Program Manager

FLOWERS is a well reputed Peshawar based national relief and development NGO working since 2004 for the long-term development and providing humanitarian assistance during emergencies have the following vacant positions for its 2 years post-flood early recovery Child Protection, Health, School WASH and Street & Working Children projects in the Districts of Peshawar,Nowshera and Charsadda. We are inviting interested candidates to apply for the following positions, for immediate recruitment with attractive salary package.

 To support the Senior Management of FLOWERS in managing the WASH project as well as in developing new and/or similar projects for the development of the organization. He/She will take initiatives as a member of the Senior Management Team (SMT) of the organisation.

Main responsibilities:

 Assessment :

Lead initial assessments of current situation in collaboration with field staff, local actors and affected population; determine priorities and immediate interventions and activities and resources.Assess and identify in-country resources (human, material and financial) for response with relevant agencies.

Programme design :

Contribute to defining aims and objectives of the overall programme.Work closely with the WASH Project Officer to ensure effective delivery of BCC inputs of WASH.Ensure effective monitoring of the WASH (both software and hardware components) in close collaboration with the Project Officer and other Technical staff members.Lead the selection, design, and upgrade the most appropriate form of sanitation system (to include excreta disposal, vector control, solid waste disposal and drainage) in accordance to SPHERE standards and taking full account of local conditions, resources, customs and cultural norms.Design and implement water and sanitation interventions to assist target communities moving from the stage of emergency relief into early recovery and development as is feasible and appropriate.In collaboration with the local health workers and local leaders, help select and revise and implement the hygiene promotion and protection strategy with the Project Officer and the Technical staff of the funding partner organization.

Management and Implementation:

Manage WASH projects, including needs assessments, water and soil tests, projects design, proposals writing, evaluation, and reporting.Manage field office WASH programme staff, and collaborate with partners and communities, in developing projects.Develop staff capacity through one to one support and supervision and trainingPlan and manage WASH interventions with full consultation and co-ordination with Tdh / FLOWERS staff and other agencies both governmental and non-governmental organisations such as OCHA and UNICEF.Ensure effective Monitoring and of the Project and support the Executive Director in Analyzing, reporting, ensuring correcting Measures.Recruit and train technical staff to operate and maintain water supply systems – with full involvement of the Executive DirectorEnsure in project design provision for maintenance of latrines and all other sanitation issues in accordance to Government, SPHERE and CdB standardsEnsure compliance of projects implementation with quality, safety, and environment standards as outlined in projects proposalsPrepare project reports as per the organization, donor and government departments’ requirement ( normally monthly, quarterly, annual, interim and end-of project report).Liaise with key non-governmental organizations (NGOs), national, provincial, and local government, and external donors, as necessary; participate in joint agency assessments, task-force teams and workshops, technical committee meetings, and coordination meetings.Prepare/assist in preparation of concept papers and grant proposals that will be submitted to major donorsParticipate in meetings and workshops on strategic planning, WATSAN, and agency-wide initiatives as requested by FLOWERS / TdhEnsure gender and do-no-harm principles are fully considered throughout the project cycle.

Information and coordination:

Provide regular updates to the senior management of FLOWERS - Tdh team on progress, priorities and constraints – verbally and in writing.Regularly update the team, management, visitors, WASH cluster and others on progress.Represent FLOWERS - Tdh to governmental and non-governmental groups as needed and agreed by line managerTrain and brief FLOWERS - Tdh staff and stakeholders on WATSAN.

Developing similar/new Projects:

To assist the Executive to assess, identify, and develop new or similar projects, complying with FLOWERS’ mandate, for the development of the organization.

 Reporting

 The post holder will be asked to report on his/her work periodically as required. Additional reporting requirements will be required on an ad hoc basis, according to need and circumstance.

 Child Protection

 The post holder will sign and be bound by FLOWERS Child Protection policy at all times, and will set an example of exemplary professionalism with regard to child care, child rights and child protection.

Safety and security:

The post holder will maintain the highest standards of safety, doing nothing to endanger the health of any person in contact with the work of FLOWERS, and being proactive in ensuring a safe environment. S/he will bring to the attention of her/his line manager any issue of concern. The post holder will report to her/his line manager any threat to security, potential or real. S/he accepts that s/he is a vital part of the safety and security culture of FLOWERS.
