Programme Officer

INTRODUCTION

 The Aawaz programme is a five-year Voice and Accountability programme to strengthen civil society, funded by DFID and managed by DAI. It will work to strengthen democratic processes in Pakistan to make them more open, inclusive and accountable to citizens. The Aawaz programme is facilitated by a Management Organisation Office, established by DAI, responsible for ensuring coordination among the implementing partners; consistent, high-standard technical quality backstopping that meets programme objectives and deliverables; and, overall financial management and compliance with DFID procedures. The programme has three distinct components, Gender, Conflict Resolution and Citizens Engagement, to be implemented in 45 districts across Punjab and Khyber-Pakhtunkhwa provinces besides the Policy, Advocacy, Research and Reporting (PARR) facility and its partners to support and add value to programme implementation.

 In the light of the Aawaz programme proposal approved by DFID, a Programme Development Unit is being established within the MO-run office in Islamabad. This will comprise a Programme Development Specialist (PDS) and two Programme Officers (POs).

 SCOPE OF WORK: Programme Officer (PO)

 The PO will:

Support the Programme Development Specialist (PDS) in coordinating the work of Technical Specialists across the three themes and with PARR facilitySupport the PDS in work plan, logical framework and budget development and revision work at the MO-levelSupport the PDS in STTA identification, support and facilitation work Collate information and generate initial drafts of internal and client reportingSupport the PDS and TL in branding and marketing of Aawaz, managing the web-based and print material development, coordinating outreach events and meetingsContribute to quality in programme implementation by visiting the field and participating in programme planning and review meetingsContribute to the generation of relevant knowledge from the programme and its sharing during inception as well all along the programme duration by collecting and writing testimonials, case studies, etc.

 REPORTING LINE AND WORK BASE

 PO will report to the Programme Development Specialist (PDS) Aawaz Programme and shall be based in Islamabad.

 PERSON SPECIFICATIONS

 General

 PO is viewed as a midlevel professional with a minimum of 5 years of relevant work experience

Experience of work with international donors and national and/or international CSOsDemonstrated and sufficient experience of writing progress reports and developing work plans, logical frameworks, etc.Understanding and experience of community development work in PakistanUnderstanding of Voice and Accountability frameworksGraduate degree in a relevant fieldLanguage proficiency in English and Urdu with excellent writing skills in English.
