Pakistan: Civil Engineer Expert
GEOtest, a.s. Framework Contracts Department was established with the objective to provide technical assistance on a range of development cooperation issues, from rural development and environmental challenges, to humanitarian aid, crisis management and post-crisis assistance.
Our department is specialized in Framework Contracts (FWC) management for the European Union External Aid Development and Cooperation – EuropeAid, the European Parliament and the European Investment Bank. The overall focus lies on the provision of technical assistance and studies in and for countries benefiting from European Union External Aid.
****Project:****External evaluations of the "Sustainable Rural Development in the Refugee-Affected and Hosting Areas of Pakistan" programme (RAHA)

****Global objective of the project:****
The global objective of this assignment is to provide factual reports on the activities carried out by the UNDP, with EU funds for RAHA, to assist the EU Delegation in its assessment of 2 reports submitted by the UNDP: Year 3 report (to be submitted end 2014) and Final report (expected 3rd quarter of 2015).
****Specific objective of the project:****
The specific objective of this contract is to undertake a thorough, technical, practical evaluation of the activities implemented within the framework of the RAHA contract above-mentioned, focusing on the interim and final reports, but also looking at the overall picture of progress compared to the targets and objectives and how the EU contribution fits into the broader One UN / RAHA programme.
This assignment should result in an objective and factual assessment of the degree of completion of the project's activities, as reported per UNDP.
****Qualifications required:****
Engineer- Category II(70 Working Days)
At least a university Degree, preferably a Masters or an equivalent academic diploma, in a relevant field, such as civil engineering.At least 6 years of general experience in the relevant field: construction, supervision, auditing of works, etc, preferably in Pakistan.At least 5 years of specific experience of implementing or supervising construction / rehabilitation works, preferably in Pakistan.Experience of implementing or evaluating construction / rehabilitation works in at least 2 post-emergency projects with a "Linking relief, rehabilitation and development" (LRRD) approach, preferably in Pakistan.Experience of doing at least 2 technical audits of construction / rehabilitation works of public buildings, preferably in Pakistan.For his/her conclusions to be officially accepted in Pakistan, s/he MUST be officially recognised as a civil engineer in Pakistan and be a member of relevant national professional bodies.Excellent knowledge of English and Urdu, both written and oral.The following elements are not required but would be extra assets:Knowledge of some of the languages in the provinces where the field mission will take place.Experience of implementing, supervising or auditing construction / rehabilitation works undertaken through UN funding.For inquiry of further information about the project and sending your application please send an email to lot12@geotest.czwith the subject: Lot12-015 Pakistan.
