Job Description:

The objective of Finance Manager position is to provide main support to SFCG-Pakistan by manage the financial activities including but not limited to, providing balance sheet and cash flow accounting, budgeting and forecasting, financial reporting, provides support to Admin in payroll preparation, creating a harmonious controls environment, working closely with audit, tax and donor representatives, devising financial management strategies, improving existing processes and successfully coaching the team, etc.

The position is located in Islamabad and will report to Country Director SFCG – Pakistan.

Responsibilities:

Ensure that an appropriate financial policy framework is in place to guide SFCG’s financial decision-making and development particularly in relation to reserves, expenses and granting rations and income streams.

Ensure the appropriateness of the key assumptions included in the SFCG’s strategic plan and annual budget proposals.

Provide advice to senior management and colleagues on these matters.
Work closely with the project teams, advising them on the likely financial consequences of all proposed courses of action.

Maintain contact and liaise with bankers and auditors to ensure the long term financial security and stability of SFCG.

Provide high level of professionalism reflected in a sound budgetary policy.

Maintain records to meet external, legal and tax requirements.

Ensure financial and other reporting systems are maintained to the standards required by SFCG, donors, auditors and other regulatory bodies.

Prepare annual income and expenditure budget and forecasts aligned to strategic plans of the Institute

Screen project budgets that are prepared by the project coordinators/ researchers for their programmes/projects.

Prepare and screen project financial contracts with donors and partner organizations as well as employment and consultancy contracts of the institute; ensuring compliance by consultants hired by the institute of the terms of the contracts.

Provide full accounting services to other managers/dept heads including departmental financial analysis and exploring any potential problems with them in order to make appropriate budgetary decisions.

Provide accounting services for use by managers in planning and controlling the work of SFGC including financial accounting, management accounting, forecasting, and budgeting and controlling systems.

Ensure the production of accurate monthly management accounts.

Produce rolling cash flow forecasts and monitor cash position daily.

Plan and manage SFGC’s tax liabilities under existing and proposed legislation.

Evaluate the tax liability impact of contemplated courses of action, minimize the tax burden and deal with tax authorities.

Prepare the statutory annual accounts.

Undertake such other financial analysis and reporting as advised by the Country Director SFCG – Pakistan.

Manage and maintain the financial accounting systems of the institute.

Manage and maintain fixed assets and depreciation records.

Monitor commitments and expenditures (project contractual obligations for reporting to donors/partners)

Ensure timely reporting of the periodic income and expenditure of the institute to the Country Director SFCG – Pakistan (or his nominee).

Ensure maintenance of proper books of accounts and other records for prompt recording of all financial transactions.

Supervise the work of staff, evaluate and report their performance.
Interface periodic inspection of the fixed assets register and
inventories register with the Country Director SFCG – Pakistan.

Funds management.

- Fundraising as a supplementary responsibility.
- Ensuring submission of timely reports to donors for unrestricted funding.
- Ensuring the accounts are maintained and audited in accordance with donor conditions.
- Represent the Institute in public forums as requested by the Country Director SFCG – Pakistan
- As job descriptions cannot be exhaustive, the position holder may be required to undertake other duties that are broadly in line with the above key responsibilities.
