeholders. The key outputs are:


a) Methodology: Submission of detailed methodology of IA b) Draft Report Template: Submission of a draft report format containing Table of Contents for the final report for approval by DAI. c) An Aide Memoire (including key findings and recommendations) and its presentation: The Consultant will present the aide memoire to FCO, and DAI. d) The Draft and Final IA Reports: The report should be logically structured, contain evidence-based findings, conclusions, lessons and recommendations, and should be free of information that is not relevant to the overall analysis. The report should respond in detail to the key focus areas described above. It should include a set of specific recommendations formulated for the Grants, and identify the necessary actions required to be undertaken, who should undertake those and possible time-lines (if any). Grants stakeholders will provide comments on the Draft Report, and the Consultant will finalize the report in view of these comments. e) Presentation: For presenting and discussing the draft final report interactively, the consultants will facilitate a one-day concluding workshop for the FCO and DAI

How to apply: Qualification of the Consultant(s)

Consultant(s) must have a solid (minimum 10 years) experience of evaluation in the related discipline.

Approach

The consultant(s) will be responsible for devising detailed methodology of the IA. However, the consultant will adopt a consultative and participative approach. This will include field visits to Grants sites and meetings with communities / Grants direct beneficiaries in 10 districts namely Multan, Muzaffargarh, Rajanpur, Sukkur, Ghotki, Larkana, Jaccobabad, Kashmore, Hyderabad, and Karachi to collect first-hand information. The Consultant will also meet with the Grants team, relevant government agencies / partners at provincial and district level, if need be. The Consultant may also meet other agencies / Grants engaged in similar interventions. The MTE will start with a meeting at DAI Office and conclude with a debriefing meeting with DAI and grantees.


Consulting firms or individual consultants may apply. Due to the time frame and complexity of the projects, it is recommended that individual consultants may not apply / be fielded for more than one evaluation study.

Grants Writer

The Grants Writer will be part of the Grants Unit and will be responsible for preparation and writing of all new grants and project proposals. The grants writer will be compiling the comprehensive and all other grant related reports and will also be reviewing and editing grant budgets. The Grants Writer will work under the overall supervision of the Program Manager and will report directly to the Grants Unit Manager.

Specific Duties and Responsibilities

The incumbent’s duties will include but not be limited to the following:

The Grants Writer must have the capacity to understand and analyze national, regional, and local politics, and the creativity and analytical capacity to design and implement grants with the interface between government and communities.

 Languages 

Fluency in English is required, Urdu and Pushto is a plus.

1.                  Background

Grants Manager

Position Summary:

The Grants Manager will manage the project’s grant administration process in compliance with home office policies and procedures; implement the online activity management system; and capacity building in all areas of grants management.

Reporting & Supervision:

The Grants Manager reports to the Finance & Grants Manager.  The Grants Managers supervises Grants Assistants.

Primary Responsibilities:

Provides oversight and management of grants staffProvides oversight of grants programOrganizes and coordinates organizational staffing structure and workflow of grants staff activities and administration;Responsible for ensuring quality control and the integrity of the data into home office systems and ensuring that the data in the system is always up-to-date;Responsible for ensuring compliance with grants policies as detailed in the Field Manual and the projects Grants Manual;Coordinate closely with program staff to ensure timely administration and monitoring of grant agreements; Coordinate with finance, procurement, and program staff to facilitate grantee kick-off meeting, monitoring and closeout  of grant activities;Provide guidance and interpretation for program staff as well as grantees of grants policies and procedures and donor regulation;Manage the grants and direct implementation pipeline;Ensure that grant master files are always up-to-date and ready for audit;Lead the grants management team to serve as a central point of grant activity coordination and facilitation;Provide support to technical units on grants compliance;Provide training in grants compliance to project staff;Other tasks as needed

Grants Finance Manager

PURPOSE OF POSITION:

As a member of the Management Team, the incumbent is required to provide strategic financial input to decisions to be made covering all areas of ministry.  To implement financial policies in such areas as, but not limited to: budget, cash management and forecasting, funding by donors (especially Governments), recording and documentation, project auditing, monthly financial reporting and local resource acquisition; being cognizant of World Vision International financial policies. 

The Grants Finance Manager plays an advisory role to the Finance Director and the rest of the management team on matters related to risk management, internal controls systems and their impact on the overall grant management and compliance issues.

