B.Com, MBA Finance, or any other degree equivalent to relevant discipline3 Years(3-5 years proven and relevant work experience with supervisory functions, to include experience in financial reporting, financial analysis, and budgeting in Development sector preferably in an INGO.)The post holder is responsible for supporting Program Teams through review of financial transactions, budgeting & reporting functions, and supervising processes for financial assessments, review & certification of expenses of Implementing Partners (IP). The incumbent is a critical management support in ensuring adequate financial control systems are in place that will enable the Sindh Team to meet finance/grants objectives in accordance to CARE compliance standards/requirements. Responsibilities related to finance/grants and contracts management include but is not limited to:- Support to Program Teams in Budget preparations, updates, monitoring; Update the Grants central funding plan and master budget matrix;- Tracking of donor financial report requirements; Budget monitoring and coding guidance;- Prepare donor financial reports for Team leader review & ACD Emergency approval;- Prepare internal required financial reports and analysis; Maintain centrally the grants/finance files;- Assist in close out procedures and reporting. Responsibilities related to sub-award management include but is not limited to: - Review linkage of IP budget proposals to main grants; Supervise processes for financial assessments, review and certification of sub-grantee expenses;- IP visits and finance management capacity building when required; Cash approval for sub-grants and advances monitoring;- Follow up internally for timely payment to subs;- Assist in close out procedures. Prepare grants projection and advise Grants Manager for cost extension, no cost extension and budget revisions.- Education B.Com, MBA Finance, or any other degree equivalent to relevant discipline.

- Experience 3-5 years proven and relevant work experience with supervisory functions, to include experience in financial reporting, financial analysis, and budgeting in Development sector preferably in an INGO.

Technical Skills and Competencies

- Knowledge of working in sophisticated financial software. NGO finance experience.

- Excellent planning, organizational, and analytical skills

- Ability to prioritize workload whilst maintaining a high standard of work;

- Fluency in English language and written communication;

- Ability to effectively liaise with key external clients, and other relevant stakeholders;

- Firm belief in teamwork, gender equality, participatory approach and sustainable development
