Project Officer

RedR and the work we do

Each year millions of people around the world are affected by natural disaster and conflict. RedR is the leading training and recruitment charity working in the area of international disaster relief. We provide training, consultancy and support to relief organisations and their staff around the world, improving emergency response and assisting people affected by disaster. Through building skills and training people in countries where disasters occur, we make a lasting impact on the ground. We recruit experienced relief workers following major global emergencies and advise potential new relief workers, ensuring skilled professionals are always available to respond.

In response to recent humanitarian catastrophes, we currently have training and local capacity building programmes in Sri Lanka following the devastating tsunami, in Sudan in response to the increasing destabilisation of the region, in Haiti following the earthquake of January 2010 and now in Pakistan, addressing the ongoing challenges of efficient response to the current humanitarian situation.

Background:

Since the earthquake in 2005, Pakistan has been subject to a series of ongoing emergencies, including the earthquake in 2008 and more recently the floods in August 2010 and September 2012.

There are numerous barriers to the effective and efficient response to present humanitarian issues in Pakistan. RedR UK Pakistan is based in Islamabad and delivers a disaster relief capacity building programme, which address these problems. 

Job Description

Main Duties and Responsibilities:

Set up RedR’s CBDRM training programme in MIrpur Khas.Locate suitable venues for the training eventsLocate suitable accommodation for the trainersLiaise with relevant government officials for participationLiaise with local organisations (CSO, NGO) for participationRepresent RedR at relevant district level  coordination meetingsNetwork with other disaster preparedness actors in the areaWork closely with the RedR Islamabad officeAdhere to RedR’s financial and other operational proceduresMonitoring, evaluation and reporting to RedR’s and donor’s requirementsProvide support to the training team  to deliver a quality training projectManage the tasks of the local training assistantArrange travel and accommodation of trainers in accordance with RedR security protocolManage security and safety for the project under advice from RedR security advisorArrange all necessary support (catering, administration, security) for the training eventsConduct basic procurement of stationary and other items required for the trainingConduct training evaluation follow ups with participant.Ensure the efficient administration and smooth running of the coursesEnsure that the Communications Officer has necessary information for marketing of RedR coursesOther duties as assigned.

Person Specification

Essential:

Solid experience in event managementExperience of working with an NGO in PakistanGood contextual knowledge of Sindh and in particular Mirpur Khas districtExperience of disaster managementExcellent networking abilitiesRelevant University Degree.Good coordination skillsProven record of excellent people skills, including good communication and inter-personal skillsCommitment to disaster relief and knowledge of the sectorExcellent computer skills, with good knowledge of Microsoft Office applicationsSensitivity to cultural differences and the ability to adapt to different contextsFluency in written and spoken EnglishFluency in written and spoken UrduAbility and willingness to travel within Sindh

Desirable:

Fluency in written and spoken Sindhi

Authority:

The Project Officer (PO) functions with authority from the Country Programme Manager (CPM). Working towards RedR’s vision and helping to deliver its mission, the CPM authorises the PO to carry out the role as described above, and to use the resources allocated for this purpose in the project budget. 

Limitations to Authority:

The PO shall operate within the parameters of the Pakistan Programme as agreed with the CPM and within good practice as understood in the sector and developed by RedR. These limitations will be reviewed periodically.

Accountabilities:

The CPM is accountable to the PO to provide support, guidance and resources and to relate to the PO in a manner consistent with RedR’s values. The PO is responsible to the RedR CPM for performance according to the expectations of the post and for operating within the authority delegated.
