Monitoring Evaluation and Accountability Officer

Job Responsibilities:
• Assist in the development of a monitoring & evaluation system for the project and indicators for
input and output monitoring in line of project objectives.
• To support in improving MEA system with respect to the recovery program needs and objectives.
• To contribute and provide support in developing and scaling Accountability to beneficiaries
mechanisms in developmental programs and undertake partner capacity building on accountability
system.
• Guide the process for identifying the key performance questions and parameters capitalizing on
the existing checklists and minimum standards for monitoring project performance.
• Reviewing existing social and economic data for the project area to assess if it can provide good
baseline data for impact evaluation, identifying gaps to be filled.
• To contribute in developing assessments/researches and analyzing the data for designing of
effective interventions, identifying new areas of intervention or expanding scope of existing
interventions.
• Support in the planning and implementation of baseline surveys, monitoring and evaluation
exercises for programs/projects and impact assessments and act as a primary drafter for the final
assessments/evaluation reports when needed.
• To represent SC in Monitoring Evaluation and Accountability Learning Groups and Forums and
disseminate and gather learning’s through such forums.
• When needed assist field staff, program staff and local partners on the logical framework, data
management, data analysis, basic surveying and sampling techniques, monitoring and evaluation
methods and report writing techniques.
• Review monitoring reports, analyze them for potential bottlenecks in project implementation and
follow up on the action plans agreed in order to reduce those bottlenecks
• To receive, review, maintain and follow up complaints and feedback tracking database, action plan
trackers and output trackers (in case of emergencies).
• Document and be the primary drafter of the learning documents including lessons learnt and key
learning’s for internal and external dissemination.
• Undertake visits to the field as required to support implementation of M&E and to identify where
adaptations might be needed.
• Any other tasks given by line manager


Required Qualification & Experience:
• Masters in Social Sciences
• Sector experience 1 year, total work experience 2-3 years
• Monitoring Evaluation and Accountability Knowledge
• IT knowledge
• Expertise in databases and MS Office
