Field Officer

Under the overall supervision of the Programme Manager and under the direct supervision of the Area Development Officer (ADO), the Field Officer (FO) is responsible for designing, developing, and implementing the Program activities in his area of responsibility (AoR).  These activities will consist of identification of promising local partners, programs and activities that demonstrate effective engagement of communities, and youth in particular, to counter violent extremism and that encourage stable and strong communities.

 Specific duties and responsibilities

Support the Area Development Officer (ADO) in undertaking the successful implementation of all project activities in the AoR, including grant development, planning, approval, the transparent procurement of grant-related goods and services, and consistent, continuous follow up and reproting.  Successful implementation should include on-going consultative processes and community and/or partner organization involvement in all phases. Advise the ADO on programmatic strategy, including where to focus program resources, how to develop operational relationships with local organizations, programs, activities and  DCO’s office, and how to address programmatic challenges as they arise.  Identify potential communities in consultation with relevant stakeholders. Work in close coordination with community leaders, local organizations, communities at large and local government, if required, to identify programming ideas and develop these ideas into proposals suitable for funding.  Establish and oversee consultative processes within target communities or with appropriate groups to implement the selected program, project or activity. Manage relationships with relevant stakeholders, including but not limited to community leaders, local organizations and activities, and communities at large as well as Government officials and line departments at the District and local levels, if required. Ensure that the groups so identified understand their roles, responsibiilties and deliverables under the project agreements.Monitor and report on the rapidly changing environment and actively contribute to the overall Program strategy, design and implementation. In conjunction with other Program staff, evaluate completed projects. technical section quality of work. Share with other program staff successful methodologies for consultative approaches to grant development and implementation. Coordinate with the implementing partners, including but not limited to local groups, organizations, community leaders and activities to track physical progress of the ongoing grants. Support the procurement and logistics associated with grant implementation and assist the logistics department in obtaining and securing relevant documentation. Write up grant ideas, success stories and weekly grant updates.To assign duties to field staff and AFOs and build their capacity in report writing, grants updates and community mobilization. To supervise and manage all activities in absence of ADO/team leader.

Qualifications and Experience

Bachelors Degree in Social Sciences or equivalent.5 years experience with project design, development, management, and implementation of development-type projects. He should have experience in community participation and consultative-type projects. The Field Officer must have the capacity to understand and analyze national, regional, and local politics, and the creativity and analytical capacity to design and implement grants with the interface between government and communities. Local candidates of Southern Punjab will be preferred.

 Languages

Thorough knowledge of spoken and written English required; working knowledge of the languages spoken in the region will be an advantage.