MAJOR RESPONSIBILITIES

Grants Financial Management and Reporting:

Ensure that all grants/projects reports are discussed with the project team and passed to donors and support offices within the required time schedules.Respond to respective queries in relation to these reports from donors, support offices and internal WVP management.Co-ordinate and review project budget development (proposal, grant and matches) between the program personnel and the field teams.Review and Analyze grant expenses while using the same as a monitoring tool to advise the stakeholders on expenditure trends.Review donor financial reports and variance analysis before submission and provide feedback to the stakeholders.Correspond with WV support offices, donors and management regarding project income, expenditure and reporting. Ensure that project income is sufficiently committed on PBAS at all times including the approval of carry forwards.Be a key player in the issues of grants accounting and management to ensure accurate coding of expenses and full compliance with WVI internal and donor requirements.Occasionally visit project field sites to ensure financial controls and procedures are in place.Ensure that various donor regulations are complied with in all grant transactions and processes; keep the Finance Director informed on all major compliance issues/challenges while taking the necessary corrective steps.Review and advice on the project proposal/budget preparation in regard to compliance issues for all prospective sources of funding.Take part in the program and project performance monitoring, evaluation and reporting in accordance to donor requirements.Submit in good time end of project grant financial reports and follow up on the project close-out procedures relating to financial aspects, asset disposal and release of liability among others.Prepare and maintain the Grant Tracking Sheet while ensuring that the same is regularly shared with program and operations staff  as appropriateProvide a supervisory role to the Senior Finance Officer and Grant Finance Officer in ensuring the continuity of the project cycle management and adherence to Field Finance Manual.Play an active role in training and mentoring grant finance staff on matters related to grant management.

An experienced, proactive individual is sought to be responsible for the coordination of donor proposals and reports, and project knowledge management systems within the Pakistan Programme.

The role will involve closely working with project staff, advisors and managers in drafting and editing donor proposals and reports and ensuring compliance with various donor regulations, Tearfund policies and government processes. The post holder will lead on deriving learning and good practice, documenting project reviews, evaluations and success stories. This position will also require regular travel to Pakistan Programme field sites.

Proven experience with donors and multilateral donor mechanisms is essential for this role, as is experience in grant management, proposal development (including logframe and budgets) donor reporting, project cycle management and implementation. Applicants will have a graduate degree in a related field or qualification in development, international relations, communications or journalism.

The successful candidate will demonstrate strong organisational skills, the ability to work under pressure and to tight deadlines, and representation and networking abilities. The post holder will be a highly adaptable team player with excellent written and verbal communication in English.

Qualifications / Experience

A Master’s degree in accounting, finance, business administration and/ or preferably a professional accounting / audit designations like CA, CPA, CMA, ACMA, CIMA, ACCA, CIA etc.Minimum 10 years' experience related to the above duties and responsibilities, out of which 4 years’ experience should be in a similar supervisory role. Knowledge of grants & contracts procedures and other relevant regulations of international donors is a required. Experience of working on agribusiness and SMEs development projects is highly desirable. Experience of working with International NGOs, donor agencies, or other reputed international development organizations will be a plus.Knowledge and experience in grants and contracts administrationProven ability to create and maintain effective systems for managing information, and tools for making information accessible and understandable to a broad audienceDemonstrated understanding of the synergy between the programmatic, operational and financial components of ASF initiativesAble to plan and manage complex projectsComputer literacy with demonstrated use of word processing, database and presentation software (Word, Excel, Power Point etc). Background

The grants writer will be part of the Field Operations Unit and will be responsible for preparation and writing of all new grants and project proposals. The grant writer will be compiling the comprehesive and all other grant related reports and will also be reviewing and editing grant budgets.  Grants writer will work Under the overall supervision of the Program Manager and will report directly to the Program Officer of Field Operations Unit.

Specific Duties and Responsibilities

 Preparation and writing of all new grant/project proposals.Coordinating with Operations and other program units to obtain necessary information required for grant writing purposes.Compiling the comprehensive report on a weekly basis as well as the quarterly and annual reports, and others as necessary.Reviewing and editing grant budgets.Compiling ‘success stories’ reflecting program impact.Extension of support to the M&E team including reviewing FER’s and sending for closure.Maintaining constant liaison with program staff.Ensuring up-to-date and accurate information pertaining to regional background and overviews for grants.Organizing and maintaining program records and documentation on file for tracking and reporting.Submission of grants for clearance, maintenance of grant projectization cost tracking sheet and any other assigned duty. 

 Qualification and Experience 

MBA in Finance or Masters Degree in Social Sciences or equivalent.Grants Writer must have a minimum of two years experience of working with community development project implementation; should have excellent writing skills and knowledge of FATA areas its government structure and geography. The Grants Writer must have the capacity to understand and analyze national, regional, and local politics, and the creativity and analytical capacity to design and implement grants with the interface between government and communities.

 Languages
