Provincial Security Officer
OBJECTIVES
Objective 1:
Provide accurate and relevant security analysis and current risk assessments to ACF teamsObjective 2:
Assist with the development of Security plan and play key role in ensuring daily implementation.Objective 3:
Conduct security assessments of ACF sites, program areas and areas as required or directed by Field Coordinator or Safety and Security CoordinatorObjective 4:
Liaise directly with community and security specific actors in the regionObjective 5:
Train and sensitize ACF staff for security specific topics and daily or weekly security events.Tasks & Responsibilities
The SO will provide daily support to the Field Coordinator and ACF teams operating in the area so as to enhance the overall safety and security of all staff and the organization. He will be supervised on daily basis by the Field Coordinator and will be technically supervised by the Safety and Security Coordinator – Pakistan. Daily, time-sensitive security specific tasks may be directed to the Security Officer by the Field Coordinator and these will be followed in order to support ACF operations.
Objective 1: Provide accurate and relevant security analysis and current risk assessments to ACF teams operating in the area
Monitor daily and weekly security incidents in the operating area in order to identify areas of increased risk to ACF teams or greater security trendsDiscuss with Field Coordinator and ACF teams on a daily basis the current security threats and potential significant security trendsEstablish an overall understanding of ACF operations in the area so that all analysis is relevant to ACF operations. Effectively integrate with ACF teams in order to ensure a close working relationship at all levels, enhancing the ability for a continuous safety and security management structure to remain in placeSubmit weekly security reports to the Field Coordinator and Safety and Security Coordinator utilizing existing ACF templates and toolsDetermine current risks that ACF teams are exposed to and discuss this data with the Safety and Security Coordinator’s own assessments. With Safety and Security Coordinator, compile the monthly Risk Assessment for ACF teamsObjective 2: Assist with the development of the Security plan and play key role in ensuring daily implementation
Provide relevant and specific input based on local, regional and national knowledge to the Safety and Security Coordinator so as to ensure the local Security plan addresses the threats present to ACF teamsConstruct the Security plan (to include SOPs) with the Safety and Security Coordinator and review every 6 months with the Safety and Security Coordinator or as contextual shifts dictateAssist the Field Coordinator and Safety and Security Coordinator with ensuring the rules, regulations and SOPs of the local Security plan are adhered to by all ACF staff. Be prepared to assist the Field Coordinator and Safety and Security Coordinator with review and resolution of internal security incidents.Objective 3: Conduct security assessments of ACF sites, program areas and areas as required or directed by Field Coordinator or Safety and Security Coordinator
Conduct security assessments of all ACF operational working areas and premises, utilizing existing tools and templates and alongside the Safety and Security Coordinator (when he is present). This list includes but is not limited to:ACF residences, offices and warehouseAreas frequented by ACF teams for business or leisureNew programming areas or office/residence locations as determined by Coordination teamMaintain the current database of security assessments and provide specific recommendations to the Field Coordinator and Safety and Security Coordinator based on these assessmentsReview the database of security assessments on a monthly basis in order to determine if current SOPs, rules and regulations are relevant to current assessments. Move to these locations as often as possible each month in order to maintain the current contextual situation of each of ACF’s field locationsObjective 4: Liaise directly with community and security specific actors in the region
Meet with local community members, community leaders and other specific civilian actors in order to gain an accurate understanding of the areas in which ACF teams operate and promote active acceptance through specific measures as defined by the Safety and Security CoordinatorAttend local INGO security coordination meetings in order to gain additional information pertaining to safety and security concerns of INGOs operating in the areaLiaise on a frequent basis with local and provincial authorities in order to make all parties aware of ACF’s current operations and develop working relationship aimed at building acceptance of the local and provincial government towards ACFObjective 5: Train and sensitize ACF staff for security specific topics and daily or weekly security events
Train all ACF staff on ACF specific security measures (SOPs specific) as well as other topics relevant to the operating environment. (**Training of Security officer by Safety and Security Coordinator will occur prior to this task being required)Induct new ACF staff to the security specific requirements of ACF as well as a current security briefing of the immediate operating areaServe as the primary manager of all guards at all sites.Provide (as required) daily security briefings to ACF staff as the current context dictatesConduct the scheduled bi-weekly security briefing for ACF teams if the Safety and Security Coordinator is not presentOther:

This position is a very demanding post, requiring frequent travel to field sites, a continuous attention to detail and a positive, team oriented attitude. The Security officer will be an integral member of the ACF support staff and will work towards the overall goal of ensuring that the beneficiaries receive quality programming activities from ACF teams.
(Education and Training):
University Level bachelor’s degreeCertified professional development courses relevant to safety and security specific roles(Work Experience):
5 years in a safety or security specific role (INGO/government/law enforcement/military)Middle to upper management experience involving leadership of small teamsWork within the KP/FATA region (preferred)Work with INGOs or NGOs in the KP/FATA region (preferred)(Language Abilities):
English: Spoken (required) / written (required)

Pashto: Spoken (required) / written (preferred)
