Short Term Consultant

Background:

The Pakistan Firms Project aims to improve government service delivery, develop dynamic and internationally competitive private-sector firms, and create economic opportunities through value chain development and an improved business enabling environment.

The project is based in Lahore with satellite offices in Karachi and Islamabad. Chemonics International is the project’s prime contractor and its head office is based in Washington DC.

Objective of this Consultancy. The objective of this consultancy is to assist an international consultant, under the guidance of the advisory committee, to conduct a comprehensive review of SME Policy 2007, its mandate and goals, and to identify its inherent strengths and weaknesses, recommend policy and regulatory revisions wherever required for improvements  in its more efficient implementation, by promoting strong private sector leadership and professional management and more effective institutional and regulatory systems.

Specific Tasks:  The consultant shall use his/her education, experience, knowledge of international best practices, and additional understanding to accomplish the following:

The primary focus of this assignment is to assist an international consultant in his assignment to draft a report that presents findings and recommendations for improvements through policy revisions wherever necessary and areas of legislative, regulatory and/or institutional reform required for a more efficient mechanism of policy implementation.

     2. Conduct all the necessary preparatory primary and secondary research   required to prepare a position paper that presents:

Literature review of all available information through primary and secondary resources to present an overview of existing state of SME Sector in PakistanPreliminary analysis of SME Policy 2007, its inherent strengths and weaknessesAn understanding of regulatory and institutional frameworks governing the SME sectorOverview of research conducted pertaining to policy, legal and institutional reform related to SME sector.Detailed roadmap which the international consultant can follow that includes:Itinerary of meetings with private and public sector stakeholdersRecommendations for areas for specific focus in terms of policy review based on  analysis through literature reviewOrganizing and moderating meetings with relevant private and public sector stakeholders through individual meetings and/or working group sessions.Delivering periodic presentations and updates individually/collectively to members of Advisory Committee constituted to steer this exercise.Maintain contact with relevant stakeholders throughout duration of assignment particularly in international consultant’s absence.Contribute towards deliverable of final report according to international consultant’s specifications.

Qualifications of the Consultant(s)

A consultant who offers a Master’s degree in Economics and/or Public Administration and 10-15 years of expertise in areas related to policy and institutional reform related to Pakistan’s SME sector. The required consultant should possess a detailed understanding of Pakistan’s SME Sector and its current constraints. The consultant should also have a good understanding of the current SME Policy framework, its inherent challenges, impediments in effective policy implementation and necessary measures of policy reform to help remedy existing challenges.
