District Development Officer

Relevant Experience:

·         Minimum of five years of experience in project management, including design, development and oversight of small-scale rural infrastructure projects.·         Extensive experience in community participation and consultative-implementation methods.·         Possesses the knowledge and experience to analyze national, regional, and local politics.·         In-depth knowledge of local government, culture and traditions; previous work experience in the regions of KPK and/or FATA is desirable.·         Creativity and analytical capacity to design and implement projects in a challenging security environment.·         Flexibility to adjust to new implementation practices and new strategic guidance as per the changing political environment.·         Ability to manage multiple tasks and work under pressure in insecure environments.·         Master degree holder in a project management relevant subject.·         Excellent communication and presentation skills desired.·         High proficiency in generating written reports in English.·         Fluency in English, Urdu and Pashtu is required.

Job Description:

·         Identify villages for grant activities as per the Workplan.·         Identify project activity for villages, ie road, flood protection wall, water access point, school rehabilitation, etc.·         Responsible for timely completion of Workplan Strategy.·         Identify and mobilize the focal point person from community to present the project activity request to the Local Administration.·         Sign the Grant Agreement Letter with the Local Administration.·         Conduct grant implementation coordination meeting with DDDO, SFS, RE, FE and Procurement Assistant, to present the grant timeline and schedule the bidding process.·         Coordinate with the Local Administration to nominate his representative to participate in the bidding process.·         Coordinate with M&E to attend the CCJ and Bidding.·         Review Grant Budget and compare budget against supplier and contractor bids.·         Coordinate and organize with M&E to schedule site visits to grant project activities.·         Visit each project at least once a month.·         Prepare Weekly Area Update and submit to PSU.·         Conduct weekly field office coordination meeting to review and update the Portfolio Manager, with DADO/DDDO, SFS, RE, FE and Procurement Assistant, and consolidate the departmental tasks for the Additional Task Manager.·         Sign Completion Report for grant closing.·         Sign Completion Certificate for Payment (CCP) together with representative of Local Administration, Contractor, RE and Procurement Assistant.
