Cash for Work Specialist

KEY AREAS OF ACCOUNTABILITY:

Programme planning and implementation

·            Review designs of cash for work interventions, cost estimates and labor and time-line requirements for CfW activities, determining various requirements

·            Provide technical backstopping in coordinating all CfW components including area selection, community capacity & participation and coordination

·            Develop and ensure uniform payment procedures, including documentation, approval and actual payment are maintained in the programme area

·            Develop, build capacity and ensure field technical teams adhere to the minimum standards of CfW in programme area

·            Develop CfW programmatic guidlines and build capacity of field teams in addressing complaints and local/political interference

·            Complete any required technical review as and when required to ensure quality and accountability

·            Ensure all team members involved in CfW interventions receive comprehensive orientation and on-job capacity enhancement training

·            Develop and support technical teams in maintaining all documentation relating directly to CfW activities required to ensure accountability to the donor and beneficiaries

·            Identify and develop project-specific relationships with partner organisations and support the FSL Director in ensuring technical best practices and quality in all Livelihoods project initiatives.

·            Contribute to the regular review of the Programme Strategy and alignment with the strategic planning tools

·            Actively coordinate with Planning Monitoring and Evaluation section to ensure that appropriate monitoring and impact assessment mechanisms and tools are being implemented within CfW

·            Take responsibility for managing the partnership in line with the agreement in place

·            Assist FSL Director and team in finalising programme designs

·            Commitment to member services, capacity building and development of partners through oversight and collaboration

·            Willingness to work in emergency contexts and deployment on emergency programs as part of our commitment to dual mandate

Networking and Advocacy      

·            Develop/roll-out advocacy strategy for CfW component strategy

·            Represent SC before the Government and its departments, partner organisations, donors and the public, as well as within the wider organisation, as appropriate for experience sharing and learning from the CfW interventions

·            Liaise with relevant government departments and develop partnerships for effective implementation of CfW interventions

Children Participation and Child Rights Programming

·            Include SC approach to child protection in CfW design

·            Apply in all CfW interventions, approaches to child- rights based programming, diversity / non-discrimination, children as stakeholders, impact assessment, and organisational learning.

General

·             As part of the FSL Team, contribute, as appropriate, to corporate debates on policy, practice and strategy of the programme

·            Participate as appropriate in assessments and responses in the case of humanitarian emergencies

·            Provide formal and informal technical expertise to the other thematic specialists, and the FSL Director.
