Procurement Coordinator

Relevant Experience:

Minimum 7 years previous experience with large-scale programmatic procurements with progressive records and positive recommendations essential.5 + years Management experience required.USAID experience essential, other donor experience is an advantage.A Master's degree in Business, Finance or a related field.Additional training(s) in procurement, donor’s regulations and management is the preference.Ability to work and manage process and staff effectively under the pressure with tight deadline and with multi-task environment;Previous work experience with international donors/NGOs and familiarity with USAID procurement rules regulations, policies and procedures essential.Budgeting and cost analysis experience essential.English / Urdu are essential, Pushtu is an advantage.Strong communication skills, strong team work records and understanding of team work points.Demonstrated ability to solve challenging and complicated issues;Proven leadership abilityStrong multi-tasking and organizational ability

Job Description:

Direct managerial responsibility for procurement officer and procurement assistant.Work with Procurement staff to ensure that goods and materials are purchased at the lowest, competitive prices and that paperwork on all purchases is completed correctly and in a timely manner;Keep track all grants currently under process, assign them to staff to ensure equal distribution of workload, set deadlines for completion, and ensure all deadlines are met.Identify best and effective opportunities for bulk purchasing.Observe all contracts in procurement area before signing.  Review and Approve Invitation For Bids (IFB) before distribution; advertising the IFB and distributing to all related suppliers; participate all bid committee meetings according to policy and actively support proper selection of the best value supplier; Review all comparative statements and bid analysis for consideration of the bid committee before the meeting.Review all Purchase Orders before signing by the parties.Review all Goods Received Notes and Waybills before file them with aim to make sure they are properly filled out at each delivery site for all deliveries and that math is correct and match to the BBT numbers.On a daily basis, to monitor all purchases against approved budgets in order to prevent over-expenditures.Identify & request time or cost extensions on projects and inform the grants unit.Perform BBT revision for green-lighted grants.Keep track for all Yellow granted grants to make sure procurement activity is in line with recommended procedures.To make sure that procurement department is worked under approved quarterly plan with clearly identified work task and strategic goals outlined.To ensure that all procurement paperwork is complete in all respects according to policy.Assist with budget preparation and review process in order to verify all procurement information is provided.To ensure that supplier lists, preferred supplier agreements, purchasing guides and market surveys are done correctly.To perform regular EPLS check as required, keep on track EPLS completed both hard and electronic copiesTo identify areas to capacity-train staff and conduct training accordingly.To identify problems in systems and workflows between units or with field offices, to recommend and implement solutions accordingly when approved by SMT.Liaise with other branch Coordinators and the field staff to ensure that delivery of materials is done in a timely manner and that all goods purchased are delivered and meet quality expectations;  Perform all duties in strict adherence to USAID rules and regulations.Observe regularly market price for critical goods and services, keep track records, support pre-qualification process for Karachi branch;Manage training of new staff as well as assigned community members, suppliers and contractors in general procurement regulations and donor requirements.Other duties as commensurate with ability and appropriate to task Supervision tasks for two procurement department positions: Procurement officer and Procurement assistant.
