Project Description:The Support for Electoral Reform in Pakistan (SERP) project works to promote the conduct of free and fair elections with a focus on three main areas of the electoral process: legal framework, electoral management and voter participation. In support of ongoing activities focused on strengthening the electoral management capacity of the Election Commission of Pakistan (ECP) IFES is seeking an experienced material development consultant to produce a range of training materials. Job Responsibilities: · Design tailor made training program to address the needs of Election Commission of Pakistan related to Management skills training for ECP’s senior and mid-level officers

· Develop contents of training materials including trainer manuals and guides, learner hand-outs, and other relevant reference material, case studies etc. to be used during the trainings.

· Write all training material contents in accordance with training needs assessment, findings and session outlines prepared by IFES Pakistan.

· Work in close coordination with Senior Training Specialist and Graphic Designer for the development and designing of all training materials for ECP’s senior and mid-level management

· Develop pre and post-test evaluation/assessment forms for the training material and contents developed.

· For testing the effectiveness of the training material, facilitate pilot trainings for each module for the Election Commission of Pakistan selected staff by using interactive learning methods and make suggested changes in the training material where required

· Liaise with the Country Director / Deputy Country Director and Senior Training Specialist to identify problems or issues that may arise during the course of assignment

· Develop training SOPs for Federal Election Academy to be used by the ECP in future.

· Review all the training materials developed by IFES for ECP’s junior staff trainings and improve it further if required.

· Develop resource pack of training material developed for the participants and trainer/facilitator.

· Provide updates on the progress of the assignment on regular basis through IFES bi-monthly report of program staff.

· Write report along with annexure(s), near / at end of assignment.

Deliverables:

· Module 1 - Elements of Planning

· This module will cover the main topics; steps to planning, identifying vision, goals and objectives, formulating strategies, risk management, identifying and determining resource needs, developing a work plan. The consultant will provide the following material for the module

o Material for participants

o Material for trainer (including step wise session plans and activities to be used during the training)

o Activity material if any

· Module 2 - Management

· This module will cover the main topics; Leadership skills and styles, problem solving tools and approaches, decision making, communication skills and tips, meetings and reporting, evaluating, motivating and coaching staff, delegation, team building and work life balance. The consultant will provide the following material for the module

o Material for participants

o Material for trainer (including step wise session plans and activities to be used during the training)

o Activity material if any

· •Module 3 - Human Resources and Organizational Management

· This module will cover the main topics; staff recruitment, orienting new employees and evaluation, election commission of Pakistan Policies and Rules of Service. The consultant will provide the following material for the module

o Material for participants

o Material for trainer (including step wise session plans and activities to be used during the training)

o Activity material if any

· • Module 4: Monitoring and evaluation

· This module will cover the main topics; introduction to monitoring and evaluation, planning for monitoring and evaluation, implementation of electoral projects. The consultant will provide the following material for the module

o Material for participants

o Material for trainer (including step wise session plans and activities to be used during the training)

o Activity material if any

· Any other module identified during discussion with IFES training team and the ECP

· Pilot training report along with findings, lessons learnt and areas for improvement

· Resource pack for all the modules in hard and soft form Qualifications: · University Degree in Social Sciences or related discipline (Master’s degree is desirable).

· A minimum of seven years experience in a training capacity, with at least five years experience in curriculum design and development utilizing blended learning approaches

· Experience in electoral administration

· Experience working in international cooperation and assistance

· Excellent interpersonal and communication skills

· Demonstrated success/experience in designing, developing, implementing and facilitating training courses for varied adult learner skills/experiences and measuring learning outcomes
