Office Director

Relevant Experience: 

A minimum of seven years of relevant successful experience in managing the implementation of value chain development services, sector development services, or services in a field closely related to these;Demonstrated ability to manage staff in the successful delivery of such services and to manage all administrative aspects required to operate an office of 10 to 25 staff;Extensive management and development experience in a variety of business-related subjects;Experience building or managing the building of staff skills; andExperience managing consultants on time-sensitive short-term assignments and quality control of project deliverables in English.

Educational Requirements

 Master's degree in Economics, Business or related field is preferred, however a Bachelor’s degree in Economics, Business or related field will be acceptable if the candidate can demonstrate that s(he) has 10 years of relevant successful relevant experience.

Required Skills

Ability to perform successfully as a member of multiple project-related teams;Strong computer literacy skills required in word processing, spreadsheets, presentations, web browsers, and email;Excellent communications and writing ability;Demonstrated successful interpersonal skills;Fluency in both English and Urdu required, Pashto strongly preferredA willingness to travel to all provinces of Pakistan; andWork experience in the private sector and in a development project environment is preferred, with work experience in the former being more preferable.

Job Description:

As directed by the Chief of Party or the Chief of Party‘s designee, the individual holding this position shall perform the following general functions in the territories/activities covered by the Office:

Effectively inspire, lead, and manage all staff that may be assigned to the Office, including ensuring that the day-to-day personal behavior and performance of all Office staff are fully compliant with the project’s Field Personnel and Operations Policy manual;Support the efforts of all components, sectors, and teams to maintain collegial, productive relationships with other project colleagues, client, project counterparts, beneficiaries, and subcontractors, the Pakistani private sector, and the Government of Pakistan while achieving the overall project goals and objectives;Effectively liaise with senior project management, and other divisions of the employer on all aspects of the project work plan implementation;Provide strategic direction, work plan development, and resource (technical assistance, training, commodity, and other) management necessary for the timely and successful completion of project work plan tasks and the achievement of project goals and objectives;Ensure that the scheduling, budgeting, technical, and documentary attributes of project actions and data related to Office activities are fully up to date in the work plan, including but not limited to updates no less frequently than weekly;Ensure that all scopes of work (SOWs) and other project documentation are compliant with project policies, consistent with achieving the overall Office goals and objectives, and up to date in the work plan;Supervise the technical work of all local and expatriate consultants fielded under the project components, whether fielded through Project or a subcontractor, and ensure that all end-of-assignment deliverables and other consultant and subcontractor performance results are a) consistent with and compliant with the consultant’s SOW, b) are of high technical quality and good overall readability, and c) are acceptable to Client/Donor and other component counterparts and beneficiaries;Provide overall Office-specific technical and managerial guidance for the solicitation, evaluation, selection, award, and disbursement of any procurements and grants that may be undertaken as actions in the work plan, including compliance with the project’s grants and procurement manuals;Serve as a member of any ad hoc panel or committee established by the Chief of Party or the Chief of Party’s designee to select candidates for employment, participants for overseas short-term training and study tours, and awardees of subcontracts and grants, ensuring in all cases compliance with Client regulations, project policies, and project objectives;Ensure that all necessary routine and ad hoc reporting on Office activities provides a timely, high quality, and accurate reflection of the Office’s progress towards project goals and objectives and are acceptable to the Client/Donor;Ensure close inter-component and inter-office collaboration with the other project components and sub-components, and promote close collaboration with the monitoring and evaluation, training, and public awareness components of the project; andEnsure critical analysis of grantee adherence to, and progress in, implementing all aspects of grant agreements signed under the Office;Conduct all business in a manner that respects local culture;Maintain high ethical standards at all times, avoiding any actual or perceived conflicts of interest;Abide by all local laws, Donor/Client regulations, the Embassy/ project directives; andPerform any and all other tasks as may be assigned by the Chief of Party or the Chief of Party’s designee as may be required to contribute to the achievement of project goals and objectives.

Specific Tasks. As directed by the Chief of Party or the Chief of Party‘s designee, the individual holding this position shall lead, oversee, support the performance of, and perform when necessary the following specific tasks in the territories/activities covered by the Office:

All project efforts to ensure the well-coordinated implementation of the work plan actions of all project technical and support components, including but not limited to the comprehensive: development of target sectors;development of targeted value chains;reform of the business enabling environment;strengthening of the capacity of counterparts and beneficiaries;integrate gender equity and opportunities for female position seekers and entrepreneurs into all aspects of the abovementioned activities; andClose liaison with all project component leaders in Lahore;All other actions as may be added to the work plan from time to time.
